To develop Sea-rail Intermodal Enterprise Alliance is an efficient approach to reduce the transport cost and expand the market of Sea-rail Intermodal Enterprise Alliance. This article investigates the “four-stream” relationship between operation entities of Sea-rail Intermodal Enterprise Alliance on the basis of supply chain, and analyzes the current situation and necessity of the development of sea-rail intermodal transport of Ningbo zhoushan port. According to AHP to build the model of allies’ choice in Sea-rail Intermodal Enterprise Alliance, calculate and obtain the 5 most essential factors in strategy of Sea-rail Intermodal Enterprise Alliance. Finally, according to the analysis results, the countermeasures and suggestions such as improving the transportation network, establishing the data center, reforming the distribution mechanism, adjusting the management system, and perfecting the policy and regulation system are given.

This paper investigates the issue of channel coordination for a two-stage supply chain with one retailer (railway freight forwarding) and one manufacturer (port freight forwarding) based on Stackelberg game. The demand of sea-rail intermodal transport is influenced by the retailer's sales effort. We found that using the wholesale price contract alone cannot coordinate the sea-rail intermodal transport service supply chain well. Joining the wholesale price contract with the sales effort cost sharing model remains ineffective in managing the two-stage supply chain. To effectively coordinate the channel members, we were joining the wholesale price contract with the sales effort cost sharing and the revenue sharing contract. We identify the optimal level of retail sales effort, optimal level of revenue sharing and optimal supply chain profit. And the enterprises in sea-rail intermodal transport service supply chain can achieve the purposes of market development.

The Ningbo-Zhoushan Port has weaknesses in terms of ship maintenance system and fuel supply system. To improve the competitiveness of the Ningbo-Zhoushan Port, construction of the Zhoushan River-Ocean Combined Transportation Service Center should be promoted and an appropriate development path should be found. To that end, this study compares the Ningbo-Zhoushan Port with other ports based on the existing competitiveness evaluation theories, selects AHP and TOPSIS that are suitable for the model of the Ningbo-Zhoushan Port, and analyzes the competitiveness of the Ningbo-Zhoushan Port. The analysis results show that the early completion of the Zhoushan River-Ocean Combined Transportation Service Center is urgently needed for the efficient growth of the transportation and shipping service industries.
