At present Korea faces a radical turning point for its economy. The government and the companies are experiencing difficult time making export strategies after the UR agreement. I think that the companies should be prepared for the international competition by positively coping with the rapid change as well as managing the human resources efficiently in order to overcome this situation. Under the circumstances, the managers of a company should develop and employ some ways of heightening their workers' morale and keeping their high morale in the course of working to improve the performance of an organization or the productivity. The main purpose of this study is to find out the factors influencing the workers' morale and examine the interrelationship of the factors of measurement, influence and intermediation. I made an empirical and theoretical approach to achieve this purpose. At first, I made a theoretical basis by reviewing several preceding studies. Then, after establishing study hypotheses and models on the basis of the theoretical study, I analyzed this study empirically, dealing with the subjects of hotel workers in Cheju area on the basis of the questionnaires. I chose the three areas of the relations of morale, the factor of morale measurement, and morale and influence for study models. I also employed a correlation, oneway ANOVA, and a T-test for the statistics. I analyzed the study data using SPSS/PC'. From this study I found several consequences about managing human resources: (1) It is necessary to take a measure for the employrees' high morale because morale has turned out to have a positive effect on job performance, job satisfaction, and job involvement. (2) In relationships between morale, propensity to seperation, and tardiness and absence, there was no conspicuous negative tendeccy, Regarding this, it is suggested that there be a proper management plan regarding the transfer of and departure from jobs preventing workers from being absent from and being late for workplace. (3) It is necessary to focus on creating high morale for high solidarity and loyality. (4) The management should encourage their employees to have a positive attitude towards their work by reducing tension, uneasiness, and complaints. (5) Something should be done for job design to assign the jobs fit for workers' aptitudes. (6) Something unique for a hotel organization should be done to bridge the morale gap, depending on demographic factors.

Labor began with the history of man. Man cannot do without labor in living; it is always essential to combine the labor force with a means of production. Such a labor activity takes up a different social structure and function, depending on time and nation, when viewed from the standpoint of social relations. As for labor activities, labor problems have been social issues since the birth of capitalistic society. Today, Industrial Relations which take place in the course of industrialization range from mutual inter-power relations between labor and management to social relations which set the rules for the workplace and determine the distribution structure of productivity. With this in mind, this paper deals with the following topics: 1. A survey was done on the Industrial Relations of the early days, based on the works of K. Marx, 5. & B. Webb, J. R. Commons, S. Perlman, R. F. Hoxie. It also encompassed the academic sphere and nature of industrial Relation 2. J. T. Dunlop's Industrial Relations System was discussed in terms of analytical concepts, struture, and critical views. 3. The current tendency of the Industrial Relations Process Theory and its empirical analysis as exemplified in System Theory and Behavior Science was reviewed on the basis of the works of G. G. Somers, K. F. Walker, R. Singh, and A. W. J. Graig.
