[연구목적] 방위산업은 첨단무기체계를 개발․생산함으로써 국가의 지속가능한 번영을 가능하게 하는 핵심 전략산업에 해당한다. 따라서 국민의 안전보장과 국가의 존속에 핵심적 역할을 하는 방위산업이 첨단무기 연구개발 및 생산을 지속할 수 있도록 국가차원의 제도 및 행정적 지원이 필요하다. 하지만 이와 같은 방위산업의 중요성에도 불구하고 방위산업의 환경 및 연구개발 투자와 관련된 문헌은 부족한 실정이다. 따라서 본 연구에서는 방산기업의 연구개발 투자에 집중하여 방산기업의 원가행태를 확인하였다. 추가적으로, 방산시장이 위축된 상황에서 기존의 연구개발 투자행태의 변화가 일어나는지를 확인하였다. [연구방법] 2010년부터 2020년까지 총 196 방산기업 - 연도 표본을 대상으로, 선행연구(Anderson et al. 2003 ; 권세원 등 2018;김범준 2019)에 따라 연구개발 투자행태를 확인하였으며, 방산 비리 사건 이후 정책기조 변화 전후에 따라 표본을 나누어 투자행태를 확인하였다. [연구결과] 방산기업은 일반적으로 하방경직적 연구개발 투자행태를 보였으며, 이는 국방예산의 지속적인 증가 및 방위산업이 중시되는 환경, 실발생 비용 보상 계약 등으로 인해 방산기업이 연구개발 투자에 적극적으로 나서기 때문으로 해석할 수 있다. 하지만 이러한 방산기업의 하방경직적 연구개발 투자행태는 방위산업 위기라는 새로운 국면을 맞으면서 탄력적인 행태로 변화하는 것으로 나타났다. 이는 방산기업 경영자가 연구개발 투자를 적극적으로 감축시키면서 이러한 위기에 대응한다는 것을 의미한다. [연구의 시사점] 본 연구에서는 최초로 방산기업의 연구개발 투자행태를 확인하였을 뿐만 아니라 방위산업이 직면한 위기가 어떠한 부정적인 결과를 가져오는지 직접적으로 살펴봤다는데 의의가 있다. 또한, 국내 방위산업의 지속가능한 발전과 세계 방산시장에서 경쟁력을 강화할 수 있도록 연구개발 투자를 독려하기 위한 제도․행정적인 지원이 필요하다는 인식을 제공할 것으로 기대한다. [Purpose] Since the defense industry plays a crucial strategic role in enabling the sustainable prosperity of a nation by developing and producing advanced weapon systems, institutional and administrative support is necessary. Despite the significance of the defense industry, there is a lack of literature related to the environment of the defense industry and investment in research and development(R&D). Therefore, this study focuses on the investment in R&D, examining the cost behavior of defense companies. In addition, this study explores whether changes in investment behavior in R&D occur in a contracted defense market. [Methodology] This study conducts the R&D investment behavior analysis on Korean defense firms from 2010 to 2020 based on prior literature. This study also observes whether investment behavior varies by policy changes after defense corruption scandals in 2016. [Findings] The results show that R&D investment behaves asymmetrically in response to a changes in revenues, indicating that continuous increases in defense budgets by the government and actual cost compensation contracts lead defense companies to actively invest in R&D. However, the degree of cost stickiness in R&D is lower as the defense industry faces a new crisis. This indicates that defense company managers reduce R&D investment to respond to such crisis. [Implications] This study is the first to examine the investment behavior in R&D of defense companies. In addition, this paper also directly examines the negative outcomes of crisis faced by the defense industry. Furthermore, this paper provides political implications that institutional and administrative support to encourage R&D investment for the sustainable development of the domestic defense industry and to strengthen competitiveness in the global defense market.
