한국 한부모 여성의 돌봄권, 최저소득과 돌봄시간 보장의 차원: 국제비교를 통한 탐색적 접근

본 연구의 목적은 활성화(activation)에 대한 비판적 논의를 바탕으로 국제비교를 통해 한국 한부모 여성의 돌봄권을 탐색적으로 고찰하는 것이다. 구체적으로 ‘일을 통한 빈곤탈출’을 지향하는 활성화와 한부모 여성의 최저소득보장에 대한 문헌고찰을 토대로, 최저소득과 돌봄시간 보장 차원에서 한국 한부모 여성의 돌봄권 수준을 영국, 독일, 노르웨이와 견주면서 탐색하였다. 분석결과, 한국은 2자녀 한부모가구의 최저소득보장 적정성이 영국과 독일보다 낮았지만 노르웨이보다는 높은 수준을 점했다. OECD 35개국 평균보다도 한국은 더 높았다. 그럼에도 불구하고 국제적인 빈곤선인 중위가처분 소득의 60% 기준에 미달하였으며, 한국의 수급자격도 엄격했다. 돌봄시간 보장의 경우 한국이 비교국가보다 조건부과 수준이 엄격하거나 돌봄시간 보장 정도가 낮지 않았지만, 활성화 개혁 이후 이들 국가들이 자활의무와 제재조치를 강화한 것을 감안하면 보장성이 충분하다고 보기엔 제한적이다. 본 연구는 이상의 예비적 결론을 바탕으로 국제적 차원에서의 한국 한부모 여성에 대한 사회정책을 이해하는 열쇠를 제시하고자 하였는데, 구체적으로 유급노동뿐만 아니라 ‘돌봄’을 포함하는 통합적인 시민권을 모색하는 단초로서 한부모 가구의 빈곤해소 정책에 대한 정책적 실마리와 학문적 영감을 제공할 수 있을 것으로 기대한다. This study explored single mother’s right to caring in South Korea through international comparison, based on critical reviews on the Activation. The ‘activation’ is policy paradigm that emphasizes on economic sufficiency of single mothers through ‘paid work’, unlike traditional social protection. This study found the adequacy of the minimum income schemes for single mother with two children in South Korea was lower than that of UK and Germany, but higher than counterpart of Norway. Nevertheless, this result has failed to meet as the 60% criteria of median equivalized disposable income. In South Korea the level of welfare conditionality is less stricter or guaranteeing their care time is not lower than that of comparative countries. But it would not be easy to say that their right to caring time is sufficiently guaranteed in South Korea, given that other countries have strengthened welfare conditionality and sanctions since ‘activation turn’. These results is expected to be able to understand social policies for single mothers in South Korea at an international level, while providing clues for exploring ‘inclusive citizenship’ that include care as well as paid work.
