아동의 삶의 질을 향상하기 위한 공동체의 노력은 정확한 실태데이터의 파악에서 시작될 수 있다. 오늘날의 사회경제적 환경 변화 및 아동중심 권리보장을 강조하는 법제적 요청에 따라 아동정책의 고도화 수요가 증가하고 있으나, 아동정책 수립의 기초를 제공하기 위한 실태조사가 과연 아동의 삶에 대한 주관적이고 주체적인 경험을 반영하는 방향으로 이루어지고 있는지 문제가 제기된다. 본 연구에서는 데이터기반 아동정책 개발의 필요성에 입각하여 기존 아동실태조사의 한계를 진단하였다. 양적 조사에 편중되어 있거나 공급자 관점에서 문항을 구성하고 있는 등 질적 조사에 대한 접근이 미비한 것이 주된 문제로 파악되었다. 이를 극복하기 위한 대안적 방법으로, 데이터기반 아동복지 종합실태조사의 요건에 관하여 고찰하였다. 내용적 요건으로는 (1) 아동의 주체적 경험을 심층 반영하는 질적 조사, (2) 구조화된 아동정책 지식체계의 수립, (3) 유형화를 통한 수요자맞춤형 정책 활용 대비, (4) 새로운 지표 발굴을 제안하였다. 방법론적 요건으로는 (1) 주관적 요소를 객관화하는 지식관리 방법론 적용, (2) 표준화된 조사방법 적용, (3) 심층조사 강화, (4) 웹기반 설문 방식 도입, (5) 반응형 질적 조사, (6) 단계적 보완을 고려한 조사 등을 제안하였다. 이들 요건을 기초로 하여, 아동친화도시 조성을 목표로 하는 대한민국 모든 지방자치단체에서 실제 적용해 볼 수 있도록 아동종합실태조사 모델을 고안하고 실태조사 각 단계에서 수행되어야 할 핵심 사항의 내용과 순서 등에 관하여 구체적으로 설계한 뒤 그 효용을 논하였다. 본 연구를 통해 제시된 아동종합실태조사 모델은, 질적 조사 중심의 표준화된 조사 방법을 제안함으로써 실태조사 결과가 아동정책에 대한 기반데이터로 실효성 있게 활용될 수 있는 전기를 마련하였다는 점에서 그 논의의 의미를 찾을 수 있다. 또한, 데이터관리의 관점에서 문제 및 해결책을 구체화한 실태조사 고도화 모델로서, 다양한 정책 목적으로 실시되고 있는 여타의 실태조사들에 대해서도 그 내용 및 방법론적 개선을 위한 가이드로 활용될 수 있으리라 생각된다. 데이터기반 아동복지 종합실태조사를 통해 아동이 터잡은 가장 가까운 곳에서부터 개별 아동의 삶의 질을 높이는 정책 방향 정립에 기여할 수 있기를 기대한다. Community efforts to improve children s quality of life can begin with the accurate identification of the actual condtions of children. The demand for advancement of child and youth policy is increasing in response to today s changes in the socio-economic environment and legislative requests that emphasize child-centered rights protection, but it is questionable whether the survey to provide the basis for child policy development is being done in a way that reflects subjective experiences in children s lives. In this study, the limitations of the existing survey on children were diagnosed based on the need for data-based child policy development. Inadequate access to qualitative research was identified as the main problem, such as being biased toward quantitative research or constructing items from the supplier s point of view. As an alternative method to overcome this, the requirements for a data-based comprehensive survey on child welfare were considered. Content requirements include (1) a qualitative research that reflects children s subjective experiences in depth, (2) the establishment of a structured knowledge system for child policy, (3) the preparation for use in customized policies through typification, and (4) the discovery of new indicators. Methodological requirements include (1) the application of knowledge management methodology that objectifies subjective factors, (2) the application of standardized research method, (3) the reinforcement of in-depth research, (4) the introduction of web-based survey method, (5) the responsive qualitative research , and (6) a survey considering step-by-step supplementation. Based on these requirements, a comprehensive survey of children model was devised so that all local governments in Korea aiming to create a child-friendly city can actually apply it. The contents and sequence of key matters to be carried out in each step of the survey were specifically designed, and the utility of the model was addressed. Discussing the comprehensive survey model for children presented in this study is meaningful in that it provides a turning point in which the results of the survey can be effectively utilized as base data for child policy by proposing a standardized method centered on a qualitative survey. In addition, as a model for the advancement of surveys that embodies problems and solutions from the perspective of data management, it can be used as a guide for improvement of the contents and methodologies of other surveys conducted for various policy purposes. It is hoped that the data-based comprehensive survey on child welfare will contribute to the establishment of policy directions to improve the quality of life of individual children from the nearest place where children have established themselves.

핫멜트 프리프레그 공정용 난연성 비닐에스터 수지 필름의 무 스티렌 합성

메타크릴산과의 에스터화 반응을 통해 브롬화 에폭시 수지와 일반 에폭시 수지의 혼합물로부터 난연성 비닐에스터 핫멜트 필름을 제조하였고 이를 이용하여 탄소섬유와 비닐에스터 복합 프리프레그를 제조하였다. 저점도 비스페놀-A와 고점도 브롬화 비스페놀-A 에폭시 전구체를 혼합하여 필름 생산에 적합한 VE 수지의 점도를 최적화하였다. 경화된 VE 수지의 브롬 함량 증가는 비 브롬화 VE에 비해 제한 산소 지수(LOI)(39%), 25℃에서의 저장 탄성률(2.4 GPa) 및 잔류 탄화물(16.1%) 값을 더 증가시켰다. 합성한 VE 프리프레그의 수동 레이업과 후속 경화로 인장 및 굴곡 강도가 우수한 CF 강화 복합재를 성공적으로 제작하였다. 본 연구 결과는 스티렌이 없는 친환경적인 VE 복합 재료 공정의 향후 산업화에 대한 높은 가능성을 보여준다. Flame-retardant vinyl ester (VE) resin films were developed from the mixtures of brominated and non-brominated epoxy resins via esterification with methacrylic acid without reactive diluents. The films were used to fabricate carbon fiber (CF) prepregs via a hot melt impregnation process. The viscosity of VE resins suitable for film production was optimized by mixing low-viscosity bisphenol-A and high-viscosity brominated bisphenol-A epoxy precursors. Increasing the bromine content of the cured VE resin further increased the limited oxygen index (LOI) (39%), storage modulus (2.4 GPa) at 25℃ and residual carbonization (16.1%) values compared to non-brominated VE. Manual layup of as-prepared VE prepregs with subsequent curing led to the successful fabrication of CF-reinforced composites with high tensile and flexural strength. The results from the study hold high promise for a styrene-free, environmentally friendly VE composite process in the future.
