      • A Proposed Formula for Comparing Degrees of University Internationalization: A Case Study on Korea and Taiwan

        Internationalization in higher education has been discussed in both academic and non-academic worlds, but what exactly is it different between globalizing higher education, and university internationalization? So much has been discussed but not much conclusion has been drawn. This study is designed to define what university internationalization really is to the administrators and scholars who are in higher education and are experts in the field of international affairs and/or international cooperation. How university internationalization is received and understood will be investigated through the eyes of the expert panelists in Korean and Taiwanese universities. In the beginning of the study, a broad literary review is researched, then three existing criteria and/or indicators which are used in higher education internationalization are examined. After that, the researcher drafts her proposed aspects and criteria in a semi-open-ended questionnaire and invites a group of 16 expert panelists, 8 from Korea and 8 from Taiwan, to participate in a multi-round Delphi expert questionnaire to finalize a set of aspects and criteria to evaluate university internationalization in both Korean and Taiwanese universities. In phase one, the researcher attempts to establish the evaluation system of aspects and criteria for university internationalization between Korea and Taiwan, and in phase two, after the system is established by two-rounded Delphi questionnaires with a high level of consensus reached among the panelists, the task continues with the other section of the Delphi expert questionnaire, to discover exactly how important each aspect and criteria are. Methodologies like AHP, Expert Choice and SPSS analysis are applied to calculate the weights of relative importance of all aspects and criteria. Finally in phase three, as in the end of conclusion, the goal of establishing a formula with the final relative weights of importance of the 5 aspects and 38 criteria are realized. All scoring data from all panelists are tested to prove consistency of the data from the panelists, and the normal distribution. This research concludes a development of a real applicable formula of evaluation system that can be applied to measure the efforts/inputs and results/outputs of university internationalization in both Korea and Taiwan, and also could be possibly applicable to universities in other countries, if the university shares a similar background in the development of university internationalization.
