광주광역시 기초자치단체의 장애인복지 시책과 재정에 관한 연구 = (A) Study on the policy and finance of the welfare for the handicapped in basic autonomy bodies of Gwangju city

국문 초록 (Abstract)

본 연구는 광주광역시 5개 기초자치단체의 장애인 복지 수준을 비교 분석하여 지역의 장애인복지 환경을 파악하고 지역특성에 적합한 새로운 장애인 복지시책과 재정에 관한 방안을 모색하는 것이다. 2003년을 기준으로 기초자치단체의 인구 현황, 재정 예산의 일반 현황, 장애인복지 관련 예산, 장애인복지시설 및 장애인 자체사업 시책 등을 분석하였다. 분석 결과를 바탕으로 다음과 같은 제안하였다.
첫째, 장애인에 대한 인식 개선과 시책홍보 및 장애인 단체 육성이 시급하다.
둘째, 장애인 복지 수요자 위주의 정책이 필요하다.
셋째, 자치구 특성에 맞는 시책 개발이 시급하다.
넷째, 사회복지 자치와 복지모범도시 만들기에 노력해야 한다.

다국어 초록 (Multilingual Abstract)

This study focuses on examining the way of improving policy and finance of the welfare for the handicapped in 5 basic autonomy bodies of Gwangju city. The environment and level of welfare for the handicapped in 5 basic autonomy bodies were compared and analyzed. The statistics of demographic and financial situation, welfare institution and policy for the handicapped of 5 basic autonomy bodies as of June, 2003 were gathered and analyzed.
The following is a summary of the suggestion.
First, it is urgently needed to improve the understanding of the handicapped, to inform its measures, and to establish an organization for the handicapped.
Secondly, consumer-centered policy for the welfare for the handicapped should be developed.
Thirdly, measures according to the characteristics of self-governing districts should be developed urgently.
Finally, we should make efforts to promote social welfare autonomy and a model city of welfare.
