The major theme of this study is to bring out the change point of the relations of state, capital and labour in Korea about the time of 1987 when June Democratic Struggle and July, August, September Labour Struggle was happened and to suggest an alternative idea toward desirable ways of the relations of state, capital and labour. Especially I tried to get out of the existing study trend concerning just domestic situation of state, capital and labour because existing studies had been ostracized by political economic power relations of domestic situation. Thus what I try to suggest is the open economic system concerned by the natures like limitation of markets and poorness of resources. Several studies executed for alternative study of korea about the relations of state, capital and labour was studied centering around power of labour class movements of German society and the experience of grasping political power of political party in social democratic states. But in this study I tried to deliberate not only about them but also about the conditions of their state like limitation of markets and poorness of resources and so on in Korea.
The second chapter's discussions about european small states is to lead out an analogy between Korea and European Small States. So through this process I could make an analysis how they conquested unfavourable conditions like limitation of markets and poorness of resources and mapped out strategies for unfavourable conditions like limitation of markets and poorness of resources. By this analysis it is possible to have a conclusion that Small Open European States have been carrying on domestic compensation strategy, flexible industrial adjustment strategy, international liberalization strategy -being expressed as diffusing dependence- matching the excessive demand change which could approach to them exposed to world market. Small Open European States achieved satisfactory results 'by these strategies. They could obtained a domestic and equivalent relation amid state, capital and labour. They also brought run of welfare facilities as well as state's political stability. In different angle, the strategy promoted by Small Open European States made possible unprecedented domestic political stability and activation of domestic economy by securing that labour class could participate in a economic policy decision and gaining a spontaneous agreement. Therefore, the conclusive contents of second chapter is to understand that Korea shoud gain the upper hand in competitive power as existence strategy and explore an alternative idea of state, capital and labour relation in Korean situation.
The major porpose of the third chapter is to look into the change of state, capital and labour relation on and after June Democratic Struggle and July, August, September Labour Struggle in 1987. Korean capitalism protected and supported by political authoritarianism on and after liberation set in new phase(aspect) going through June Democratic Struggle and July, August, September Labour Struggle sucessively in 1987, the most noticeable change in such conversion an aspect of affairs is that labourers became a central force of social movement in Korea. Thus, all of the revolution of political and economic policy have no choice but set labour class up basic element. And that's the why the year of 1987 has the great significant to classify a period. State, capital and labour relation before the year of 1987 was a special situation that state-singular oppressive labour control and stagstate of labour movement were in gear each other in the pattern of anti-labour's state-initiated capitalism. But the situation like this after June Democratic Struggle and July, August, September Labour Struggle in 1987 would pass through exorbitant changes and it could be said that the changes were progressed in the big frame of order democracy lacking the uncertanity of the political courses. Thus, the accumulation system of Korea founded on surplus value production through the existing oppressive and exclusive labour control; namely low pay and long working hours. This represents that the existing relation of state; capital and labour have became exacted a new conversion and this situation demanded a new conversion from previous opressive and exclusive labour control to liberal and paternal labour control pattern, and what is more, regular changes were accompanide in the labour control method of state level and the relations of labour-capital in management level as damage capacity of labour class riled. In the former case, the change of labour control pattern was accomplished by revised labour laws and in the latter case, unobstructed power and influence of capital couldn't be carried through like before the year of 1987, the ability of negotiation of labour class extended and labour's damage capacity toward capital was improved rapidly.
The major object of chapter 4 is to analyse the foundation of resetting and a precondition in state, capital and labour relations of Korea. Korean economy needs to disperse a dependence and extend a market for domestic demand because the economic distinction of Korea is a open economic system and in limitation of markets and poorness of resources. The most importent thing in open economic system for live strategy is to disperse dependence market to cope with rapid demand changes. Open economic system needs political stability which can be swayed by the structure of the relations of state, capital, and labour for securing interstateal competitiveness, so Korea need to convert state, capital, labour relation to democratic and equivalent relation. Therefore Korea which has the elements of open economic system needs to transfer the relations of state, capital, and labour to democratic and equal relations. Korea society met the conditions of transforming given suppressive and exclusive relations of state, capital, and labour into the democratic and equal relations through the percept of consensus between The Federation of Korea Trade Unions and The Federation of Korea Industries on April 1, 1993, and Social Consensus in 1994 and the change of political situations which was characterised by the first change of regime in the history of constitutional government. These change made importance of the role of state as a mediatory actor and the centralized organizations of capital and labour. Also, institutionalization of the relations of state, capital and labour must be emphasized.
All of Korean society are faced with hardship of IMF situation after the first change of regime in the history of constitutional government. The difficulty is the result of oppressive and exclusive state, capital and labour system and reflects the limit of Korean development strategy. Powerful state-initiated capitalistic development-strategy and state-initiative having been formed by the absence of capital accumulation's foundation should be resetted necessarily to conquest the present difficulties and it should be accomplished through not one sided change's flowing of state but both solving-intention and discuss among three main groups(state, capital and labour). Thus, we could get a democratic and equal relations of state, capital and labour and also democratic solidity on the level of order and the relations of state, capital, and labour could co-exsit in korea.
