韓國의 戰爭指導體制에 관한 硏究 = Research about war-leading organization of R. O. K

The problem of a country's secure responsibility is the most fundamental and prior task in any countries. The conception of the national security is the activity that preserves and increases a country's original values from various threats of outside and inside of the country as achieving the country's goals. Among the errands that have to be achieved by the country, the national security policy is focused on people's existence which they subsist in the peaceful environment. The most preferential national security policy is to emancipate people from the threat of the war.
In the international society, because every country pursues their own profits, political·social·economical complications are continuing among them. When they couldn't spontaneously solve these complications politically and diplomatically, they solved national problems by war using the military forces. By observing appearances of the war, unlike the war in ancient times, from the World War I, the organization expanded what everybody has to participate for the total war with national resources instead of the military collision.
By considering appearances of the contemporary war, the principal point of war-leading should be propelled to the unchangeable national policy involved time of war and peace and we need to establish security policy to efficiently support military force execution in the time of war. To make this possible, the country unites and regulates not only military power but also material and abstract strength like politics·economics·social psychology·diplomacy·etc and concentrates war-leading capacity to achieve the purpose of war. For the organizing war-leading capacity, until reaching the period of preparing - declaring - happening - ending war, strengths and military power of each field, politics·social psychology·economics·diplomacy, need to be united and regulated, then security policy in time of war and war-leading should be happened to maximize the vigor.
According to the observation, the object of this research is that we understand about general theory related war-leading. Also, we concretely decomposed what duty and function politics·society·economics·diplomacy·military accomplishments which are main essential elements of national war-leading in a time of war can carry out and with the basis on this, we analyzed present conditions and problems about war-leading organization of R.O.K and we mentioned improvement plans about it.
This study consists of 5 chapters. Following the chapter 1, introduction, in chapter 2, we introduced the general theory of war-leading. In chapter 3, we concretely analyzed the direction of management by each war-leading field. In chapter 4, we analyzed and appraised present conditions and problems of war-leading organization of R.O.K. In chapter 5, through the basis on the above-mentioned contents, we mentioned about the improvement plans of war-leading organization of R.O.K and we concluded in the last chapter.
