The purpose of this study is to serve as a basis for the rapid establishment of local autonomy system, by suggesting which function and role should be implemented by local newspaper, as the local autonomy system failed yet to get on the right track, even though it'd been 8 years since its revival in July, 1991.
For attaining the purpose, a theoretical attempt to define local newspaper's function and role was made, and questionnaire survey was carried out against provincial councilors and county councilors about their view of local newspaper and their wish for its function and role to vitalize the local autonomy system.
The findings of this study were as follows. first, there were a lot of negative evaluation against journalists of Pusan, although they were regarded as having a sense of mission for the press to some degree. So it's advisable, to prepare some programs for journalist. like reeducation program. The daily newspapers of Pusan were found to include appropriate amount of local news item. But many subjects showed a negative response toward their impartiality, and it's required to work out a countermeasure for this point. The credibility of newspaper accounts also appeared to be poor.
Second, the subjects hoped the daily newspapers of Pusan would take more interest in local autonomy, local administration or local economy.
Third, local newspapers were considered to make a great deal of contribution to developing the local autonomy system and to raise the resident's understanding.
Fourth, the daily newspapers of Pusan recognized the pending local issues to some degree.
Fifth, as the daily newspapers of Pusan were thought not to deal with council news faithfully, they needed to give more weight to council news by creating council column. Especially, they had to provide alternatives for pending local issues to take the initiative in resolving them, instead of just ending with reporting them.
It's hoped the findings of this study might be useful to vitalizing the local autonomy system and stimulating local newspapers to fulfill their given function and role more faithfully.
