    The purpose of this paper is to strengthen the general weakness of the computer system, to analyze the security problems by systematic approach, and finally to establish the way of protecting the system from the computer risk, in addition, the Cryptographic system for the security problem of designed for the application of software subprogram to the system.
    Various encryption methods, starting from the classical method and reaching to the modern method, and the data encryption standard algorithm(recommended by American National Bureau of standard), have been investigated for the feasibility of the computer application of charged instructor administration: A software subprogram is developed in the system programing language and is applied to the administration of special Qualification (MOS) The system is reviewed and tested.
    The result shows that without the encryption hardware device, the computer system can do the same function as the conventional system, only with the software subprogram.
