2002년 대선에서는 이전까지 볼 수 없었던 언론-언론간의 갈등이 분출했다. 동아·조선·중앙 등 메이저신문 3사가 주축이된 보수적 신문과 진보적 성향의 신문과 방송, 인터넷 등의 특정후보 지지를 둘러싼 전면적인 갈등이 그것이다. 언-언 갈등의 특징은 메이저신문 및 SBS 등 사주를 가진 언론사가 대선에서 친 이회창 후보 보도태도를 보인 반면, 사주가 없는 마이너신문과 MBC, 인터넷 등이 친 노무현 보도태도를 견지했다는 것이다. 신문사중 사주를 가진 마이너신문은 양측의 중간에 해당하는 보도 스펙트럼을 보였다.
'친 이회창-친 노무현'을 가르는 또 하나의 기준은 각 회사의 보도행태를 견제해야할 노동조합의 조직력과 활동성이다. 메이저신문 및 SBS 노동조합은 전국언론노동조합연맹에만 가입돼있을 뿐 산별노조이자 개별 언론사 노조에 대한 구속력이 강한 전국언론노조에는 가입돼있지 않다. 반면 사주가 없는 마이너신문의 경우 노조의 결속력이 강했고 언론노조에도 가입해있었다.
언론사간의 갈등 양상을 보면 신문과 신문의 경우 97년 대선에 비해 메이저신문과 사주가 없는 마이너신문간의 갈등은 두 배이상 격화됐다. 그 사례로 조선일보와 한겨레신문간 상호 비판기사의 비중을 보면 97년 대선당시 한겨레신문의 조선일보에 대한 비판기사가 전체 조선일보에 대한 기사중 17.0%를 차지한 반면, 지난해 대선에서는 비판성기사가 42.6%에 달했다. 조선일보의 한겨레신문에 대한 비판성기사는 97년 대선때는 전무했지만 지난해 대선에서는 18.8%로 증가했다.
신문과 방송간의 갈등은 메이저3사와 MBC간의 갈등이 가장 두드러졌다. 97년 대선에서는 MBC를 비판한 메이저신문 3사의 보도내용을 찾아볼 수 없었으나 지난해 대선에서는 각종 사설과 기사를 통해 MBC를 비판했고, 반면 MBC는 뉴스프로그램이 아닌 '미디어 비평'을 통해 메이저 3사의 대선보도태도를 집중적으로 비판하고 있다. 인터넷 매체인 '오마이뉴스'와 '프레시안'도 보수신문을 집중 공격하면서 양측간에도 전선이 형성됐다.
2002년 대선에서 신문이 어느 후보를 지지했는지를 10월1일에서 12월19일까지의 사설을 통해 비교한 결과 조선·동아·중앙의 경우 '북한 핵' '후보단일화' '행정수도이전' '병역비리' 등 지난 대선에서의 4가지 핵심쟁점에 대해 이회창 후보의 주장가 근접했던 것으로 밝혀졌다. 반면 사주가 없으면서 마이너신문에 해당하는 '한·경·대'(한겨레-경향-대한매일)의 경우 약간의 차이가 있었지만 노무현 후보쪽의 정책과 노선에 보다 우호적이었다.
방송간에도 차별화를 보였다. 사주가 있는 SBS는 시민단체들로부터 '친 이회창 보도'라는 비판을 집중적으로 받았고, MBC는 한나라당으로부터 '친 노무현 보도'라고 공격을 받았다.
2002년 대선에서 나타난 언-언 갈등의 연원은 2001년 김대중 정권하에서 이뤄졌던 언론사 세무조사로 거슬러 올라간다. 당시 세무조사에서 사주가 있었던 메이저3사 신문이 가장 격렬하게 이에 저항했다. 실제로 이들 3사의 피해가 가장 컸다. 반면 신문시장질서의 재편을 원했던 마이너신문들은 언론개혁의 당위성을 주장하고 나서면서 양측간의 골이 깊어졌다.
특히 언론사 세무조사 당시 언론개혁과 세무조사에 적극 찬성했던 노무현 해양수산부장관이 2002년 대선에서 민주당 대선후보가 되면서 각 언론사간 후보에 대한 호불호가 분명해졌다. 2001년 세무조사를 찬성했던 언론사가 노무현 후보에 우호적으로 보도했고, 2001년 세무조사에 극렬 반대했던 언론사들이 이회창 후보쪽으로 기울었다.
이회창-노무현 후보가 내세웠던 언론정책의 방향도 양측의 이해관계를 대변했다. 이회창 후보는 '언론 자율성 보장과 매체 이용자 권익보호'를 내세움으로써 국가 개입반대와 자율성 보장을 내세워 메이저신문 3사의 입장을 옹호했고, 반면 노무현 후보는 '언론경영 투명성 강화'를 주창, 시장질서의 개입을 지지함으로써 사주없는 마이너 신문사들의 적극적인 지지를 얻었다.
이같은 언론환경속에서 회사의 정치적 편향성을 비판해야할 언론사 노동조합도 사주가 있는 언론사와 없는 언론사간의 처지가 갈렸다. 사주가 있는 언론사는 90년대 들어 무한경쟁체제가 강화되면서 분사와 비정규직 채용등으로 그 조직력이 약화됐고, 조선-중앙-동아의 경우는 노조가입율이 50%대를 넘지 못하고 있다. 반면 사주가 없는 언론사는 노조의 가입률이 90%를 상회하며 전국언론노조에서 주축적인 역할을 맡고 있다.
대통령 선거는 끝났지만 대선에서 등장했던 언-언갈등 구조는 여전히 계속되고 있다.대선 이후에도 언론계는 노무현 정부의 언론개혁 및 새정부 조각, 공정거래위의 신문시장 개입, 신문공동배달제 정부지원 등을 둘러싸고 계속적인 마찰을 빚고 있다. 이는 대선전 '친 이회창-친 노무현' 대립구도가 '친노-반노'의 대립구도로 전환됐음을 의미한다. 이것이 보수라는 획일화된 틀속에 안주해온 언론계의 이념적 분화의 첫걸음이 될지는 분명치 않지만 다양화되고 있는 우리 사회만큼이나 언론계 역시 자율경쟁과 언론사 내적자율성의 확보가 필요한 단계에 접어들었다.

Unprecedented intra-media conflicts surfaced up during the 2002 Presidential election in Korea. The conservative newspapers centering around the three major dailies of Donga, Chosun, and JoongAng came into full-scale conflicts with progressive newspapers, broadcasting companies and Internet media. The conflicts focused around support for certain candidates. The media companies which are owned by individuals, such as the three major dailies and SBS, manifested pro-Lee Hoichang propensities in reports on the Presidential race, while the minor dailies without owners, MBC-TV, and Internal media maintained pro-Roh Moohyun propensities. The minor dailies with respective owners exhibited middle-ground reporting tendencies in-between the two sides.
Another source of cleavage between pro-Lee Hoichang. and pro-Roh Moohyun was the organized forces and activities of the labor unions who were supposed to provide checks and balances on the reporting behaviors of their respective companies. The labor unions of the major dailies and SBS are merely members of the Korean Federation of Press Unions. They did not join the National Union of Media workers (NUM). The NUM is an industry union with a strong binding power over individual media company's labor union. On the other hand, the minor dailies without owners had strong cohesive labor unions which joined the industry union.
To look at the intra-media conflicts, in case of newspapers, when compared with the Presidential election of 1997, the conflicts between the major dailies and the non-owner minor dailies more than doubled in intensity. For a case in point, let's take a look at the extent of mutually critical coverage between Chosun and Hankyoreh. In the 1997 Presidential election, of the total coverage of Hankyoreh on Chosun, 17.0% was critical in nature, while the percentage jumped to 42.6% in the last year's Presidential race. During the 1997 Presidential election, Chosun did not carry any critical article on Hankyoreh. However, during the last year's Presidential race, it increased to 18.8%.
The conflicts between dailies and broadcasting media were most poignantly captured by the conflicts between the three major dailies and MBC. In the 1997 Presidential election, none of the three major dailies carried any critical article against MBC. However, during the last year's Presidential race, these dailies criticized MBC using various editorials and articles. On the other hand, MBC used a program called "Media Critique," which is not a news program, to heavily criticize the Presidential race related reporting behaviors of the three major dailies. The Internet media of Ohmynews and Pressian also heavily attacked conservative newspapers, opening up a war front between the two sides.
The editorials of October 1 through December 19 were looked at to find out which newspapers supported which of the two candidates. This analysis revealed that the editorials of Chosun, Donga, and JoongAng came close to the views of Candidate Lee on the four key issues of this past Presidential election: "North Korean nuclear issue," "nomination of a single candidate," "relocation of the nation's administrative capital," and "military draft dodging."On the other hand, the minor dailies without owners, which are called "Han-Kyung-KDN" (Hankyoreh- KyungHyang-The Korea Daily News) leaned more in favor of the policies and orientations of Candidate Roh.
We saw a split among the broadcasting companies as well. SBS-TV, a broadcasting company with the owner, received heavy criticisms from activists of civic organizations on the alleged "pro-Lee" reports, while MBC was attacked by Hannara for the alleged "pro-Roh reports."
The origin of the intra-media conflicts, which surfaced up in the 2002 Presidential election, can be traced back to the tax audits executed on media companies under the Administration of Kim Dae Jung. At that time, the three major dailies with respective owners most vehemently resisted the tax audits. As a matter of fact, these three major dailies ended up sustaining the greatest extent of damages. On the other hand, the minor dailies wanted to see restructuring of the established newspaper market. Hence they came forward to espouse the press reform. In the course of these events, the cleavage between the two sides deepened.
In particular, Roh Moohyun, then Minister of Marine and Fisheries, was vigorously in favor of press reform and tax audits at that time. As Roh became the 2002 Presidential candidate for the Democratic Party , media companies came to have cut-and-dried pros and cons as to the candidates. The media companies which were in favor of the 2001 tax audits gave favorable reports on Candidate Roh, while those media companies which were totally against the 2001 tax audits tilted in favor of Candidate Lee.
The respective press related policy directions of the two candidates of Lee - Roh also reflected the divergent interests of the two sides. Candidate Lee embraced the positions of the three major dailies by opposing to government interventions and rallying for press autonomy under the catchphrase of "guarantee of press autonomy and protection of media users." On the other hand, Candidate Roh received enthusiastic rooters from the non-owner minor dailies by supporting government intervention into the media market under the catchphrase of "increased transparency of press management."
Given this kind of media environment, media company labor unions whose role is to criticize any political bias of their companies, were also pitted against each other along the line between owner-run media companies and those without owners. The labor union organizations of the owner-run media companies were weakened as these companies went through spin-offs and hired irregulars such as contractors and temps to address the environment of increasingly intense competition from the early 1990's. The three major dailies of Donga, Chosun, and JoongAng respectively have less than 50% of labor union membership. On the other hand, the media companies without owners have more than 90% of labor union membership, and these unions play a pivotal role in the National Union of Mediaworkers.
The Presidential election has ended. However, the intra-media conflicts, which surfaced up during the Presidential race, are still persistently present. The intra-media conflicts vigorously survived the Presidential election to exhibit frictions around the issues such as the press reform and cabinet appointments of the Roh Administration, newspaper market intervention by the Fair Trading Commission, and government support for newspaper joint delivery system. It means that the confrontational framework of "pro-Lee. v. Pro-Roh "has converted into that of "Pro-Roh v. Anti-Roh."
It is not clear whether or not this will be the first step towards ideological diversity for the Korean press which has long had a complacent life in the monolithic straight-jacket of conservatism. However, in tune with the increasingly diverse society in Korea, the Korea press has stepped into a stage where it is necessary to effect liberalized competition for the press and in-house autonomy for each media company.
