The term 「Safety Management」 is selected to prepare and cope with the natural and man-made disasters, dangers, accidents and other emergency situations systemically and the 「High Reliability of Safety Management Administration System(HRSMAS)」 is also the object of this study.
In detail, conceptualizing the HRSMAS which can response completely without fallibility in the proactive and post-mortem phases of disaster, establishment measures of the HRSMAS will be introduced with the opportunity of this study by analyzing the Korea's current safety management administration system if 「Safety Management Administration System」 is defined as the comprehensive administration system related to national law, organization, manpower, equipment, finance, information and operation for national safety management against the natural and man-made disasters, national large and small scale dangers, and accidents.
The recent huge disasters 'Sampoong disruption(death: 502, casualty: 938 in 1995) and Daegu subway arson accident(death: more than 124, casualty: 150 in 2003)' illustrates that current society of Korea is exposed to danger. Therefore, a series of calamities like Daegu subway has been serious enough to threaten the whole nation as well as the victims and their families. These indicate that national responsibilities are required for further overall review regarding the safety management administration system and safety consciousness of the nation in the meantime.
For every massive disaster, the government speedily announces various countermeasures for safety management^ However disasters would never stop as a chain. The victims of huge disasters and ceaseless social perturbation exist in our society because of problems that still exist in our safety management.
Because of different measures needed to manage the natural and man-made disasters, according to the each disaster, the coping authorities are also scattered to related government agencies. Consequently it is very difficult to establish mutual cooperation and on- site command among related agencies under the huge disaster.
The objective of this study, by coping with the disaster perfectly, is to establish a solid safety management in the national administration system which the nation can rely on completely.
The proposals of policy through this study are as follows.
1. The creation of institutional frameworks on safety management system First, various authorities such as, support of policy and budget, assistance to the head of executive, enlightenment of the nation, collection and of public opinion, and cooperation of media shall be conceded to the new agency after the activation of agency to be charged with the task of central disaster administration for the national safety management under the Office of the Prime Minister.
Second, The safety management policies shall be made by the specialized agency which has enough experiences and abilities of crisis management on the spot of the disaster. It is also necessary that central government should budget for the nation qualified as direct beneficiaries of safety management administration through the accurate analysis on the scale of the new agency-related activities.
2. The creation of unified frameworks on informational utilization
First, unless the integrated information management is established in the phases of policy decision and on- site command management, immediate response can not be expected structurally. Therefore the practical belonging of public officers working at the central safety management agency shall be unified to do that more than anything else.
Second, Integrated operation between preventive information and on-si tie response information is needed indispensably to interconnect the information of the disaster-preventive phase into the phases of preparedness, response, and recovery. First of all, a few of prerequisites such as, investments for establishment and linkage operation of Integrated safety information system instead of scattered information relevant to safety, and common information will also be needed.
3. The creation of effective on-site response system Related laws and Institutional frameworks shall be created for the command of controller on the spot of the disaster. Expecially fire agency in charge of manipulative posture should make every effort to set up the safety management system for the quickness, expertise, responsibility and public service of its own activities as well as securing the manpower, budget and equipment.
4. The adjustment of safety management work in the each phase and creation of control frameworks
Objectives of safety management, establishment of plan and detailed performances such as, management of mobilization-available resources in the phase of on-site response of each field, functional apportionment and adjustment in the post-mortem process should be well-secured by creating the Institutional frameworks unified and faithfully systemical in the safety management basic law.
5. The restraint of privatization of public area in the safety management of the nation.
If the social regulations or resources are applied for private benefit in the institutional creation or process of safety management, huge disasters or accidents will be greater. The base of safety management will also have the possibility to collapse. Accordingly, our society needs to abandon vested rights and new national consensus as well as the effort of public officers.
