본 연구는 한국의 재정재원 배분의 비(非)최적성과 이의 치유(治癒)와 관련된 세 편의 논문(essay)으로 구성되어 있다. 첫 번째 논문은 먼저 그 동안의 한국 재정의 운영현황과 전망을 살펴보고 이를 바탕으로 향후 한국 재정의 지속 가능성(sustainability) 여부를 분석하였다. 두 번째 논문에서는 한국의 재정운영에서 발생하는 비최적적 재원배분에 대해 이론적?실증적인 측면에서 분석하였다. 특히 실증적인 측면에서는 거시재정, 미시재정, 재정구조 등 재정전반에 걸쳐 발생하고 있는 재원배분의 비최적성에 대해 살펴보았다. 마지막으로 세 번째 논문에서는 첫 번째와 두 번째 논문에서 살펴본, 한국 재정의 지속 가능성을 확보하고 재정재원 배분의 비최적성을 치유하기 위한 방안 - 특히 재정재원 배분의 비최적성 발생과 관련이 많은 재원배분 방식의 개선방안 - 과 도입시의 효과에 대해 분석하였다.
(1) 한국의 재정수지 및 국가채무 전망과 재정의 지속 가능성 분석
한국의 재정은 1980년대 이후 1996년까지는 - 재정의 여러가지 역할 중에서 건전성 측면에서만 본다면 - 비교적 건실하게 운영되어 왔다. 그러나 1997년 외환위기를 맞아 이를 극복하기 위해 재정이 적극적인 역할을 수행하는 과정에서 재정상황이 급격히 악화되었다. 최근에는 개선되는 추세에 있으나 공적연금, 복지지출 소요 - 더 나아가 통일비용 - 등을 감안할 때 아직도 재정상황은 위험성(risk)이 높은 것이 사실이다. 한국의 재정 건전성을 전망해 보면, 재정지출 규모를 적정한 수준으로 억제하지 못하는 경우 재정수지 악화 및 국가채무의 증가로 인하여 재정이 통제 불가능한 상태가 될 것으로 분석되었다.
한국재정의 지속 가능성은 Williem Buiter의 재정의 지속가능성 지표(fiscal sustainability indicator, FSI)나 Perotti 등의 정치경제학적인 접근방법을 통해 볼 때 심각한 정도로 위협받지는 않는 것으로 보인다. 그러나 이들 분석방법이 일정한 한계를 가지는 만큼 안정성을 단정할 수는 없다. 중장기 재정전망에 의해 재정의 지속가능성을 분석해 보면, 한국의 재정지출 증가율이 연간 9%(실질 6.5%)를 초과하는 경우에는 재정의 지속 가능성이 유지될 수 없는 것으로 나타났다. 과거 한국의 실질 재정지출 증가율이 연평균 8%였음을 감안할 때 앞으로 한국이 재정의 지속 가능성을 확보하려면 재정지출을 상당한 정도로 억제해야 함을 알 수가 있다. 그러나 재정의 건전성 확보 그 자체가 절대적인 선(善)은 아닌 만큼, 경제상황에 따라 적정한 재정기조의 선택을 통해 재정과 경제성장·경기조절 등과 조화로운 운영이 필요하다.
(2) 한국 재정운영의 비최적성 분석
폰 하겐(von Hargen)과 하르덴(Harden)의 내쉬균형을 통한 이론적인 분석에 따르면, 현재의 한국과 같이 사후적 사업별 재원배분(bottom-up resource allocation) 방식을 채택하고 있는 경우에는 중앙예산기구와 지출부처간의 비용인식의 불일치와 정보의 비대칭성으로 인하여 국가의 재원배분 규모가 적정 수준을 항상 초과함으로써 비최적적인 재원배분이 발생하게 된다. 중앙예산기구는 국가 전체적인 입장에서 재원제약(budget constraint)을 인식하지만 개별사업에 대한 정확한 정보가 없는 상황에서 재정재원을 배분하게 되고, 지출부처는 자신의 부처 입장에서 재원제약이 없는 것으로 인식하고 재원을 최대한 확보하는데 개별사업에 대한 정확한 정보를 사용하게 되므로 일반적으로 과다한 재원배분이 이루어지게 되어 재원배분의 비최적성이 발생하게 된다. 실증적으로도 한국의 예산편성과 집행과정, 재정의 구조적인 측면 등과 관련하여 볼 때, 현재 한국의 재정운영은 경제 . 사회의 변화에 부응한 투자 우선순위 반영 미흡, 각 지출부처의 재원배분요구 과대화로 재정지출 통제의 어려움, 재정집행의 성과관리 부족, 복잡한 재정구조, 정보의 비대칭성 발생 등으로 인해 재정재원 배분이 상당 부분 최적적으로 이루어지지 않고 있다.
(3) Top-down 재원배분방식 도입방안과 효과 분석
한국재정의 지속 가능성을 확보하고 재원배분의 비최적성을 치유하기 위한 방안은 거시재정, 미시재정, 재정구조 등 전반적인 측면에서 접근이 가능하지만 한국 재정재원 배분의 비최적성은 특히 현재의 사후적?사업별 재원배분(bottom-up resource allocation) 방식에 기인하는 바가 많으므로 이를 개선하기 위한 재원배분방식인 사전적?분야별 재원배분(top-down resource allocation) 방식에 중점을 두고 분석하였다. Bottom-up 재원배분 방식은 「사업별→ 부문별→ 전체」순(順)으로 재원을 배분하는 누적적인 방법인데 반해, Top-down 재원배분 방식은 「전체→ 부문별→ 사업별」순으로 재원을 배분하는 방식이다. Top-down 재원배분 방식을 도입하면 총 재원규모의 사전적(事前的) 결정으로 재정지출의 억제가 이루어질 수 있어 재정의 지속 가능성이 확보될 수 있다. 중앙예산기구와 지출부처간의 비용인식의 불일치와 정보의 비대칭성이 완화되어 재원배분의 최적성이 제고될 수 있다. 재정과 국가정책 목표간에 연계 운영이 가능하게 됨으로써 재정의 거시경제 안정화 기능 강화는 물론 재정정책의 실효성을 제고한다. 국가·사회의 변화 추이와 투자 우선순위를 반영한 분야별?부처별?사업별 재원배분이 이루어지도록 하고 재정집행에 대한 사후 성과관리가 가능하여 예산의 편성과 집행상의 효율성을 극대화하게 된다. 국회, 국민, 지출부처 등의 참여 확대로 재정운영의 민주화가 제고되며 재정구조의 투명화?단순화를 촉진한다. 그러나 동 방식이 한국의 재정재원 배분에 적용되기 위해서는 국가예산을 편성?확정하는 중앙예산기구와 국회의 기득권 포기가 전제되어야 한다. 또한 개별 지출부처의 사업별 재원배분에 대한 중앙예산기구의 적합성 점검기능 강화를 위한 시스템 구축이 요구된다.

This study is divided into three essays addressing the non-optimum state of fiscal resource allocation and improving allocation efficiency. The first paper presents a historical perspective and the present outlook for Korea’s fiscal management, and upon this foundation, analyses the sustainability of Korea’s government finances in the future. Applying both theoretical and empirical methods, the second essay analyses occurrences of non-optimum resource allocation in government finance. In particular, empirical research brings to light cases of inefficiency in macro-finance, micro-finance, and the fiscal structure within the overall framework of resource allocation. The third and last essay draws on the findings of the first two papers to identify measures to guarantee continued sustainability of government finance and to eradicate non-optimality in resource allocation - especially the link between the allocation system and efficiency, and the effect improvement measures would have on resource allocation when introduced.
(1) Status and prospect of Korea’s government finances and an analysis on its sustainability
From the 1980s through until 1996, Korea’s government finances in terms of soundness were relatively well managed. However, in the wake of the foreign exchange crisis in 1997, government finances were called on to play an active role in overcoming the crisis which led to a rapid deterioration of Korea’s fiscal status. Although more recently Korea’s fiscal status has been improving, it is evident that government finances face a high degree of risk stemming from increasing pressure from the public pension fund, welfare spending and possibly even reunification costs. If the Korean government fails to effectively rein in government expenditure growth to a reasonable rate in the future, the fiscal balance will deteriorate further, and public debt will increase, causing the government to eventually lose financial control. According to analysis results using William Buiter’s fiscal sustainability indicator (FSI) and Perotti’s political economic methodology, the sustainability of Korea’s government finances is relatively safe from any serious threat. However, due to limitations inherent in such methodologies, it is imprudent to wholly accent this conclusion. The mid and long-term analysis shows that fiscal sustainability can not be maintained in cases where government expenditure growth rate exceeds 9% (or 6.5% in real terms). Considering that the real average growth rate of government expenditure in the past is 8%, the Korean government has to curtail expenditure levels in order to assure future sustainability. As fiscal soundness itself, however, is not the highest good, it is necessary to harmonize fiscal policy(fiscal surplus, fiscal deficit etc.) with proper economic growth and stabilization according to the economic and fiscal situation.
(2) Analysis of inefficiency in Korea’s government finances
Theoretical research which applied the Nash equilibrium, conducted by von Hargen and Harden, found that countries like modern-day Korea that adopt a bottom-up resource allocation method suffer from ‘non-optimum resource allocation’. That is to say, there is constant over-allocation of resources at an unreasonable level due to differing cost perceptions between the central budgetary body and the spending body coupled with asymmetrical access to information.
The central budgetary body sees the budget constraint from a national point of view and compiles the budget without sufficient information regarding individual projects. Meanwhile, spending bodies, operating from their own ministerial or organizational viewpoint lack information regarding the restraints to budget resources and strive to secure as large a budget as possible based on accurate information for each project, which generally results in allocation of resources in excess of what is required.
Empirically, considering Korea’s budget compilation, execution process, and structural aspects of the budget , the current system of resource allocation is not optimal due to insufficient support for policy priorities responding to socio-economic changes, difficulties in controlling exaggerated budget requests from executive agencies, insufficient monitoring of the effectiveness of budget execution, the complex fiscal structure, and an imbalance in access to information.
(3) Introducing a top-down resource allocation system and its expected effects
There are various approaches to assuring fiscal sustainability and improving efficiency in resource allocation from aspects including macro and micro government finance, the fiscal structure, and so on. However, considering that the inefficiency owes mainly to the bottom-up resource allocation system, the study focuses on the contrasting view of a top-down resource allocation system. In contrast to bottom-up resource allocation which proceeds cumulatively from project → sector → budget total, top-down resource allocation proceeds in reverse form; budget total → sector → project.
A top-down resource allocation method, if adopted into the budget compilation process, can suppress increases in government spending and secure fiscal sustainability through pre-determining the total resource scale. In addition, the method can assure efficiency in the allocation of resources through reconciling differences in cost perceptions between the central budgetary body and spending bodies. This will also enhance the effectiveness of fiscal policy and strengthen its role as a macro-economic stabilizer by interlinking national policy goals with fiscal support. Efficiency in budget compilation and execution can be maximized by enabling the budget authority to allocate fiscal resources by sector, ministry, and project, reflecting changes in the national and social environment and by making possible post-evaluations on fiscal effectiveness. Expanded participation of the National Assembly, public citizens, and execution agencies, etc., would help to enhance fiscal democracy and to promote transparency and simplification in the budget structure.
However, several conditions should first be met to successfully adopt this method, i.e. the central budget authority and National Assembly should abandon their vested interests in fiscal affairs. And the central budget authority should strengthen the monitoring system to supervise the appropriateness of agency level resource allocation to each project.
