The recent emphasis on the importance of culture in national development is reflected in domestic and foreign scholars calling the 21st century as, "the Age of Culture." This emphasis has combined with other currents such as the attempts of various nations to improve the quality of life to facilitate humanistic lifestyles, and the introduction of the concept of "cultural industry," linking industry and culture, and fostering it as a national strategic industry. Korea also recently recognized the importance of culture, which had been neglected during the economic development period. The Ministry of Culture was established as a section of the government in 1990, and in 2000, the culture-related expenses reached 1% of the total government budget, a long-held hope of the culture and arts scene. Also in 2000, "the promotion of cultural tourism" was included in the annual national administration guide, and cultural policy was supported through social welfare aspects as well, all adding up to a major change that has allowed cultural policies to occupy a large role within the overall national policy. The new recognition of the centrality of culture has also become widespread in local and regional areas. Since the implementation of the system of local self-government in 1995, local governments have viewed culture as relevant for other projects such as cementing local identity, constructing local image, vivifying the regional economy, thereby paving the way for culture to become a major policy area for local administration.
In order to respond effectively to the domestic and foreign environments and currents of the times, it is important to maximize the cultural capacities of Korea. Maximization of cultural capacity can only be achieved through the balanced or equitable cultural development throughout the country, and it is in this connection that the promotion of local culture becomes a high priority issue. Balanced cultural development through the fostering and promotion of local culture has various merits. In terms of ideology, it serves as the embodiment of freedom and equality; in terms administration, it facilitates the democratization of administration; in structural terms, it promotes and strengthens intermediary groups; and finally, in the cultural arena, the development of local culture and civic culture.
Despite the recognition of the need to promote local culture, due to historical, environmental, and cultural policy factors, cultural activities tends to be concentrated in Seoul and the surrounding metropolitan area, leading to the appearance of significant cultural disparities between regions. Non-metropolitan localities lag behind in cultural terms, and the sense of cultural alienation, especially of residents of agricultural villages, is acute.
Consequently, this paper's focus was on the realities of inter-regional cultural differences, and analyzes the reasons for cultural lags. On the basis of these observations, it provided suggestions for generating specific policy measures to ameliorate the existing cultural imbalances.
After conducting some research, according to statistical comparisons, inter-regional cultural disparities manifested themselves in the fact that cultural infrastructure and cultural software were concentrated in the metropolitan area. More specifically, the metropolitan area accounted for 40% of the national total in the terms of cultural infrastructure (i.e. the number of galleries, movie theaters, concert halls, museums, and arts and culture neighborhoods), and cultural software (i.e. cultural promotion funds--subsidies and grants given, cultural-arts organizations and artists, number of exhibitions, and publishers). This clearly reflects the degree of centripetal forces in cultural industries.
Furthermore, when we examined cultural supply levels by region in terms of the population and land area ratios, it became evident that in the metropolitan area, with its high facilities to area ratio, people had the opportunity to easily access various cultural resources. In terms of inter-regional differences in patterns of cultural consumption, consumption levels for traditional arts and culture were high in the metropolitan area, lifestyle culture and hobby time usage were high in non-metropolitan areas. In addition, intersecting analysis of cultural supply and cultural consumption indicated that regions with high cultural supply levels also had high levels of cultural consumption.
After analyzing the causal factors behind inter-regional disparities in cultural resources, the following factors were identified:
First, in terms of the overall cultural environment, factors related to history, politics and administration, population, economy, education, and society, has created excessive concentration in the metropolitan area, which in turn serves as an underlying generator of cultural disparities.
Second, with regards to administration of local or regional cultural resources, national government and local government roles have not been clarified. Thus, depending on the area of cultural administration, division of labor has not been clear. This in turn has meant that no concrete drive or establishment of policy to help foster local culture occurred.
Third, with factors related to cultural policy, at the national government level, the policies have been primarily supplier-centered, while at the local government level, policies placed development and growth as the top priorities. These policies were unable to attract interest in the promotion of local culture, triggering the lag in local cultural resources.
Fourth, in terms of the private sector, stagnation in the roles of local citizens and citizens groups, and the decrease in the activities of local cultural-arts organizations and local artists, has hindered any major local culture projects and undertakings.
On the basis of the above causal factors for the cultural disparities, we can summarize the suggested reform policies as follows:
First, to decrease the inter-regional cultural disparities, the cultural environment must be changed. Specifically, the administrative and public finance powers of the central national government should be transferred to local-self governments, and decentralization to expedite the localization of political power must occur.
Second, a system of division of labor between the national government and local governments should be constructed, the respective roles for cultural policies for the various artistic/cultural areas should be clarified, and policies to promote local culture should be drafted and implemented.
Third, in terms of cultural policy, the national government should provide budgetary support that takes into account the financial conditions necessary for local governments to expand the number of cultural facilities and provide various cultural programs. Local governments should direct their energies on devising measures to expand the number of opportunities for local citizens to participate in cultural activities.
Fourth, the private sector, regional residents, citizens' groups, local arts and culture groups and artists should endeavor to make their roles stronger in order to expand the local cultural spheres. In order to fortify their ties to local residents, locally-based companies should prioritize revitalization of local culture.
In concluding this study, the major point is that in order to solve the problem of the stagnation of local culture and to facilitate balanced development, all policies of all levels of government will be important; however, cultural policies should be assigned the top priority position within national policy. In particular, a special effort will be needed for inter-regional balance in the development of cultural resources. In the 21st century, wherein the importance of culture has become embossed in the phrase, "The Age of Culture," current governments emphasize the welfare of its nationals. This goal can be achieved through the increase in national cultural capacity based on regionally-balanced cultural growth, and the extension of the local cultural regional base of each individual citizen, thereby allowing the benefits of cultural resources to be enjoyed equally among all citizens.
As the research and analysis for promoting inter-regionally balanced cultural development has shown, regions with higher levels of cultural supply have higher levels of cultural consumption. Based on this observation, in order to elevate the cultural consumption levels in the low cultural consumption level geographic sites (i.e. non-metropolitan areas--especially county-level localities), the cultural supply must be expanded. These regions have poor financial conditions, and the roles of local-self governments and the private sector are limited. Therefore, the central government must become actively involved and make policy-level efforts to increase cultural supply, namely cultural facilities and cultural programs.
Needless to say, in attempting to reach an objective and specific understanding of the entirety of the realities and causes of Korea's inter-regional cultural disparities, the research methodology and results leave room for improvement. This may stem from the authors' relative lack of academic training. Also, this study needed statistical data that reflected inter-regional cultural disparities, and limited by the amount of statistical data available that related to cultural indices. The cultural indices were of course not free arbitrariness in their selection. These limits notwithstanding, this report aimed to analyze the actualities of inter-regional cultural disparities from an objective and systematic manner, provide an overview of causal factors, and to outline reform proposals. It is the author's hope that henceforth, unflagging research on inter-regional differences and regional cultural levels, the development of methods to accurately calculate local residents cultural demand, and the implementation of policies to generate a balance between local cultural supply and demand, will ultimately result in regionally-balanced cultural development in Korea.
