    북한이 연방제를 처음 언급한 것은 1980년이지만, 그 기원은 훨씬 이전으로 거슬러 올라간다. 1960년 8월 14일 김일성은 "남측이 '외세의 간섭 없이 남북 총선'을 받아들일 수 없다면 통일을 실현하기 위한 과도적 조치로서 남북의 현존 제도를 그대로 두고 대한민국 정부와 북한정부의 대표로 구성되는 최고민족위원회를 조직하는 방법으로 연방제를 실시하자"고 한 것이 바로 그것이다.
    그 뒤 1973년 6월 23일 조국통일 5대강령과 1민족 1국가 2체제의 연방형태가 처음 주장된 1986년 10월 7일 고려연방안제의 6돌기념토론회, 그리고 2정부라는 표현이 처음 있은 1991년 1월1일의 '김일성 신년사'를 거쳐 '낮은 단계의 연방제 안'이 거론된 남북정상회담에까지 이르게 되었다.

    The North Korea mentioned a confederation in 1980 for the first time. But a confederation scheme dates back to 1960. On Aug. 14, 1960, Kim il-sung proposed to remain existent systems of South and North and execute a confederation by means of organizing Supreme Natural Committee comprised of delegates of inter-Korean governments with a interim step to realize unification, unless the South could accept 'a inter-Korean General Election without any intervention of foreign powers.
    Since then, there were Five Main Creed for the Unification of the Fatherland on June 23, 1973, the symposium marking the 6th anniversary of Koryo confederation system scheme on Oct. 7, 1986 that a confederative form was insisted for the first time, 'New Year's speech by Kim il-sung' on Jan. 1, 1991 that two governments were expressed incipiently, and the inter-Korean Summit meeting to mention 'Confederation scheme of low phase'. After the Summit meeting, 'Policy of North Korean Workers' Party on the Unification of the Fatherland' commented by Kim il-sung Broadcasting University and the editorial of Rodong-Shinmoon on Jan. 22, 2001 treated preponderantly unification scheme through a confederation. But only part of substance have been changed, the nature never been changed.
    All these schemes are in collusion with their stratagem called 'National Liberation People's Democratic Revolution' that the North established as a strategy for unification in its policy toward the South: Evolving defiant offensives toward the South along with the plan to upset a free democracy regime of the South and strengthen the capacity of three main revolution, communizing the South Korea by means of force when the situation for revolution will be fully developed.
    To know how a strategy of the North on a confederation will be changed, diverse factors connected with the North Korean system should be reviewed. Their political system is closely connected with the issue on reform and opening. The North stipulated the governance by the instructions of the departed through constitutional change. This proves that the North Korean ruling system will be reiterated.
    The character of the inter-Korean confederative organization explained by North Korean scholars also proves these facts: "The basic duties of the confederative organization are to treat jointly urgent pending national issues and improve gradually atmosphere to realize perfect unification. Above all, the character of Confederal Republic of Koryo is that it is not a permanent and solid coalition but a temporary coalition to be a interim step to realize the Unification of the Fatherland."
    The North stresses that a confederation is the only feasible unification scheme under the principle of 'Independence·Peace·National unity' to be adopted in 7·4 Joint Statement. They divide unification into two forms, namely structural unification and national unification. Structural unification means absorbed unification. They maintain that national unification is superior to structural unification.
    It means that National unification transcend a structure. It describes that unification absorbed into a structure out of the South and the North is possible. Therefore, with stating 'transcendence of structure', to maintain simultaneously 'coexistence of two structures' cannot but be a crucial inconsistency.
    South Korean scholars are divided in their views with which they see North Korean unification policy, of which there are two main streams - conservatives vs. progressives. So far, conservatives have been prevailing over progressives, who are of late gaining ground increasingly before and after the Summit meeting between the two Koreas. Conservative scholars have been arguing that the aim of the majority of North Korean unification policies is nothing but false discourse because the inside aim and end of unification is to bring the two countries under a single communist authority.
    Koryo democratic confederative system proposed by the North can be seen as a mere strategy for strengthening their tactical position within South Korea by securing pro-North Korean forces, considering its lack of logicality, falsity, skepsis about feasibility, equivocality of concepts etc..
    Keen international and domestic attention has been being paid to the reforms and open-door policies of the North since Kim Jong-il emphasized 'New thinking' on a visit to Pudung District, a representative open district in China. Kim Jong-il's interest in the direction, scope, speed, subject of the reforms and open-door policies has greatly increased, and even the prospect is gaining strength that the North is going to be 'another China.' However, the change of the North is closely related to all the inter-Korean political developments.
    Inter-Korean economic cooperation and exchanges are inevitable for the North, but they can be a factor of stirring up the changes of the North. However, those changes will be restricted until it is ensured that the opening of the doors will not bring about any ideological disturbances of the democracy. If the open-door policy contribute to enhancing the people's loyalty to Kim Jong-il, the scope of the policy will be expanded, but if it turned out to be damaging 'Subjective socialism,' there is every possibility that the open-door policy will be retracted at once.
    Therefore, 'Confederation scheme of low phase' is little more than an amendment of 'Unification scheme through Koryo confederative system' and will be only used for escape from international isolation, negotiation to break through economic difficulties and policy to secure political and economic benefit.
    In conclusion, the North regards unification through a confederation as translation stage for construction of communist regime and their final end is to communize the South by means of force. With accomplishing unification through a confederation and strengthening activity toward the South, they will make an effort to remove obstacles like the South Korea's National Security Law, American forces in South Korea and political activity of anti-North Korean organizations, which prevent the North from promoting their own unification policy.
