The autonomous country system which will here after be carried into effect cannot help depending on the regional economy. Considering this fact, this papers to present some devices to improve the industrioal structure for the development of the regional economy mainly regarding Kwangju & Chonnam area which, comparatively in economic situation, falls behind other areas in Korea.
As analytical methods, this paper includes the relative structure analysis (CRR, CRS, LQ, RF) and the Shift-share analysis(NGE, IMF, RE). The targets of the analysis are three large divisions of industry which are classified in terms of the Colin Clark industry classification. Among the two large divisions, the manufacturign industry was mainly considered and classified into nine medium divisions of industry because it made an enormous effect on the regional economy.
The problems which are found in analyzing the change of the industrial structure in Kwangju & Chonnam area are as follows : The scale of the agricultural and fishery indusrty has decreased a little in comparision with other areas, and what is worse, that of the manufacturing indusrty has increased a most little, which has made the change of the indusrial structure very sluggish. The regional growing index of each division of industry showed the lowest number in the manufaturing industry, which has decisively effected the slump of the Kwangju& Chonnam economy. In the structure of the manufacturing industry, the weight of the food and cigarette industry which have low value-added production power was high. And the coal industry and the oil & petrochemical industry which would have low employment induction effect appeared to be specialized divisions of indurstry in Kwangju & Chonnam area. This gave rise to the situation in which the idle manpower of the region in the first indusrty could not be absorbed. Therefore, the wholesable & retail industry and the food & hotel industry in in the region, which are comparatively consumption-oriented industry even in the third industry, turned up to be growing in speed as similiar as those in the nation.
Aggregating the results of the analysis of the structure of industry and that of the manufacturing industry, the followings can be explained.
First, the indusrial structure of the region showed the lowest degree of change among four regions which were compared and the lagging economic situation of the region migh well not change because the second industry did no absorb the manpower which were diminsishing in the first industry.
Second, the weakness of the manufacturing industry structure as weel as the poor activity of the manufactruing industry has widened not only the unbalance in the development of the manufacturing industry but also the economic gap between Kwangju & Chonnam area and other areas.
Third, in Kwangju and Chonam area, the poor infrastructure of the financial industry and the large exodus of the regional money to other areas have hindered activating the Kwangju & Chonnam economy.
Foruth, there were few specialized industries that would represent the industry of the region and reflect the specialty of the region.
Mainly concentrating on those problems and suggesting some devices to improve the industrial structure of the region, the augmentation of the manufacturing industry should be accomplished in the first place. Together with this, the activationof the finacial industry that can strongly lead the cultivation of the manufactruing industry should be parelleled. The efforts culminating the structure of the manufacturing industry should also be made so that it might be possible to form the specialized industry in the way of raising the frontier and hitechnical industry. In addition, the development and cultivation of the indeginous industry should be propelled, which can make the best use of the first industry absolutely weighing high in the regon. More importantly, the strong will of the government and the enthusiasm of the regional people are required to carry out the geographically balanced development.
