The Skeleton of the common local autonamous entities, Do(province) and Kun(county), had been formed from the late Yi Dynasty era to the beginning period of the rule of Japanese imperialism. The present frontier line of Do was demarcated in 1896 and that of Kun in 1914, both of which were adjusted in part over the period of one hundred years and eighty years respectively.
However, it must be pointed out that the very old demarcation of local administrative areas has been bringing about many unreasonable problems with various socio-economic and politico-cultural fluctuations. The most crucial problem of the present local government aveas is the administrative separation from between the core and the rear area of the local government and it imposes restrictions on the progressive local autonomous administration, not to speak of local development.
The main purpose of this dissertation aims at seeking for the best possible way of criticism of evils and moot points of the demarcation of local government areas which separates urban areas from rural ones and of estabishing a more reasonable and efficient local administration section which is to surmount the present urban-oriented and rural community frame and the create a better zone of everyday lives for the residents.
Chapter II looks over the following three points : one is the theoretical and academic background for the analysis of the local government areas, another, the standards which both domestic and foreign scholars assert to be the best for the establishment of the local government areas, a third, the indispensability for the reform of local government areas in our country.
Chapter III observes the instances and the tendencies to reform local government areas in the United States of America, Japan, and the United Kingdom in order to compone those in Korea.
Chapter IV attempts to get hold of the realities of local government areas in Korea for the arrangement of the bases for the reform of local government areas.
Chapter V suggests desirable principles with the future-oriented standpoints for local government areas under the bases of the background given in the preceding chapters.
In accordance with the desirable principles as alternatives for the reform of local government areas mentioned above being expected to come, three conditions are required to be accomplished and they are as follows ;
firstly, with the three standards : one is the metropolitan government must be in harmony with the life circles of the residents, another, urban and rural area should be made into one, a third, a stronghold is to be secured, one special metropolitan government and six metropolitan governments within which there are three wide-area unit of local governments are suggested.
In addition to effectuation of local administration efficiency, this alternative is devised to connect urban area with rural one for the promotion of the development of the rural area.
Secondly, as to Do government, it is designed to do coordinating and complementing function between the central government and basic unit of local government as wide-area unit of local government, and to contribute to meeting the increase of the regional administration demands. According to the coherence mentioned above, it is proposed that Six Does be established.
Thirdly, the basic unit of local government, which is most closely related to the daily lives of the residents, is conceived to enhence democratism and convenience for the residents and to promote the resident's welfare. From these standpoints, the reform of the small-to-medium-sized city is to be in accord with the zone of the resident's lives through the integration of the urban and rural areas. For the city with more than fifty thousand residents to expand the right of self-government, the specified city system im proposed.
And the necessary conditions for an Up(town) area to be raised to a city are-intensified ; namely a Up which attempts to be raised to a city should have more than one hundred thousand residents and over sixty percent houses in its streets in order to avoid the problem of a rump-county ; the demarcation of Kun(county) area is established with the polygon mapping method not nerely to agree with the zone of resident's lives but to ensure democratism.
According to these standards above, the number of Kun will be one hundred and seventy, and so many Kuns are expected to be newly reformed.
Chapter VI in conclusion summaries the reform methods of the local government areas and explains the reason the reform of local government areas should be made with the all-out strategy, not with the gradual and partially progressive strategy, and emphasizes that all the obstacles and resistance should be subjugated with a firm and historical faith and a ruling level determination.
