國際木材需給動向과 國內木材需給의 安定的 確保에 關한 硏究 = (A) Study on the International Timber Supply-Demand Situation and the Safe-Security of Domestic Timber Supply-Demand

In recent years, the resource-poor countries and, especially the NICS such as Korea, Hongkong, Singapore, and Taiwan, which are experiencing an ever worsening condition, by the increased to resource nationalism and the protection of the native enviornment on the Enviornment-Develoment-Conf erence in Rio. In addition, if the Condition of abroad forest resources and the international timber markets situation are not analyzed correctly, the policy of domestic timber safe supply-demand and the rational forest resource plans are diffcult to establish and to practice.
Therefore, this study are carried out to research a enlargement-direction for safe-security of domestic timber supply-demand and to settle a appearing problem on the timber supply-demand prospects and the situation of domestic forest resources, with the based on analyzed data to prospects of the future timber supply-demand and of international resource situation.
The results of the studies are summarized as follows.
1. International and domestic timber supply situation are increasing trend to keep the population growth and the industries development.
2. Due to the protection of the native enviornment on the Enviornment-Develoment-Conference in Rio. and the lumber export ban of the resource-rich countries in east-south asia, the harmonious international timber supply-demand condition is very diffcult as day follows day.
3. Because lumber import is replace softwood by tropical hardwood and especially a sudden rise in timber prices to increase of timber production cost, the internationalcompetitive power of domestic timber processing industries, which is experiencing an ever worsening condition.
4. A counterplan for safe-security of domestic timber supply-demand are summarized in as follows.
① The international competitive power reinforcement of timber industries with the structure control of timber processing industries and the support reinforcement of timber resource the saving industries.
② The magnification of abroad forest development with the abroad-silviculture skills developments, information system establishments, and supporting policy extension.
③ The improvement of distribution structure for price stabilization and harmonious supply-demand of timber production and the economy of distribution cost to reduce a distribution-steps of timber production rate.
④ The enlargement of domestic timber utilization for rise to the self-sufficiency in domestic timber supply.
⑤ Therefore, We should seriously throw energy into create of forest resource with the rationalization of management and the creation of forest management plans.
