本稿는 日本의 自民黨과 農協系統組織의 이익교환체계를 규명함으로써 일본보수정치체제의 확립과 36년에 달하는 自民黨의 정권재생산에 있어서의 농업·농촌의 역할을 논구하는 것을 목적으로 한다.
自民黨은 1955년 非社會主義政黨의 대 연합으로 결성된 이래, 1983∼1986년 일시 自民黨에서 분당해 나간 「新自由그룹」과의 연립을 제외하고 현재에 이르기까지 일관되게 국회에서 안정다수의석을 확보해 오고 있다. 自民黨의 장기에 걸친 정권재생산은, 보수정치를 둘러싼 위기적 상황에 탁월한 융통성과 적응력을 발끈하여 지역선거구에 물질적 이익유도를 골자로 하는 각종 공공정책을 체계적으로 도입해 온 정책노력의 축적위에 비로소 가능하였던 것이다.
日本政治過程을 특징짓는 이러한 利益配分政治의 핵심부를 형성하는 것은 다름아닌 自民黨의 농업보호·농협육성정책과 농민·농협의 自民黨支持라는 이익교환관계에 있다. 自民黨議員 70% 이상이 어떠한 형태로든 농촌·농업에 관계하고 있는 넓은 의미의 「農林族」 의원이기 때문에 농업이익의 향배는 의원 개개인의 재선에 있어서 사활적인 의미를 지니고 있다. 뿐만 아니라 日本의 정치세력배치는 도시지역에서는 多黨制的 양상을 보이고, 농촌지역에서는 自民黨·社會黨의 「1과 2분의 1 정당계」적 양상을 보이는 것이 일반적이다. 즉, 집권당의 지위를 유지하기 위해 각선거구에서 의원정수의 과반수의 당선자를 내야 하는 中選擧區制度下에 있어서 自民黨의 과반수확보를 담보하고 있는 농촌지역은 自民黨의 정권재생산의 관건을 쥐고 있다고 해도 과언이 아닌 것이다. 이에 自民黨은 창당 이래 현재에 이르는 全執權期間을 통하여 일관되게 농촌지역에 이익을 유도하는 각종 농업 보조금정책과 지역공공사업을 도입하여 왔으며, 특히 혁신정치세력의 공세, 당내파벌항쟁의 격화 등으로 보수정치의 위기가 고조되면 이러한 利益配分政治는 더욱 강도를 더하였다.
한편 自民黨의 정권재생산과 의원 개개인의 재선의 관건을 쥐고 있는 농민의 정치적 동향은 農協系統組織에 의해 경제적 이익을 중심으로 편성되어 있다. 農協系統組織은 農地改革으로 창출된 광범한 自作農이 정치적·당파적으로 동원되기에 앞서 이들의 경제생활을 독점적으로 집약·조직하고 정치력을 결집하여 일찌기 1950년대부터 정부의 정책을 농민조합원과 農協에 유리하게 전환시키고 농업부문에로 이익을 유도하기 위하여 집권당을 이용하는 농정운동체계를 갖추게 된다.
單位農協은 농민조합원을 각부락의 農事実行組合을 통하여 지역별·종단적으로 조직하고 있고, 여기에 다시 각종 생산조직을 통하여 목적별·작목별·횡단적으로 조직하고 있다. 또한 農協制度는 농가를 기본단위로 하고 있기 때문에 일반적으로 조합원자격을 갖지 못하는 농업후계자와 농가여성은 農協靑年部, 農協婦人部를 통하여 횡단적으로 조직하고 있다. 즉, 單位農協은 투표권을 가진 농촌주민을 거의 독점적으로 조직하고 있는 셈이다. 生産者米價를 위시한 각종 농정상의 요구사항이나 국정선거시의 특정후보의 지지나 추천은 이들 조직성원간의 민주적인 토의를 통해 최종적으로 결정된다. 이러한 농민의 요구사항과 정치력은 市町村-都道府県-全國의 3 단계중층구조를 통해 정상기관인 全國農協中央會에 결정되어 정부여당에 영향력을 행사하고 정책결정과정에 참여하는 원동력이 되고 있는 것이다. 이처럼 농협조직이 농민의 경제생활을 독점적으로 조직하고 그 경제력과 정치력을 정상기관에 집적하여 농업부문에의 이익배분을 조건으로 집권보수당을 지원함으로써 비로소 농촌지역은 「체제의 안전판」으로서, 그리고 보수집권당의 정권재생산의 기반으로서 기능하게 되었던 것이다.
自民黨은 農協系統組織을 강화하여 정부재정자금인 막대한 농업보조금과 정책금융자금을 農協을 창구로 하여 배분함으로써 농가의 가계를 간접적으로 지원하는 시스템을 채택하고 農協을 농촌에 있어서 보수지배의 우세를 확립하는 지지모체로 삼게 된다. 農協系統組織도 그 사업체로서의 존속조건이 生産者米價, 食糧管理制度, 정부의 각종 재정지출 둥 정부의 정책적 원조에 달려 있고, 경영활동의 상당부분이 정부경제행정의 하부조직이나 하청조직의 역할을 떠맡음으로써 보장되는 것이었기 때문에 그 이익단체로서의 압력활동, 농정활동은 기본적으로 체제라는 기존질서의 틀 속에서 기득권익의 유지 및 마진의 확대를 추구하는 한계를 지니지 않을 수 없었다. 이러한 이해관계의 균형관계속에 自民黨과 農協系統組織의 이익교환체계가 유지·발전되어 왔던 것이다.
이러한 自民黨과 農協系統組織의 이익교환체계는 약간의 우여곡절은 있었지만 1955년 保守合同 이후 1982딘 나카소네내각의 출법에 이르기까지 기본적으로 유지되어 왔다. 그러나 이익배분정책의 필연적인 귀결로 재정위기가 심화되는 가운데 1982년 11월 「增稅 없는 財政再建」을 기치로 출범한 나카소네首相는 농업보조금을 「재정적자의 주범」으로 지목하여 곡물보조를 위시한 농업예산과 지역공공사업비를 삭감하여 농업·농촌부분에 대한 利益配分政策을 수정하기 시작하였다. 農協系統組織이 고도경제성장에 따른 급속한 농민층분해, 농산물의 생산과잉 및 수입자유화, 농업생산의 다양화, 混住化, 경제단체·소비자단체·노동단체의 농협·농정비판으로 그 정치력을 급속히 상실해 가는 결과에 따른 것이었다. 물론 이것은 1982년 11월의 나카소네내각의 출범을 계기로 自民黨과 農協系統組織의 이익교환체계에 구조적인 변화가 발생하였다는 것을 의미하는 것이지 그것이 전면적으로 붕괴되었다는 것을 말하는 것은 아니다. 나카소네내각 이후 自民黨의 농업보호정책으로부터의 후퇴가 1989년 7월의 參議院選擧에서 「농민반란」을 불러일으켜 농촌지역의 전선거구에서 自民黨議員이 대거 낙선하고 여야당의 역전하는 충격적 사태로 발전한 것은 이를 웅변하고 있다고 할 것이다.

The main purpose of this study is to research the role of agriculture and rural communities in the process of the establishment of the Japanese conservative political system and reproduction of political power of the Liberal Democratic Party(LDP) for the past 36 years through the analysis of the benefits exchange system between the LDP and the agricultural cooperative system in Japan.
Ever since its establishment in 1955 through the grand coalition (hoshu godo) of the non-socialist political parties, the LDP has maintained stable majority seats in the Diet up to now except for the period 1983-1986 when the LDP entered a coalition with the New Liberal Club(Shin-jiyu Club) which seceded from the LDP.
The prolonged reproduction of political power by the LDP has been realized through the accumulation of policy efforts with a view to introducing systematically the public policies which was designed to channel the physical benefits to the electoral districts by displaying excellent flexibility and adaptation to cope with the critical situation surrounding the conservative politics.
The very core of the benefits-sharing politics which are the outstanding feature of the Japanese political process is the benefits exchange relationship between the policies of the LDP to protect agriculture and foster agricultural cooperatives and the support of the farmers and agricultural cooperatives to the LDP. As more than 70 percent of the Diet members of the LDP(norinzoku) are, in broad sense, related to the rural communities and agriculture in various forms, the direction of the benefits in the agricultural sector has a meaning of life or death for the reelection of each Diet member.
In addition, regarding the distribution of political power, urban areas are characterized by the multi-party system, while rural areas by dual party system(one-and-one half party system) of the majority LDP and minority Japan Socialist Party(JSP). As the LDP must obtain the majority of a quorum in each constituency under the medium constituency system in order to maintain the status of ruling party, it is no exaggeration to say that rural areas which guarantee a majority to the LDP hold the key to the reproduction of political power of the LDP.
The LDP, therefore, has consistently introduced various agricultural subsidy policies and regional public projects intended to channel benefits to the rural communities throughout the whole period of holding the reigns of political power ever since the formation of the party. In particular, when a crisis of the conservative politics reached the climax due to the offensive of the progressive political groups and factional strifes in the LDP, such benefits-sharing politics were more intensified.
On the other hand, the political tendency of the farmers, who hold the key to the reproduction of political power of the LDP and to the reelection of each Diet member, has been influenced by the agricultural cooperative system, mainly focused on the economic benefits.
The agricultural cooperative system exclusively concentrated and organized the economic activities of the owner farmers and regimented their political power well before the owner farmers created through the land reform were mobilized politically and factionally. And thus, since the early 1950s, the agricultural cooperatives have implemented the political and legislative activities geared to utilizing the ruling party in an effort to make government policies to be favorable to the farmers and agricultural cooperatives and also to channel various benefits to the agricultural sector.
The primary agricultural cooperatives have organized farmers vertically by district through the joint farming association of each village, and also have organized farmers horizontally by purpose and commodity through the agricultural production organizations. As agricultural cooperatives are organized by farm households, prospective young farmers and women who are not qualified to be cooperative members are organized horizontally through the youth associations and women's associations. Accordingly, primary agricultural cooperatives have almost exclusively organized rural people who have the right to vote.
Various recommendations to the administrative authorities, including the government's purchasing price of rice and support to or recommendation of a specific candidate in the election of the Diet members, are finally decided through democratic discussions among agricultural cooperative members. Recommendations to the government and political power of the farmers are concentrated at the national apex Central Union of Agricultural Cooperatives(zenchu) through three-tier system of village, town and city level, prefectural level and national level, thereby exercising influences on the ruling party and taking part in the policy decision-making process.
By exclusively organizing economic activities of farmers and concentrating their economic and political power at the national apex organization, agricultural cooperatives have supported the conservative party in power on condition of allocation of benefits to the agricultural sector. Consequently, rural communities have been able to function as the safety valve of the political system as well as the basis for the reproduction of political power of the conservative ruling party.
The LDP has adopted a system whereby it can indirectly support the household economy of the farmers and utilize the agricultural cooperatives as the supporting organization for maintaining a superior position of the conservative party in the rural areas by strengthening the agricultural cooperative system and allocating huge amount of agricultural subsidies and policy loan funds through the agricultural cooperative network.
In the case of the agricultural cooperative system, its continuation as business enterprise depends on the policy supports of the government such as the government's purchasing price of rice, food control system(shokuryo kanri seido), and various financial outlays of the government, and considerable part of its managerial activities are guaranteed by assuming the role of a subsidiary organization or a subcontract organization for the implementation of the government economic policy.
Therefore, it is inevitable for the pressure group activities and political and legislative activities of the agricultural cooperatives as an interest group to have limitation of pursuing the maintenance of the vested rights and the expansion of margin within the framework of the existing order. Under a balanced relationship of the common interests, the benefits exchange system between the LDP and the agricultural cooperatives has been maintained and developed. Such a system between the LDP and the agricultural cooperatives has been maintained during the period from 1955 when the grand coalition of the conservative groups was realized to 1882 when Nakasone Cabinet was inaugurated.
Mr. Nakasone was inaugurated as the Premier in November 1982 under the flag of "the reconstruction of the public finance without a tax increase" in the midst of a deepening financial crisis which was a natural consequence of the profits-sharing policy. Accordingly, he started to modify the benefits-allocation policy geared to the agriculture and rural sector through the reduction of the agricultural budgets including grain price supports and regional public projects by pointing out the agricultural subsidies as "the main culprit of the national budgetary deficits".
This situation resulted from the rapid loss of political power of the agricultural cooperative system due to rapid disintegration of farmers, oversupply and import liberalization of agricultural products, diversification of agricultural production, mixed residence of rural and urban people, and criticism of the agricultural cooperatives and agricultural policy by the economic, consumers, and labor organizations.
This kind of a new development means that a structural change has taken place in the benefits exchange system between the LDP and the agricultural cooperatives with the inauguration of the Nakasone Cabinet in November 1982. But it does not mean that the system has collapsed extensively.
The retreat of the LDP from the agricultural protection policy after the launching of the Nakasone Cabinet brought about the "farmers rebellion" in the election of the members of the House of Councilors. Consequently, most of the members of the LDP failed to get elected in the whole electoral districts in the rural areas, thereby the former majority party becoming the minority party in the House of Councilors.
This shocking reversal of the situation eloquently speaks of a new development in the benefits exchange system between the LDP and agricultural cooperatives in Japan.
