Relations between North Korea and Russia have deepened rapidly across military, economic, and diplomatic domains since the outbreak of the Russia-Ukraine War in 2022. In 2024, the two states signed the Treaty on Comprehensive Strategic Partnership, which includes a mutual military assistance provision. Their military cooperation subsequently moved from legal commitment to actual implementation through the deployment of North Korean troops to Russia and their participation in combat in the Kursk region. This study examines whether North Korea-Russia relations have acquired an irreversible character capable of persisting even if the external condition of the war disappears. It also analyzes the combination of factors and the mechanism through which the relationship underwent this qualitative transformation.
To address these questions, this study introduces a threshold model that conceptualizes strategic partnership not as a single diplomatic category but as a spectrum of qualitatively differentiated relationships. The model distinguishes among a nominal strategic partnership (Level 1), a substantive strategic partnership (Level 2), a comprehensive strategic partnership (Level 3), and an irreversible comprehensive strategic partnership (Level 4). It identifies four constitutive factors—perception, institutions, continuity, and transactional incentives—that shape the qualitative level of a relationship. The Russia-Ukraine War and the restructuring of the international order are treated as environmental conditions that accelerated the interaction of these factors.
This study divides the development of North Korea-Russia relations from 2012 to the present into three periods and examines each period through documentary research, within-case period comparison, and process tracing. From 2012 to 2019, transactional incentives appeared through debt relief, the Rajin-Khasan railway project, and intergovernmental economic cooperation. However, the four factors neither converged nor became formally institutionalized, and the relationship remained below the threshold of Level 1. From 2020 to June 2023, the COVID-19 pandemic and the Russia-Ukraine War contributed to a selective convergence in North Korean and Russian perceptions of the United States, the West, and the changing international order. Functional cooperation also began to recover, but the relationship did not achieve strategic formalization or advanced institutionalization.
After July 2023, the interaction among the four factors accelerated significantly. Sergei Shoigu’s visit to Pyongyang and the Vostochny summit led the two states to recognize each other as constitutive partners in the realization of their respective strategic objectives. Military and economic exchanges, high-level diplomacy, intergovernmental institutions, and cooperation across multiple policy domains subsequently expanded. As a result, the substantive criteria associated with Levels 2 and 3 accumulated and converged within a compressed period.
Article 4 of the Treaty on Comprehensive Strategic Partnership, signed in June 2024, established the legal and institutional threshold toward Level 4 by codifying the obligation to provide military and other assistance in the event that either party was subjected to armed aggression and entered a state of war. The signing of the treaty alone, however, did not complete the threshold crossing. The deployment of North Korean troops to Russia and their participation in combat in the Kursk region from October 2024 onward constituted the actual implementation of the codified military obligation. The subsequent official acknowledgment and commemoration of North Korean participation, regular reviews of treaty implementation, follow-up military cooperation, and institutional projects beyond the battlefield reproduced and reinforced the bilateral commitment. The threshold crossing therefore occurred through a sequential mechanism of codification, implementation, and reproduction rather than through a single diplomatic event.
Through this process, North Korea-Russia relations acquired institutional, military, and discursive forms of irreversibility. Irreversibility does not mean that the relationship can never be dissolved or that its current level of cooperation will remain permanent. Rather, it refers to a condition in which codified military obligations, actual joint military action, officially commemorated sacrifices, recurrent institutions, and accumulated material infrastructure raise the costs of downgrading the relationship and make a return to the limited pre-2022 relationship increasingly difficult. This study therefore concludes that post-2024 North Korea-Russia relations have moved beyond an ordinary comprehensive strategic partnership and reached Level 4: an irreversible comprehensive strategic partnership.
This study contributes to the literature by reconceptualizing strategic partnership as a relationship type with an internal hierarchy and distinct developmental pathways. It also explains qualitative change in interstate relations through the interaction of constitutive factors and the mechanism of codification, implementation, and reproduction. The North Korea-Russia case demonstrates that a strategic partnership can retain its formal designation while incorporating alliance-like military obligations and actual joint war-fighting. This finding suggests that the boundary between strategic partnerships and alliances in contemporary international politics is not fixed but can be constructed according to the interaction between institutional commitments and implemented behavior.
