A Study on U.S. Denuclearization Scenarios for North Korea and South Korea’s Strategic Response Measures Based on the ‘Reversed Analytical Framework’

    Kim, Joong Bae
    Dept. of National Security
    The Graduate School, Sangmyung University

This thesis begins from the security reality on the Korean Peninsula, where North Korea has emerged as an “existing and tangible threat” following its advancement in 2026 of intercontinental ballistic missiles (ICBMs) capable of striking the U.S. mainland, along with nuclear weapons. Over the past three decades, the international community’s efforts toward denuclearization have effectively been deemed a failure, while North Korea has openly demonstrated its refusal to denuclearize by proclaiming the “absolute irreversibility” of its status as a nuclear-armed state.
In this context, the purpose of this thesis is to forecast potential changes in U.S. policy toward North Korea by drawing on nuclear proliferation theory, the advancement of North Korea’s nuclear capabilities, and relevant denuclearization cases, and to derive proactive response strategies aimed at minimizing the security risks that South Korea may face.
The analytical framework for this thesis is designed to derive how exogenous variables—namely, Scott D. Sagan’s nuclear proliferation theory, the “reversed framework,” and the broader external environment—and the independent variable (U.S. denuclearization scenarios toward North Korea) interact to produce the dependent variable (South Korea’s strategic response options). The primary research methodology of this thesis is qualitative in nature, and, given the characteristics of the research, a literature review was conducted. In addition, considering the complexity and uncertainty of the international security environment, case thesis analysis and scenario planning techniques were employed in parallel to enhance the objectivity of the forecasts.
The first of Scott D. Sagan’s nuclear proliferation models, the Security Model, posits that states develop nuclear weapons to ensure survival in the face of external threats. Second, the Domestic Politics Model explains that nuclear weapons are pursued as instruments to serve the interests of internal elites and to strengthen regime cohesion. Third, the Norms Model argues that states develop nuclear weapons as symbols of national pride and great-power status. Building on these models, the “Reversed Framework” suggests that, in order to induce denuclearization, the inverse conditions of nuclear proliferation must be created. In other words, it presents a logical process whereby North Korea’s security anxieties are alleviated (security assurances), greater economic and political benefits than those derived from nuclear possession are provided (domestic political compensation), and an environment is established in which North Korea can be treated as a normal state without nuclear weapons (normative transformation).
In addition, this thesis categorizes potential changes in U.S. policy toward North Korea into three scenarios and analyzes the potential ripple effects of each on the Korean Peninsula.
The first scenario is the “resumption of diplomatic negotiations and phased denuclearization,” which would unfold through a step-by-step approach based on the roadmap of “freeze–declaration–verification–dismantlement,” when U.S. “top-down” diplomacy aligns with North Korea’s demand for sanctions relief. While this scenario represents the most peaceful solution, it is highly likely to falter at the verification stage, as seen in past cases. In particular, there is a risk that North Korea may pursue a “small deal” approach—dismantling only select facilities such as Yongbyon while seeking recognition as a nuclear-armed state—raising concerns of Korea Passing, in which South Korea could be marginalized.
The second scenario is “strong sanctions and strategic arms control.” This is a realist approach that acknowledges the impracticality of achieving denuclearization in the short term and instead focuses on preventing ICBM proliferation and managing crises. However, this scenario could effectively lead to the de facto recognition of North Korea as a nuclear-armed state and may result in prioritizing the security of the U.S. mainland while leaving South Korea exposed to North Korea’s tactical nuclear threats.
The third scenario is “preventive military action.” This represents a last-resort scenario in which diplomacy and sanctions have both failed, and North Korea’s nuclear provocations are judged to have crossed a critical threshold, prompting U.S. precision strikes and potential leadership decapitation operations. Although this approach could potentially eliminate the root of the nuclear threat, it is considered an extreme high-risk scenario that could plunge the entire Korean Peninsula into the devastation of full-scale war.
In response to these three scenarios, four core strategic options that South Korea can pursue are as follows.
First, in the military domain, priority should be placed on establishing overwhelming and independent deterrence capabilities. The integration of nuclear and conventional forces (CNI), through the ROK–U.S. Nuclear Consultative Group (NCG), should combine U.S. nuclear assets with South Korea’s advanced conventional forces under a unified operational plan, thereby instilling a clear perception in North Korea that any use of nuclear weapons would lead to regime termination. Key measures include advancing the Korean three-axis system by leveraging AI-based kill chains and multilayered missile defense architectures to achieve “deterrence by denial.” In addition, institutional efforts should be pursued in parallel to secure an independent nuclear latency capability, including the introduction of nuclear-powered submarines.
Second, in the diplomatic domain, South Korea should secure leadership as a “pacemaker.” This entails preventing the negotiation framework between the United States and North Korea from shifting toward an arms control paradigm and ensuring that denuclearization remains the primary objective. By developing a conditional normalization roadmap, South Korea should present concrete political and economic incentives that North Korea would gain in exchange for denuclearization, thereby inducing the leadership in Pyongyang to consider abandoning its nuclear program.
Third, South Korea should induce internal change in North Korea by promoting shifts in perception through the inflow of external information. In particular, by targeting the jangmadang generation, the dissemination of outside information can foster awareness that nuclear development has exacerbated the hardships of everyday life. At the same time, North Korea’s human rights issues should be consistently raised as matters of universal values within the international community, thereby weakening the regime’s moral legitimacy and encouraging internal transformation.
Fourth, South Korea should strengthen international solidarity for denuclearization through a global network strategy aimed at expanding multilateral support. This includes linking the North Korean nuclear issue with global security frameworks such as the Group of Seven and North Atlantic Treaty Organization, and persistently framing North Korea’s nuclear program not merely as a regional threat but as a challenge to the Treaty on the Non-Proliferation of Nuclear Weapons regime. Simultaneously, diplomatic efforts are required in managing relations with China and Russia to prevent them from providing unconditional support to North Korea. In particular, in diplomacy toward China, it is necessary to emphasize “strategic clarity” by underscoring that North Korea’s advancing nuclear capabilities could trigger an arms race in Northeast Asia and lead to increased U.S. military deployments, thereby undermining China’s own security interests.
This thesis carries the following academic and policy implications in that it integrates the theoretical analysis of the North Korean nuclear issue, future forecasting, and strategic alternatives into a single, coherent logical framework.
First, it extends beyond the interpretation of nuclear proliferation theory to the derivation of conditions for denuclearization. Whereas previous studies have primarily utilized Scott D. Sagan’s models to explain the causes of nuclear proliferation, this thesis expands their application into a “reversed framework” to derive conditions for denuclearization. Through this approach, it theoretically demonstrates that denuclearization is not merely a physical act of relinquishing weapons, but a complex process requiring comprehensive transformation in a state’s security strategy, domestic political structure, and national identity.
Second, it offers guidelines for proactive policymaking through scenario planning. By presenting potential changes in U.S. policy toward North Korea in the form of concrete scenarios and systematically analyzing the risks and opportunities that South Korea may face in each case, the thesis provides strategic response options to prepare for uncertainty. In particular, by incorporating recent developments—such as the case of strikes on Iranian nuclear facilities and the prospect of U.S.–Iran conflict—it enhances the timeliness and relevance of the analysis.
Third, it advances the concretization of a Korea-specific strategy. By proposing an integrated approach that encompasses both strengthened military deterrence (hard power) and diplomatic engagement alongside efforts to induce internal change in North Korea (soft power), the thesis establishes a logical foundation and actionable measures for South Korea to proactively address Korean Peninsula issues, rather than remaining subordinate to great-power politics.
Since the scenarios presented in this thesis are macro-level projections based on current information and trends, there are inherent structural limitations in quantifying the extent to which the subjective and potentially irrational characteristics of U.S. and North Korean leaders, as well as changes in the international environment, may influence the policy decision-making process. Therefore, practical and concrete institutional mechanisms should be developed to ensure policy consistency and resilience against fluctuations in the strategic environment and policy variability.
In addition, empirical research utilizing AI and big data is required to overcome limitations in data accessibility. Due to the closed nature of the North Korean regime and the restrictions on information flow, there are substantial practical constraints in obtaining primary sources that could track actual political changes among North Korea’s core elite groups or shifts in perceptions toward South Korea and the United States among the jangmadang generation. Future studies should employ AI-based text mining techniques to conduct detailed analyses of changes in discourse within North Korean state-controlled media, such as Rodong Sinmun and the Korean Central News Agency (KCNA), while also examining the relationship between North Korean citizens’ economic activities and levels of regime trust.
Finally, future research should be expanded to analyze how trilateral security cooperation among South Korea, the United States, and Japan interacts with—or conflicts with—the Northeast Asian strategies of China and Russia. Moreover, additional studies should explore a “Global Comprehensive Security Network” framework in which multilateral supply-chain and values-based alliances with organizations such as North Atlantic Treaty Organization and Group of Seven generate indirect pressure effects that contribute to deterring North Korea’s nuclear ambitions.
