As the climate crisis intensifies globally, heatwaves have evolved beyond seasonal high-temperature anomalies into structural climate disasters intertwined with public health, labor, urban infrastructure, and disaster management. The mass media play a crucial role in shaping public risk perception and setting the social agenda regarding these disasters. Accordingly, this study explored the changing patterns of heatwave coverage in the South Korean press from 2008—the year the heatwave advisory system was introduced—to 2025. A mixed-methods approach combining text mining (TF-IDF, N-gram, and Latent Dirichlet Allocation topic modeling) and frame analysis based on Entman’s model was applied to 2,312 heatwave-related articles published in major domestic daily newspapers, specifically Dong-a Ilbo and Hankyoreh.
The text mining analysis revealed that heatwave coverage has consistently maintained a foundation in meteorological information reporting while increasingly diversifying into multi-layered discourses. In 2012, language related to the economic burden of living, such as electricity demand and rates, became prominent. Since 2016, vocabularies highlighting health risks and protection, including heat-related illnesses and fatalities, emerged distinctly.
The record-breaking heatwave of 2018 served as a critical turning point where issues of health risks, social vulnerability, economic burdens, and social infrastructure expanded simultaneously. Post-2021, meteorological and climate mechanism vocabularies explaining heatwaves as a global phenomenon were strengthened. From 2023 onward, the coverage exhibited complex patterns intertwining social events (e.g., the World Scout Jamboree) with compound climate disasters like heavy rainfall and wildfires.
The frame analysis demonstrated that while the meteorological information frame remained the dominant primary frame, its focus evolved significantly over time. Beginning with the rise of the living economy and health frames in 2012, the narrative decisively shifted toward disaster reporting following the 2018 extreme heatwave, characterized by the simultaneous surge of health, vulnerability, and economic frames. Since 2021, the structural climate crisis frame reached double digits, treating heatwaves as a macro-level risk. Furthermore, secondary frames—which diagnose causes and attribute responsibilities—initially relied heavily on short-term meteorological factors and forecast-centric approaches.
However, post-2018, there was a notable shift toward identifying human-induced climate change and emphasizing the central government's responsibility. Regarding treatment recommendation frames, the coverage was overwhelmingly skewed toward improved forecasting and short-term administrative responses; articles proposing long-term adaptation policies accounted for a mere 2.3%, indicating a significant limitation in long-term agenda-setting.
This study empirically demonstrates that heatwave coverage in the Korean press is transitioning from traditional weather broadcasting to a multidimensional, compound disaster communication model. The findings suggest that future media coverage of extreme heat must transcend simple meteorological information delivery and actively foster structural, long-term solutions that integrate public health and climate adaptation policies.
