Amid continuous warnings from the Intergovernmental Panel on Climate Change(IPCC), the international community has established carbon neutrality as a common goal for humanity that goes beyond an optional agenda and determines the survival of nations and cities. Recently, rapid changes in the external environment, including the global energy security crisis, increasing economic burdens, and the reorganization of interests among countries, have led to in-depth discussions on the effectiveness and direction of carbon-neutral policies. These trends suggest that carbon-neutral policies should move beyond declarative goals or top-down regulations and be transformed into specific and flexible policy systems that can be implemented in actual urban spaces.
Cities, where more than 70% of global greenhouse gas emissions are concentrated, serve as key spaces for translating national reduction targets into tangible outcomes. Nevertheless, existing policies have tended to focus on the introduction of individual technologies or fragmented projects, resulting in insufficient strategic linkage among various policy factors. In particular, given the nature of carbon neutrality, in which energy, transportation, buildings, data, and other domains interact in a complex manner, there is an urgent need to establish clear criteria and an integrated linkage system that can maximize the efficiency of resource allocation and coordinate conflicts among policies.
Smart cities have developed as a major means of solving urban problems through ICT and data platforms. However, they have largely focused on user convenience and service efficiency, while their organic integration with carbon neutrality has remained limited. Accordingly, this study approaches carbon-neutral smart cities in response to the climate crisis not as a fragmented application of technologies, but as a system that integrates and manages the physical structure and operating system of cities. Through this perspective, this study identified key factors and derived effective policy-oriented development strategies to overcome the supplier-centered limitations of existing smart cities and new town development, as well as to address the structural problem in which practical operation and management are separated after urban development, sale, or lease.
To this end, based on previous studies and domestic and international case analyses, this study systematized the upper-level domains into four areas: legal and institutional improvement, technological development and R&D, integrated data and platform management systems, and performance management and governance. The relative importance of each factor was derived through the Analytic Hierarchy Process(AHP), and the distribution characteristics of expert opinions were additionally examined using the Violin Plot method.
The AHP results showed that legal and institutional improvement and technological development and R&D were the most important areas. This indicates that the expert group regarded the prior establishment of key institutional foundations and technological and infrastructure bases as the highest priority for policy implementation. In the analysis of detailed policy factors, legal and institutional improvement related to carbon-neutral smart cities, fiscal and financial support, and energy transition technologies were identified as high-priority factors, supporting the practical urgency of the initial development stage.
To complement these quantitative results, expert in-depth interviews were conducted to analyze constraints in the implementation stage. The findings confirmed that the separation between sectoral planning and operational management, insufficient policy linkage, and inadequate data utilization systems were fundamental constraints. Although performance management and governance ranked relatively low in the AHP results, this does not mean that these areas are less important. Rather, it can be interpreted as a difference in priority depending on the stage of policy implementation. In the actual operational stage, performance management and governance serve as key foundations for organically connecting fragmented policies and continuously managing carbon reduction performance. Therefore, while legal and institutional systems and technologies are prioritized in the initial development stage, the importance of data and governance increases during the operational stage.
In summary, the findings suggest that, to secure the effectiveness of carbon-neutral smart cities, the legal, institutional, and technological foundations required in the urban development stage should be organically linked without interruption to the data and governance systems required in the urban operation stage. In response, this study proposes an integrated implementation mechanism centered on a Carbon-Neutral City Operating Entity, which can continuously manage and verify carbon emissions and reduction performance from the perspective of the entire urban life cycle. This demonstrates that carbon-neutral smart cities should be transformed from a fragmented application of technologies or a collection of individual projects into a comprehensive urban-level implementation system that encompasses the entire process from urban development to long-term operation and management. This study has academic and policy significance in that it provides empirical evidence that can contribute to the establishment of carbon-neutral strategies and the advancement of policy roadmaps at the urban level.
