This study develops and validates an environmental surcharge acceptance scale in the hotel context and examines the factors that shape consumer acceptance of environmental surcharge policies. Environmental surcharges are increasingly adopted as sustainability policy instruments to reduce waste, manage environmental impacts, and encourage shared responsibility among businesses, authorities, and consumers. However, hospitality research has largely focused on consumers’ willingness to pay for green hotels or eco-friendly services, while limited attention has been given to how consumers evaluate mandatory environmental surcharge policies. Moreover, a comprehensive measurement framework for assessing consumer perceptions of environmental surcharges remains limited. To address this gap, this study employed a research design consisting of two sequential stages. Study 1 used semi-structured interviews with hospitality industry professionals, consumers familiar with environmental surcharges, and academic experts. The interview data were analyzed through thematic analysis, identifying six major themes: perceived transparency, perceived value of policy, perceived fairness, perceived risk, environmental attitude, and trust in the government/implementing authority. These qualitative findings provided the foundation for developing the initial measurement items. Study 2 collected survey data from 500 respondents who had stayed at four- or five-star hotels and had experienced or were familiar with environmental surcharges. Exploratory factor analysis and confirmatory factor analysis were conducted to refine and validate the measurement structure, followed by structural equation modeling and fuzzy-set qualitative comparative analysis. The results confirmed the reliability and validity of the environmental surcharge acceptance scale. The EFA results indicated a structure consisting of five factors, as items initially developed for perceived value of policy and perceived fairness loaded onto a single factor, labeled perceived policy legitimacy. The SEM results showed that perceived policy legitimacy, environmental attitude, and trust in government/authority were positively associated with policy acceptance, whereas perceived risk was negatively associated with policy acceptance. Perceived transparency also showed a significant relationship with policy acceptance, although it did not appear as a decisive condition in the fsQCA configurations. The fsQCA results further revealed that both high and low policy acceptance can emerge through different combinations of conditions, suggesting that environmental surcharge acceptance is not determined by a single dominant factor. This study contributes to sustainable hospitality research by providing a validated scale for measuring consumer perceptions of environmental surcharge policies and by showing how perceived transparency, policy legitimacy, risk, environmental attitude, and trust shape consumer acceptance. The findings offer theoretical and practical insights into how environmental surcharge policies can be more effectively designed, communicated, and accepted in hotel settings.
