The International Maritime Organization (IMO) adopted the goal of achieving net-zero greenhouse gas emissions from international shipping by or around 2050 in the 2023 IMO Strategy on Reduction of GHG Emissions from Ships (2023 IMO GHG Strategy). In 2025, it approved the Net-Zero Framework to translate this goal into binding regulation, but the session to adopt it was adjourned amid a lack of agreement among member states. Quantitative evidence and methods for how to set the framework's core levy and reward rates, and for how much abatement those rates would deliver, remain insufficient.
This study applied MESSAGEix, a bottom-up energy systems optimization framework, to the international shipping sector to derive a cost-minimizing fuel transition pathway toward net-zero by 2050 and to identify the implicit carbon price arising from the emission constraint along this pathway. International shipping was represented as a single region (node), and its energy flows were structured as a reference energy system (RES). At the primary level of the RES, the fuels were classified by type into fossil fuels, biofuels, and alternative fuels (ammonia and methanol). The fossil fuels were divided into heavy fuel oil, marine gas oil, and LNG; the biofuels into bio diesel and bio-gas; and the alternative fuels into gray, blue, and green according to their production method. The secondary level comprised 41 ship technologies including onboard carbon capture and storage (OCCS), and final demand was specified as the maritime transport demand of five ship types: bulk carriers, container ships, tankers, LNG carriers, and other ship types (others).
The scenarios comprised a business-as-usual (BAU) case, six emission-cap scenarios, and two carbon-tax scenarios, for a total of nine. Following the indicative checkpoints of the 2023 IMO GHG Strategy, the emission-cap scenarios were built on two axes, both targeting net-zero by 2050: a base-target pathway reducing emissions by at least 20% by 2030 and 70% by 2040 relative to 2008, and a striving-target pathway reducing emissions by 30% by 2030 and 80% by 2040. These were complemented by a base-target delayed pathway that postpones the net-zero point by five years, a striving-target early pathway that advances it by five years, and a new-building ban variant prohibiting newly constructed fossil-fueled ships. The carbon-tax scenarios were designed as a flat-rate approach imposing 100 USD/tCO2eq uniformly and a stepped approach raising the rate progressively to 400 USD/tCO2eq. A sensitivity analysis was conducted by progressively relaxing the assumed price decline of zero or near-zero (ZNZ) fuels (green ammonia, green methanol, and bio-LNG) to assess how the price assumption affects the transition pathway and net-zero achievement.
Under the policy-absent BAU case, the cost-minimizing solution selected only fossil HFO and fossil LNG and fell far short of net-zero, showing that voluntary efforts alone cannot achieve the target. Once an emission cap was imposed, the fuel transition unfolded in multiple layers. Around 2045, fossil HFO was phased out and its place was filled by the combination of fossil LNG and OCCS, which then gave way to green fuels. By 2050, green ammonia—whose well-to-wake (WTW) emissions are zero—emerged as the dominant fuel, accounting for approximately 32.2% to 57.5% of primary-level supply.
In contrast, blue fuels and bioenergy with carbon capture and storage (BECCS) were not selected in any of the nine scenarios. Blue fuels were not used because residual emissions remained even after capture, leaving them unable to meet the absolute zero-emission constraint, and because the combination of fossil LNG and OCCS had already taken over the bridging role. BECCS was not used because the supply ceiling of biofuels was exhausted by direct combustion alone, and because green ammonia, with its zero WTW emissions, provided an alternative. OCCS was likewise applied only to a limited extent, as 14 of the 16 OCCS technologies remained unselected.
The five ship types diverged into different fuel combinations according to their operational characteristics. Bulk carriers converged on green methanol, while tankers and others converged on green ammonia. Container ships transitioned to green ammonia after passing through the combination of fossil LNG and OCCS as a bridge, and LNG carriers retained the single pathway of fossil LNG and OCCS, as their cargo's boil-off gas serves as fuel. These results show that a policy mandating a single-fuel transition for all ship types is not efficient and that a differentiated approach by ship type is needed.
The average implicit carbon price of the emission-cap scenarios ranged from 400.5 to 490.1 USD/tCO2eq across scenarios. As the marginal abatement cost (MAC) at the cost-minimizing optimum, this is about 3.8 to 4.0 times the average abatement cost (105.1 to 122.9 USD/tCO2eq), a metric that collapses the entire analysis period into a single value. The price in individual years did not move in proportion to policy stringency. Scenarios that abate strongly from the outset showed a temporal reversal in which their MAC in later years became lower instead.
In the comparison of policy instruments, the limitation of a carbon tax that relies on rates fixed in advance became apparent. Even at 400 USD/tCO2eq, the tax did not reduce cumulative emissions enough to reach net-zero. The emission cap, by contrast, endogenously formed a carbon price higher than 400 USD/tCO2eq and achieved the target. Under an already stringent emission cap, a ban on newly constructed fossil-fueled ships left the implicit carbon price and cumulative emissions unchanged, producing no additional abatement.
In the sensitivity analysis of ZNZ fuel prices, the cumulative system cost through 2050 remained stable as the price-decline assumption was relaxed, with the additional cost increase limited to at most 6.1%. The green ammonia-centered transition pathway, however, held only when the assumed price decline was realized almost in full. When only 75% of the decline was realized, green ammonia supply fell to about 15.7% of the base case, and when only 50% was realized, it was replaced by the combination of green methanol and fossil LNG with OCCS.
The net-zero pathway from this model requires green ammonia at roughly 1.3 to 1.7 times the current global ammonia production by 2050, indicating that the key constraint on net-zero lies not in the availability of onboard technology but in expanding the production and supply chain of carbon-free fuels. This direction of fuel transition is consistent with IEA (2023), which projected a green ammonia-centered outlook, and with Raucci et al. (2023), which estimated e-ammonia demand at about 1.4 times the current level.
This study applied a bottom-up energy system optimization framework to international shipping, building an analytical approach that accounts for technology-level cost structures and emission factors across the entire analysis period. The distinction between the implicit carbon price and the average abatement cost, together with the temporal reversal of the year-by-year price, shows that the abatement cost of the net-zero transition must be assessed over the whole period rather than at a single point in time. The implicit carbon price derived here can serve not as the levy rate of the IMO Net-Zero Framework but as an upper-bound reference for the reward level of ZNZ fuels.
The results should be read together with the limitations arising from the model's simplifications. Fossil fuel prices were held fixed throughout the analysis period; because fossil fuels stay inexpensive under this assumption, the carbon price needed to drive the fuel transition appears higher than it would otherwise. The implicit carbon price derived here should therefore be interpreted as an upper-bound estimate, somewhat higher than the level actually required to reach net-zero. Analyzing global shipping as a single node also leaves regional differences in fuel supply and competition with other industries for the same green hydrogen unaccounted for, and the results rest on the premise that green ammonia can be supplied at scale. As a deterministic model that minimizes cost from single input values, it does not treat the uncertainty of fuel prices or the response of demand probabilistically, which remains a task for future research.
The cost-efficient path to net-zero in international shipping by 2050 does not emerge from a single fuel or a single policy. Reaching the target requires differentiation that accounts for diverse carbon-free fuels and the characteristics of each ship type, along with a combined design of emission caps and complementary policies. Large-scale early investment in blue fuels, moreover, risks becoming a stranded asset given the cost decline of green fuels and the bridging role of the combination of fossil LNG and OCCS. This study provides quantitative evidence for these findings to support the design of the reward mechanism under the IMO Net-Zero Framework and the shipping policies of individual countries.

배출 상한은 400 USD/tCO2eq.

배출 상한은 400 USD/tCO2eq.
