Spatial inequality in public service distribution across Indonesian secondary
cities lacks integrated, data-driven measurement tools. This study develops the Smart
Growth Management Index (SGMI), a formative composite index measuring urban
development performance across Kupang City's six subdistricts. The SGMI is
constructed from official secondary data drawn from BPS Kota Kupang (2024),
Kecamatan dalam Angka (2024/2025), and PODES 2024 operationalized through
four pillars: Density, Education, Health, and Economy and Mobility, standardized
    via Min-Max Normalization with equal weighting (w = 0.25 per pillar). A
community perception survey using equal allocation stratified sampling (n = 120)
provides triangulation validation. Results reveal sharp spatial polarization: Kota
Lama scores highest at 0.972 while Maulafa scores lowest at 0.249, a composite
range of 0.723 points. Three subdistricts Kelapa Lima, Alak, and Maulafa are
classified as Low SGMI Performance, each with diagnostically distinct deficit
profiles demanding differentiated policy responses. Triangulation confirms rank
convergence across all six subdistricts, supporting evidence for the empirical
relevance of the SGMI rankings. A sensitivity analysis under a health-weighted
scenario confirms that the top-tier rankings remain stable. This study recommends
immediate healthcare decentralization in Kelapa Lima, fixed-route transit expansion
in Alak and Maulafa, and formal institutionalization of the SGMI within Kupang
City's RPJMD 2026–2031 monitoring framework as a replicable instrument for
    evidence-based urban governance.

(Smart Growth Management Index,
BPS Kota Kupang(2024),
