    Since the beginning of the twenty-first century, population ageing has developed from a demographic phenomenon that first appeared in some developed countries into a global, persistent, and structural social trend. With declining fertility, increasing life expectancy, and continuing changes in family structure, ageing is no longer merely a matter of changes in the age structure of the population. Rather, it has become a comprehensive social policy issue closely related to old-age security, medical services, long-term care, community support, the restructuring of family responsibility, and the transformation of welfare governance.
    China, as one of the countries with the largest older population in the world, has already entered an aged society. Its ageing process is - 155 -
    characterized by a large older population, rapid development, marked regional differences, urban-rural imbalance, the weakening of family care capacity, and increasingly complex care needs. In this context, how to restructure welfare responsibilities among the state, the market, society, and the family under state leadership, and how to promote a shift in ageing policy from fragmented responses to integrated governance, have become important issues that require further examination in the study of China’s ageing policy.
    This study examines the improvement of welfare policy in the context of China’s aged society. Based on the theory of welfare pluralism, it identifies the state, the market, society, and the family as four core actors of responsibility in ageing policy. On this basis, this study selects South Korea, Japan, the United Kingdom, and Sweden as comparative cases. Using literature review and comparative analysis, it systematically examines the institutional logic, responsibility allocation, service provision structure, community support mechanisms, and adjustment of family responsibility in the ageing policies of these four countries. It further discusses the implications of these experiences for the improvement of China’s ageing policy.
    The study finds that the main problems facing China’s ageing governance do not lie in the complete absence of policies. Rather, they lie in structural issues such as institutional fragmentation, insufficient interdepartmental coordination, uneven local implementation, the lack of publicness and standardization in market-based services, weak community-level service capacity, and the continued burden of family care. More specifically, at the state level, China has gradually strengthened the strategic status of ageing policy, but vertical linkage and horizontal cooperation among old-age care, - 156 -
    medical care, long-term care, community services, and family support systems remain insufficient. At the market level, the supply of elderly care services has continued to expand, yet tensions remain among service quality, entry standards, regulatory mechanisms, and public policy goals. At the social level, the importance of communities and social organizations has become increasingly evident, but community-level service capacity, resource integration capacity, and stable cooperation mechanisms remain underdeveloped. At the family level, the family still bears an important care responsibility. However, the shrinking size of families, the expansion of population mobility, and the increase in intergenerational separation have created practical difficulties for the traditional family-based care model.
    The comparative analysis of South Korea, Japan, the United Kingdom, and Sweden shows that, although these countries differ in welfare regimes, institutional pathways, and responsibility arrangements, they share one important experience: effective ageing policy cannot rely solely on the expansion of a single institution. It must be based on institutional integration, cooperation among actors, and sustained governance capacity. The South Korean case shows the importance of state-led long-term care system building and the integration of medical care, care services, and community support. The Japanese case demonstrates that the combination of long-term care insurance and the community-based integrated care system can help shift care responsibility from family-based responsibility to social sharing. The British case illustrates the importance of local governments, the social care system, and diversified service provision in supporting older people to live in their communities. The Swedish case highlights the foundational role of universal welfare traditions and local - 157 -
    public responsibility in ageing governance.
    Based on this analysis, this study argues that the improvement of China’s ageing policy should proceed at three levels. First, at the level of policy transformation, ageing policy should shift from fragmented responses to integrated governance, from the quantitative expansion of single institutions to organic linkage among institutions, and from the maintenance of family responsibility to the strengthening of family support systems. Second, at the level of policy implementation, China should strengthen institutional arrangements under state leadership, promote coordination among old-age care, medical care, long-term care, community services, and family support, and enhance the capacity of communities to deliver and implement services. Third, at the level of governance, China should gradually build a China-specific collaborative governance system for ageing, based on its institutional environment, social structure, and governance foundation. Such a system should combine state leadership, multi-actor participation, institutional integration, and long-term sustainability.
    The theoretical significance of this study lies in its specification of welfare pluralism into four actors of responsibility: the state, the market, society, and the family. It applies this framework to a comparative analysis of ageing policies across countries, thereby providing a more systematic analytical framework for understanding the restructuring of welfare responsibility in an aged society. Its practical significance lies in the fact that it does not merely introduce foreign experiences. Instead, through cross-national comparison and in light of China’s ageing realities, it proposes policy improvement directions that are both structural and practically relevant. Overall, the future development of China’s ageing - 158 -
    policy should not be limited to expanding the quantity of services or improving individual institutions. Greater attention should be paid to institutional linkage, cooperation among actors, and the long-term sustainability of the governance system.
