This paper addresses fusion filtering for multi-step out-of-sequence measurements (OOSM) in polar coordinates provided by heterogeneous sensors. In such environments, signal-processing delays, communication latencies, and different sampling periods cause temporal inconsistencies between measurements, which can degrade fusion-filter performance. This problem becomes more challenging when Cartesian target states must be estimated from polar measurements. Conventional approaches rely on re-processing techniques or equivalent-measurement concepts based on linear system assumptions; however, their practical implementation is challenging because they require repeated relinearization and large storage requirements to handle the inherent nonlinearity between polar measurements and state variables.
To overcome these limitations, this paper proposes a polar OOSM fusion technique based on the multiplicative-uncertainty robust Kalman filter (µRKF). By introducing a line-of-sight (LOS) coordinate system, the µRKF represents polar measurements as linear measurement equations, providing a practical architecture for the OOSM fusion problem. The proposed algorithm consists of retrodiction to the OOSM time, state update using the delayed measurement, and post-correction to reflect the update results in the current state estimate. Notably, to explicitly account for the correlation between the accumulated process noise and the state estimates between the OOSM time and the current time, an augmented state is constructed by combining the past state variables with the accumulated process noise. Measurements already processed from the OOSM time to the current time are then represented as equivalent information increments and incorporated into an information-form cost function. As a result, the multi-step OOSM fusion problem is reformulated as a single-step information fusion problem.
The proposed approach leverages the linear characteristics of the µRKF to provide fusion performance equivalent to re-processing techniques without the need for additional calculations of complex equivalent measurement noise covariances or Jacobian matrices. This efficiency allows for a significant reduction in both memory requirements and computational burden. Simulation results for various measurement delays and measurement nonlinearities show that the proposed method achieves reliable OOSM fusion performance with reduced memory requirements and computational burden compared with existing OOSM filtering methods.
