Against the backdrop of a new wave of technological revolution and deepening industrial transformation, the digital economy has become an important force reshaping the global economic structure and international capital flows. With the transformation of China’s stage of economic development and the deepening of its opening-up pattern, China’s international capital flows have increasingly shown a two-way interactive feature, shifting from a pattern mainly centered on foreign capital utilization to one that gives equal importance to both “bringing in” and “going global.” In this context, systematically examining the mechanisms through which the digital economy affects China’s inward and outward FDI is helpful not only for deepening research on the relationship between the digital economy and international investment, but also for providing theoretical and practical implications for promoting China’s high-level opening-up, optimizing international capital allocation, and
improving the quality of open economic development.
This study uses China’s provincial panel data from 2015 to 2023 and prefecture-level city panel data from 2005 to 2023. Based on international investment theory, new economic growth theory, industrial upgrading theory, and transaction cost theory, this study constructs an integrated analytical framework to examine the impact of the digital economy on the interrelationship of China’s two-way FDI. It conducts a systematic empirical analysis from two dimensions: outward foreign direct investment (OFDI) and inward foreign direct investment (IFDI). Specifically, the OFDI part mainly investigates the impact of the digital economy on firms’ “going global” activities and the moderating role of openness conditions, while the IFDI part focuses on the impact of the digital economy on foreign capital inflows and the roles of industrial structure upgrading and digital infrastructure. In terms of empirical design, this study comprehensively applies fixed-effects models, instrumental variable methods, mediation effect models, moderation effect models, PPML estimation, Bootstrap mediation tests, and System GMM dynamic panel identification. Through these methods, it systematically examines the economic effects of the digital economy on two-way international capital flows from multiple dimensions, including impact direction, internal mechanisms, empirical identification, boundary conditions, and regional heterogeneity.
The main findings are as follows. First, the improvement of the digital economy significantly promotes the expansion of China’s OFDI. This conclusion remains robust after controlling for a series of macroeconomic characteristics, province fixed effects, and year fixed effects. Further PPML estimation, instrumental variable estimation, and System GMM dynamic panel identification also confirm the positive effect of the digital economy on OFDI, indicating that the conclusion is not driven by heteroskedasticity, static model specification bias, or simple trend co-movement. Meanwhile, the level of openness plays a significantly positive moderating role in the process through which the digital economy promotes OFDI. The higher the level of openness, the stronger the promoting effect of the digital economy on firms’ “going global” activities. This suggests that, when affecting capital outflows, the digital economy mainly works through improving firms’ internationalization capabilities, enhancing cross-border resource allocation efficiency, and amplifying the effect of openness conditions.
Second, the digital economy significantly promotes inward foreign direct investment. Regions with higher levels of digital economy development tend to have stronger capabilities to attract foreign capital. The results show that the digital economy effectively enhances regional attractiveness to foreign-invested enterprises by improving information transparency, optimizing the business environment, enhancing market operation efficiency, and strengthening regional industrial carrying capacity. Further mechanism tests show that industrial structure upgrading plays a robust partial mediating role in the relationship between the digital economy and IFDI. This indicates that the digital economy can not only directly improve the regional investment environment, but also indirectly strengthen a region’s ability to attract and absorb high-quality foreign investment by promoting the optimization and upgrading of industrial structure. The Bootstrap mediation test further confirms that the indirect effect of the digital economy on IFDI through industrial structure upgrading is significant, and that the confidence interval does not include zero, indicating the robustness of this mediating mechanism.
Third, digital infrastructure, as an important material foundation for the development of the digital economy and a key carrier of digital factors, plays a significantly positive moderating role in the relationship between the digital economy and inward foreign direct investment. The higher the level of digital infrastructure, the stronger the promoting effect of the digital economy on foreign capital inflows. This suggests that the positive effect of the digital economy on capital inflows is not automatically realized in all regions, but is significantly constrained by regional digital infrastructure, data transmission capacity, digital service provision capacity, and institutional carrying conditions. Only in regions with relatively well-developed digital infrastructure can the advantages of information matching, institutional transparency, and industrial coordination brought by the digital economy be more effectively transformed into actual attractiveness for foreign investment.
Fourth, the promoting effect of the digital economy on two-way international capital flows differs significantly across regions, locational conditions, and stages of development. In essence, this reflects differences in regions’ absorptive and carrying capacities in transforming digital advantages into actual investment capabilities. For OFDI, such differences are mainly reflected in regional firms’ internationalization capabilities, openness foundations, and cross-border operating conditions. For IFDI, such differences are mainly reflected in regional industrial foundations, locational attractiveness, digital infrastructure levels, and foreign investment absorption environments. Therefore, the digital economy does not promote capital flows with equal intensity across all regions and in all directions. Instead, its effects show clear regional embeddedness and conditional dependence.
Overall, the digital economy has become an important factor affecting the interrelationship of China’s two-way FDI. Its role is not manifested as simple and homogeneous expansion in scale, but rather shows the basic characteristics of joint promotion, differentiated paths, differentiated identification logic, differentiated conditions, and regional divergence. On the one hand, the digital economy significantly promotes
both OFDI and IFDI, demonstrating a joint promoting effect on China’s two-way capital flows. On the other hand, its effect on OFDI is mainly reflected in firm capability enhancement and the amplification effect of openness conditions, whereas its effect on IFDI is mainly reflected in investment environment optimization, the transmission effect of industrial structure upgrading, and the strengthening effect of digital infrastructure. From the perspective of the interrelationship of two-way FDI, this study enriches research on the relationship between the digital economy and international investment, reveals the differentiated mechanisms through which the digital economy affects capital inflows and outflows, and enhances the robustness and credibility of its conclusions through identification methods such as PPML, System GMM, and Bootstrap. More importantly, this study shows that the digital economy does not merely promote the parallel expansion of OFDI and IFDI, but strengthens the functional complementarity between capital outflows and capital inflows. It thus provides systematic empirical
evidence and policy implications for understanding China’s high-level opening-up and the optimization of international capital allocation in the context of the digital economy.
