This study analyzes how the competitive conditions and corporate strategies of the EV battery industries in Korea and China are reconfigured during a period in which the Global Value Chain (GVC) is shifting from a cost- and efficiency-oriented logic of optimization toward a security-, resilience-, and norm-based logic of relocation. The analysis begins from the premise that changes in norms and policies have strengthened new rules within the value chain—such as traceability, localization requirements, recycled materials, and carbon-related information—thereby constraining firms’ choices in procurement, production, technology, and cooperation.
Accordingly, this study examines the strategic combinations adopted at the firm level through case analyses of L Company, S Company, C Company, and B Company. These findings are classified according to the four determinants of Porter’s diamond model (factor conditions, demand conditions, related and supporting industries, and firm strategy, structure, and rivalry) to propose strategies for strengthening competitiveness. Furthermore, this study cross-organizes four strategic axes—supply chain diversification, overseas production and location, technological trajectory, and customer–partner ecosystems—to visualize how national competitive conditions are projected into corporate strategies.
The findings show that strategic differentiation between Korean and Chinese firms is best explained by differences in systematic responses to common regulatory pressures. Korean firms align their strategies toward strengthening market access and trust within a "Trusted Value Chain" (TVC) by combining regulatory compliance with high reliability and performance. Their strategies are integrated across the four axes: supply chains are redesigned for regulatory requirements; overseas production focuses on localization in North America and Europe; technological trajectories prioritize high-performance differentiation; and customer–partner ecosystems emphasize joint development and risk sharing with finished vehicle manufacturers.
In contrast, Chinese firms leverage vertical integration and a strong domestic market base to maintain scale and cost competitiveness, while absorbing external regulatory risks through the diversification of production bases and markets. Their strategy combines scalability, process innovation, and multi-location structures where cooperation and competition intersect. However, overcapacity and tightening external regulations operate as significant constraints.
This study confirms that the focal point of competition has shifted from simple regulatory compliance to the transformation of compliance into a strategic asset. National competitive advantage is interpreted as an institutional asset that provides firms with the execution capacity for compliance and the foundation for system-level trust. Industrial competition unfolds as a contest over value chain design and governance. Consequently, this study suggests that the implementation foundations for regulatory compliance—including standards, data interoperability, certification, and carbon/recycled material management—constitute a core source of competitiveness. Policy-wise, it emphasizes that institutional design should be aligned to support corporate strategic choices based on the determinants of the diamond model.
