This study aims to analyze the transformation of major discourses surrounding artificial intelligence (AI)-based education policy, focusing on the AI Digital Textbooks (AIDT), and to examine how hegemonic dominance was established and reconfigured through the articulation and contestation of competing discourses. Furthermore, this study interprets, from the perspective of non-articulation, the condition in which multiple discursive elements were connected to the policy but failed to form a stable articulation with educational values. Based on this analysis, the study seeks to derive implications for the discursive operation of education policy in Korea.
The research questions were as follows. First, what discourses emerged during the formation of the AI Digital Textbooks policy? Second, how did the discourses surrounding the AI Digital Textbooks policy compete with one another? Third, which discourses attained hegemonic dominance during the formation of the AI Digital Textbooks policy, and how did that dominance manifest itself? Fourth, what relationship emerged between policy discourse and educational values during the formation and transformation of the AI Digital Textbook (AIDT) policy, and what implications does this process have from the perspective of non-articulation?
To address these research questions, this study analyzed a total of 80 documents published between February 2023 and February 2026, including press releases issued by the Ministry of Education, newspaper editorials, columns, and opinion articles, as well as statements and press releases published by teachers’ organizations and civil society organizations. Discourse analysis was employed as the primary methodological approach, while text mining was used as a supplementary method to identify trends in key vocabulary and changes in meaning.
The findings are as follows.
First, four major discourses emerged during the formation of the AI Digital Textbooks policy: the government-led policy implementation discourse, the technological innovation and national strategy discourse, the educational publicness discourse, and the school-context discourse. The government-led policy implementation discourse constructed AI Digital Textbooks as a core policy instrument for realizing personalized education and innovation in public education. The technological innovation and national strategy discourse linked the policy to digital transformation, national competitiveness, AI talent development, and the EdTech industrial ecosystem, thereby expanding the meaning of AI Digital Textbooks as a strategic instrument supporting the nation’s future and industrial competitiveness.
In contrast, the educational publicness discourse reinterpreted the policy by focusing on students’ right to education, personal data protection, educational inequality, the responsibility of public education, and state responsibility for policy oversight. The school-context discourse presented teachers’ professional judgment and participation, workload, school choice, digital infrastructure, and the conditions of classroom implementation as major criteria for policy legitimacy. The text-mining results also showed that vocabulary associated with teachers, students, schools, and school contexts consistently appeared alongside terms related to technological innovation and education reform.
Second, discursive competition surrounding the AI Digital Textbooks policy extended beyond support for or opposition to the adoption of the policy. It centered on who had the authority to define the legitimate meaning of the policy, the criteria by which it should be evaluated, and the rights and responsibilities of policy actors. Government discourse presented personalized learning, the reduction of educational inequality, support for teachers’ instruction, and innovation in public education the expected outcomes of policy implementation. Critical discourse, however, reframed these outcomes as claims requiring verification and argued that the validation of educational effectiveness, protection of personal information, teacher participation, infrastructure development, and social consensus should precede implementation.
In government discourse, terms such as “support,” “capacity building,” and “successful implementation in schools” represented the role of the state in enabling policy implementation. In critical discourse, however, these terms were reinterpreted as potential sources of increased teacher workload, compulsory training, restricted choice, and the transfer of policy responsibility to schools. The contestation between “textbook” and “educational material” similarly involved disputes over legal status, mandatory use, state responsibility for quality assurance, and the autonomy of schools and teachers. In this process. teachers were differently constructed either as policy implementers or as professional decision-makers, while students were positioned either as beneficiaries of personalized learning or as rights-bearing subjects.
Third, the government-led policy implementation discourse and the technological innovation and national strategy discourse initially established hegemonic dominance. At an early stage of policy formation, “AI Digital Textbooks,” “personalized education,” and “introduction in 2025” were articulated into a coherent system of meaning. Official documents issued by the Ministry of Education, legal and administrative authority, budgetary resources, and the policy timeline institutionally supported this dominance. The technological innovation and national strategy discourse further reinforced the urgency and pioneering character of the policy by linking it to digital transformation, global competition, and AI talent development.
However, as the specific content of the policy and the conditions of school implementation became more visible, personal data protection, verification of educational effectiveness, teacher participation, infrastructure gaps, school choice, and legal status emerged as major issues. Consequently, the educational publicness discourse and the school-context discourse challenged the existing hegemonic dominance and contributed to its destabilization and reconfiguration. The change to the legal status of AI Digital Textbooks from officially approved textbooks to educational materials indicated that the discourses of educational publicness and school autonomy had gained relative dominance in this particular policy arena.
Nevertheless, the technological innovation and national strategy discourse retained its centrality in policy areas such as AI talent development, support for universities, regional innovation, and industrial collaboration. Thus, the reconfiguration of hegemony did not result from the replacement of one discourse by another. Rather, discursive dominance became differentiated and redistributed across policy issues and institutional domains.
Fourth, the formation and transformation of the AI Digital Textbooks policy were interpreted as a condition of non-articulation in which policy discourse and educational values failed to establish stable relationship. AI Digital Textbooks were connected to a wide range of discursive elements, including future education, personalized learning, innovation in public education, the reduction of educational inequality, national competitiveness, AI talent development, and the industrial ecosystem. However, these articulations did not form stable relationships with students’ growth, teacher professionalism, educational publicness, school autonomy, personal data protection, social consensus, and state responsibility.
Government discourse and critical discourse constructed different vocabularies, modalities, sources of authority, and identities for policy actors. Rather than sufficiently incorporating the concerns raised by competing discourses and forming new meaning relations, each discourse reinforced its own system of justification.
In this study, non-articulation does not refer to a condition in which the policy is disconnected from all values. Rather, it refers to a state and cumulative processs in which multiple discursive elements are connected to a policy but fail to form stable relationships among educational values, authority, and responsibility. Even after the legal status of AI Digital Textbooks was changed to that of educational materials, unresolved issues concerning educational publicness, teacher professionalism, students’ rights, school autonomy, and state responsibility remained and carried over to subsequent AI-based education policies.
Taken together, the findings indicate that the AI Digital Textbooks policy was not merely a policy for introducing technology into schools. It was a process in which future education and national competitiveness, educational publicness and school context, state authority and teachers’ professional judgment, and technological innovation and students’ rights were articulated and contested in different ways. At the initial stage, the government-led policy implementation discourse and the technological innovation and national strategy discourse established semantic and institutional dominance. However, the rise of the educational publicness discourse and the school-context discourse destabilized this dominance and led to a reconfiguration of the policy’s legal status and the distribution of authority. At the same time, the policy exhibited a condition of non-articulation in which multiple discursive elements were connected to the policy but failed to establish stable relationships with educational values.
The significance of this study lies in its analysis of the AI Digital Textbooks policy not only in terms of technological effects or changes in legal status, but as a process in which policy meaning were formed, contested, and reconfigured through discourse. By interpreting the condition in which educational values, authority, and responsibility failed to become stably articulated with one another despite the presence of multiple discursive connections as non-articulation, this study provides an analytical perspective for examining the legitimacy and sustainability of AI-based education policy.

이 연구는 AI 디지털교과서(AIDT) 정책을 중심으로 인공지능(AI) 기반 교육정책의 주요 담론이 형성되고 변동하는 과정을 분석하고, 담론의 접합과 경합 속에서 헤게모니적 우위가 형성되고 재편되는 양상을 살펴보는 것을 목적으로 한다. 나아가 다양한 담론 요소가 정책과 결합하였음에도 교육적 가치와 안정적으로 접합되지 못한 정책 담론의 양상을 미접합의 관점에서 해석하고, 이를 통해 한국 교육정책의 담론적 작동 방식에 관한 시사점을 도출하고자 하였다.
연구 문제는 다음과 같다. 첫째, AI 디지털교과서 정책의 형성 과정에 어떠한 담론들이 존재하였는가? 둘째, AI 디지털교과서 정책을 둘러싼 담론들의 경쟁 양상은 어떠했는가? 셋째, AI 디지털교과서 정책의 형성 과정에서 어떤 담론들이 헤게모니적 우위를 획득했으며, 그 양상은 어떻게 나타났는가? 넷째, AI 디지털교과서(AIDT) 정책의 형성과 변동 과정에서 정책 담론과 교육적 가치는 어떠한 관계를 형성하였으며, 그 과정은 미접합의 관점에서 어떠한 시사점을 도출할 수 있는가? 이 연구 문제들을 답하기 위해, 2023년 2월부터 2026년 2월까지 생산된 교육부 보도자료, 신문 사설·칼럼·기고문, 교원단체와 시민단체의 성명서 및 보도자료 등 총 80편을 분석하였다. 연구 방법으로는 담론 분석을 기본 접근으로 적용하고, 주요 어휘와 의미 변화의 경향을 확인하기 위해 텍스트마이닝을 보조적으로 활용하였다.
연구 문제에 따른 연구 결과는 다음과 같다. 첫째, AI 디지털교과서 정책의 형성 과정에서는 정부 주도 정책추진 담론, 기술혁신·국가전략 담론, 교육 공공성 담론 및 학교 현장성 담론이 주요하게 나타났다. 정부 주도 정책추진 담론은 AI 디지털교과서를 학생별 맞춤형 교육과 공교육 혁신을 실현하기 위한 핵심 정책수단으로 구성하였다. 기술혁신·국가전략 담론은 이를 디지털 전환, 국가경쟁력, AI 인재 양성 및 에듀테크 산업 생태계와 결합하면서 국가의 미래와 산업 경쟁력을 뒷받침하는 전략적 수단으로 의미를 확장하였다. 반면 교육 공공성 담론은 학생의 학습권과 개인정보 보호, 교육격차, 공교육의 책임 및 국가의 관리 책임을 중심으로 정책을 재해석하였다. 학교 현장성 담론은 교사의 전문적 판단과 참여, 업무 부담, 학교 선택권, 디지털 인프라 및 수업 실행 조건을 정책 정당성의 주요 기준으로 제시하였다. 텍스트마이닝에서도 기술혁신과 교육개혁에 관한 어휘와 함께 교사, 학생, 학교 및 현장에 관한 어휘가 지속적으로 확인되었다.
둘째, AI 디지털교과서 정책을 둘러싼 담론 경쟁은 정책 도입에 대한 찬반을 넘어 정책의 정당한 의미와 판단 기준, 정책 주체의 권한과 책임을 누가 규정할 것인가를 둘러싸고 전개되었다. 정부 담론은 맞춤형 학습, 교육격차 해소, 교사의 수업 지원 및 공교육 혁신을 정책 도입을 통해 실현할 수 있는 효과로 제시하였다. 반면 비판 담론은 이러한 효과를 검증이 필요한 주장으로 재구성하고, 교육적 효과의 검증, 개인정보 보호, 교사 참여, 인프라 구축 및 사회적 합의가 먼저 이루어져야 한다고 주장하였다. 정부 담론에서 ‘지원’, ‘역량 강화’, ‘현장 안착’은 정책 실행을 가능하게 하는 국가의 역할로 제시되었으나, 비판 담론에서는 교사의 업무 증가, 연수 부담, 제한된 선택권 및 정책 책임의 학교 전가 가능성으로 재해석되었다. ‘교과서’와 ‘교육자료’를 둘러싼 경쟁도 법적 지위, 사용 의무, 국가의 품질 관리 책임, 학교와 교사의 선택권을 둘러싼 경쟁으로 나타났다. 이 과정에서 교사는 정책의 실행 주체와 전문적 판단 주체로, 학생은 맞춤형 학습의 수혜자와 권리 주체로 서로 다르게 구성되었다.
셋째, AI 디지털교과서 정책의 형성 과정에서는 정부 주도 정책추진 담론과 기술혁신·국가전략 담론이 초기의 헤게모니적 우위를 형성하였으나, 교육 공공성과 학교 현장성 담론의 부상에 따라 그 우위가 균열되고 재편되었다. 정책 초기에는 ‘AI 디지털교과서’, ‘맞춤형 교육’, ‘2025년 도입’이 하나의 의미체계로 결합하였으며, 교육부의 공식 문서, 법적·행정적 권한, 예산 및 정책 일정은 이러한 우위를 제도적으로 뒷받침하였다. 기술혁신·국가전략 담론은 정책을 디지털 대전환, 글로벌 경쟁 및 AI 인재 양성과 연결하면서 정책추진의 시급성과 선도성을 강화하였다. 그러나 정책의 구체적인 내용과 학교 적용 조건이 가시화되면서 개인정보 보호, 교육적 효과의 검증, 교사 참여, 인프라 격차, 학교 선택권 및 법적 지위가 주요 쟁점으로 부상하였다. AI 디지털교과서의 법적 지위가 교과용 도서에서 교육자료로 전환된 것은 교육 공공성과 학교 자율성 담론이 해당 쟁점에서 상대적 우위를 확보한 결과였다. 다만 AI 인재 양성, 대학 지원, 지역 혁신 및 산업연계의 영역에서는 기술혁신·국가전략 담론이 중심성을 유지하였다. 따라서 헤게모니의 재편은 한 담론이 다른 담론을 대체한 결과라기보다 정책 쟁점과 영역에 따라 담론의 우위가 분화되고 재배치된 과정으로 나타났다.
넷째, AI 디지털교과서 정책의 형성과 변동 과정에서는 정책 담론과 교육적 가치가 안정적인 관계를 형성하지 못하는 미접합의 양상으로 해석한다. AI 디지털교과서는 미래교육, 맞춤형 학습, 공교육 혁신, 교육격차 해소, 국가경쟁력, AI 인재 양성 및 산업 생태계 등 다양한 담론 요소와 결합하였다. 그러나 이러한 결합은 학생의 성장, 교사 전문성, 교육 공공성, 학교 자율성, 개인정보 보호, 사회적 합의 및 국가책임과 안정적인 관계를 형성하지 못하였다. 정부 담론과 비판 담론은 서로 다른 어휘와 양태, 권위의 근거 및 정책 주체의 정체성을 구성하였으며, 상대 담론의 문제 제기를 충분히 수용하여 새로운 의미관계를 형성하기보다 각자의 정당화 체계를 강화하였다.
이 연구에서 미접합은 정책이 어떠한 가치와도 연결되지 않은 상태를 의미하지 않는다. 다양한 담론 요소가 정책과 결합하였음에도 교육적 가치와 권한·책임의 관계가 안정적으로 형성되지 못한 상태와 그 누적 과정을 의미한다. AI 디지털교과서의 법적 지위가 교육자료로 전환된 이후에도 교육 공공성, 교사 전문성, 학생 권리, 학교 자율성 및 국가책임의 문제는 충분히 해소되지 않았으며, 이러한 쟁점은 후속 AI 교육정책으로 이동하였다.
이상의 결과를 종합하면, AI 디지털교과서 정책은 기술을 학교에 도입하는 정책에 한정되지 않고, 미래교육과 국가경쟁력, 교육 공공성과 학교 현장성, 국가의 권한과 교사의 전문적 판단, 기술혁신과 학생 권리가 서로 다른 방식으로 접합하고 경합한 과정이었다. 정책 초기에는 정부 주도 정책추진 담론과 기술혁신·국가전략 담론이 의미적·제도적 우위를 형성하였으나, 교육 공공성과 학교 현장성 담론의 부상으로 그 우위가 불안정해지고 정책의 법적 지위와 권한 관계가 재편되었다. 동시에 다양한 담론 요소가 정책과 결합하였음에도 교육적 가치와 안정적인 관계를 형성하지 못한 미접합의 양상으로 해석할 수 있다.
이 연구는 AI 디지털교과서 정책을 기술의 효과나 법적 지위의 변화로만 설명하지 않고, 정책의 의미가 담론을 통해 형성·경쟁·재편되는 과정으로 분석하였다는 데 의의가 있다. 또한 다양한 담론 요소가 정책과 결합하였음에도 교육적 가치와 권한·책임의 관계가 안정적으로 형성되지 못하는 상태를 미접합으로 해석함으로써, AI 기반 교육정책의 정당성과 지속가능성을 분석할 수 있는 관점을 제시하였다.
