본 연구는 12·3 비상계엄 상황에서 등장한 시민 주도 아카이브를 대상 으로 디지털이라는 미디어 환경에서 시민들의 기록 실천이 사회의 기억으 로 이어지는 과정을 기록학·미디어학·공공역사·공론장 등 개념의 교차 점에서 규명하고자 하였다. 구체적으로 매클루언의 미디어 테트라드 모델, 업워드의 레코드 컨티뉴엄 모델, 공공역사와 공론장 개념을 통합하여 분석 의 틀을 구성하여 2025년 제10회 휴먼테크놀로지어워드(HTA)에서 시빅테크 상을 받으며 사회적으로 인정받은 개인·단체로 대상을 한정하였다. 또한 각 아카이브를 유형화하는 축으로 미디어의 자율성, 수집된 기록의 성격, 기록에서 행동으로의 연결 등을 제시하였다. 특히 본 연구는 시민기록 실 천이 사회적 기억으로 전환되는 과정을 「플랫폼→기록→아카이브→기억→ 역사」의 5단계 체인으로 구조화하고, 테트라드 네 차원의 관찰 지표를 분 석 단위별로 제시하였다. 통합 분석 틀을 적용하여 다음과 같은 결과를 도출할 수 있었다. 첫째, 디지털 미디어는 사건의 진행과 기록의 생산·공유·해석을 일치하게 만들 었다. 둘째, 기록이 수장고에 쌓여있던 흐름과 국가·언론 주도의 게이트키 핑 권위가 쇠퇴하였음을 확인하였다. 셋째, 디지털 환경에서 감정의 역할과 감정이 디지털 기록의 구성 요소임을 드러냈다. 넷째, 세 효과들이 알고리 즘과 결합하여 집단 내 기억 순환과 사회적 기억의 파편화로 전환되는 역 설을 밝혔다. 이러한 분석의 결과를 바탕으로 디지털 시대 아키비스트에게 부여된 역할로 ‘맥락의 연결자’를 제안한다. 또한 메타 아카이브 플랫폼 구축, 국가 기관의 역할 재정립, 플랫폼 종속으로부터의 제도적 보호 장치, 시민 아키비스트를 위한 교육 프로그램 등을 과제로 제시한다. 결론적으로 본 연구는 디지털 미디어 시대 시민 주도 아카이브의 가치와 한계를 탐구 한 기초 연구로서 의의를 가진다.

This study examines citizen-led archives that emerged during the December 3 emergency martial law, seeking to clarify how citizens' record-making practices extend into social memory within the digital media environment, at the intersection of archival science, media studies, public history, and public sphere theory. Specifically, the analytical framework was constructed by integrating McLuhan's media tetrad model, Upward's Records Continuum model, and the concepts of public history and the public sphere. The scope was limited to individuals and organizations that received social recognition by winning the Civic Tech Award at the 10th Human Technology Award (HTA) in 2025. The study further proposed media autonomy, the nature of the collected records, and the linkage from record to action as axes for typologizing each archive. In particular, this study structured the process by which citizen record-making practices are transformed into social memory as a five-stage chain of “platform → record → archive → memory → history,” and presented observational indicators for the four dimensions of the tetrad according to each unit of analysis.
Applying this integrated framework, the following results were derived. First, digital media brought the unfolding of events into alignment with the production, sharing, and interpretation of records. Second, the study confirmed the decline of the long-standing pattern in which records accumulated in repositories, as well as the decline of the gatekeeping authority led by the state and the press. Third, it revealed the role of emotion in the digital environment and showed that emotion constitutes a component of digital records. Fourth, it uncovered the paradox whereby the preceding effects, combined with algorithms, are transformed into in-group memory circulation and the fragmentation of social memory. Based on these
analytical results, the study proposes the "connector of context" as the role assigned to archivists in the digital age. It further presents the following tasks: building a meta-archive platform, redefining the role of state institutions, establishing institutional safeguards against platform dependency, and developing educational programs for citizen archivists. In conclusion, this study holds significance as foundational research exploring the value and limitations of citizen-led archives in the age of digital media
