본 연구는 기지촌의 역사와 기지촌 여성의 기억이 한국 현대사의 중요한 일부임에도 불구하고, 오랫동안 공적 담론과 사회적 기억의 주변부에 머물러 왔다는 문제의식에서 출발한다. 기지촌은 한국전쟁 이후 미군 주둔과 냉전 질서, 국가안보와 경제개발의 논리 속에서 형성된 공간이었다. 그러나 이 과정에서 기지촌 여성에게 가해진 관리와 통제, 격리와 낙인의 경험은 충분히 기록되지 못했으며, 사회적으로도 온전히 논의되지 못하였다.
이에 본 연구는 기지촌의 사회적 기억 부재가 드러나는 장소로 동두천 성병관리소에 주목하였다. 동두천 성병관리소는 기지촌 여성의 성병 검진과 격리 수용이 이루어졌던 곳이자, 국가가 여성의 신체를 관리하고 통제한 구조적 폭력이 집약된 장소였다. 그러나 1996년 폐쇄 이후 이 장소는 오랫동안 방치되었고, 최근 보존과 철거를 둘러싼 갈등 속에서 사회적 논쟁의 대상으로 부상하였다. 본 연구는 이 갈등을 단순한 노후 건축물의 존폐 문제가 아니라, 기지촌의 과거를 어떻게 기억하고 해석할 것인가를 둘러싼 기억 갈등으로 파악하였다.
이를 위해 본 연구는 동두천 기지촌과 성병관리소의 형성·운영 과정, 국가의 기지촌 관리 체계와 인권침해의 구조, 성병관리소 보존·철거 갈등의 양상을 검토하였다. 또한 사회적 기억과 장소성, 갈등기억유산 논의를 바탕으로 성병관리소가 지닌 기록학적 의미를 분석하였다. 그 결과 성병관리소는 단순한 성병 관리 시설이 아니라, 국가가 여성의 신체를 도구화하고 인권을 침해했음을 보여주는 물리적 장소임을 확인하였다. 또한 보존·철거 갈등이 장소의 존폐를 넘어 기억의 정치 문제로 작동하고 있으며, 동두천 성병관리소가 지역의 부정적 이미지를 반복하는 낙인의 장소가 아니라 기지촌 여성의 기억을 사회적으로 가시화하고 국가폭력의 역사를 성찰하게 하는 기억의 장소로 전환될 필요가 있음을 확인하였다.
결론적으로 본 연구는 억압되고 침묵되었던 기지촌의 기억을 사회적 기억으로 형성하기 위하여 동두천 성병관리소 아카이빙을 제안한다. 이를 위해 장소성에 기반한 아카이브, 애도와 성찰의 장소, 기지촌 여성 인권 아카이브로서의 정체성, 문화적 기억공간으로서 아카이브 방향을 검토하였다. 또한 기록의 수집과 공개, 전시와 활용의 전 과정에서 기지촌 여성 당사자의 관점을 중심으로 이루어져야 함을 제시하고, 기지촌 여성들이 기억 형성의 주체로 자리할 수 있는 기록관리 원칙과 재현의 윤리를 제안하였다.
본 연구는 동두천 성병관리소 아카이빙을 침묵되고 왜곡되어 온 기지촌의 기억을 현재 사회가 함께 책임지고 논의할 수 있도록 매개하는 기록학의 사회적 실천으로 제시하였다는 점에서 의의가 있다. 이는 아카이빙이 단순히 과거의 기록을 보존하는 작업을 넘어, 기지촌의 기억을 지속적으로 해석하고 전승하는 과정이 될 수 있음을 보여준다. 다만 본 연구는 기지촌 여성 당사자와 현재 동두천 지역에 살아가는 다양한 주체의 구술을 직접 채록하지 못하고, 기존 기록과 이론적 논의를 중심으로 분석을 진행하였다는 한계를 지닌다. 향후 연구에서는 당사자 참여에 기반한 구술 채록과 기록화 방법론이 보다 구체적으로 논의될 필요가 있다.

This study begins with the critical awareness that the history of camptowns and the memories of camptown women have long remained on the margins of public discourse and social memory, despite constituting a significant part of modern Korean history. Camptowns were spaces formed after the Korean War within the contexts of the long-term stationing of U.S. troops, the Cold War order, national security, and economic development. However, the experiences of management and control, confinement, and stigmatization imposed on camptown women in this process have not been sufficiently recorded or fully discussed in society.
In this context, this study focuses on the Dongducheon STI (Sexually Transmitted Infection) Management Center as a specific site where the absence of social memory surrounding camptowns is revealed. The Dongducheon STI Management Center was a place where STI screening and the confinement of camptown women took place, and where the structural violence through which the state managed and controlled women’s bodies was concentrated. Since its closure in 1996, the site had long been left neglected. Recently, however, it has resurfaced as a subject of social debate amid conflicts over its preservation and demolition. This study understands this conflict not as a simple question of whether to preserve or demolish an aging building, but as a memory conflict over how to remember and interpret the past of camptowns.
To this end, this study examines the formation and operation of the Dongducheon camptown and the STI Management Center, the state’s system of camptown management, the structure of human rights violations, and the dynamics of the preservation-demolition conflict surrounding the center. It also analyzes the archival significance of the STI Management Center based on discussions of social memory, placeness, and sites of memory associated with recent conflicts. The analysis shows that the STI Management Center was not merely a facility for STI management, but a physical site that reveals how the state instrumentalized women’s bodies and violated their human rights. It also shows that the preservation-demolition conflict operates as a matter of the politics of memory beyond the question of the site’s physical survival. Furthermore, the Dongducheon STI Management Center needs to be transformed not into a stigmatized site that reinforces negative local images, but into a site of memory that renders the memories of camptown women socially visible and enables reflection on the history of state violence.
In conclusion, this study proposes the archiving of the Dongducheon STI Management Center as a means of forming the suppressed and silenced memories of camptowns into social memory. To this end, it examines the direction of an archive based on placeness, an archive as a place of mourning and reflection, its identity as a human rights archive for camptown women, and an archive as a space of cultural memory. Furthermore, this study argues that the entire process of record collection, disclosure, exhibition, and use should be centered on the perspectives of camptown women themselves. It also proposes principles of records management and ethics of representation through which camptown women can be positioned as subjects in the formation of memory.
The significance of this study lies in presenting the archiving of the Dongducheon STI Management Center as a social practice of Archival Science that enables contemporary society to collectively discuss and take responsibility for the silenced and distorted memories of camptowns. This demonstrates that archiving can go beyond the simple preservation of records from the past and become a process of continuously interpreting and transmitting the memories of camptowns. However, this study has limitations in that it did not directly collect oral histories from camptown women or from diverse actors currently living in the Dongducheon area, relying instead on existing records and theoretical discussions. Future research should further develop oral history documentation and archival methodologies based on the participation of those directly concerne.
