    본 연구는 2026년 하반기 개관 예정인 강원랜드 탄광문화박물관(M650)을 대상으로, 산업유산에 내재된 기록과 기억을 공공적 가치로 전환하기 위한 아카이브 브랜딩(Archival Branding) 전략을 제안하는 것을 목적으로 한다. 강원랜드 탄광문화박물관(M650)은 대한민국 최대의 민영 탄광이었던 동원탄좌 사북광업소 부지에 조성되는 산업유산 기반 문화기억기관으로서 역사적 장소성과 진정성을 지니고 있다. 그러나 최근 산업유산을 활용한 문화재생은 관광 자원화와 시각적 연출 중심으로 전개되는 경향이 있으며, 사북 지역은 급격한 인구 감소와 고령화로 인해 광부들의 노동 경험, 탄광촌 생활문화, 사북항쟁 등 공동체 기억이 제도적으로 기록되지 못한 채 소멸할 위험에 직면해 있다. 이에 본 연구는 산업유산의 활용을 시설 보존이나 관광 활성화의 차원을 넘어, 기억의 사회적 승인과 문화적 가치 형성의 관점에서 접근하였다.
    이를 위해 문화기억 이론, 아카이브적 실천, 브랜드 자산 이론 및 상징자본 이론을 통합하여 산업유산 기반 문화기억기관에 적용 가능한 아카이브 브랜딩 전략 모델을 설계하였다. 연구방법으로는 문헌연구와 사례연구를 병행하였으며, 국립현대미술관, 국립중앙박물관, 증평기록관을 사례기관으로 선정하여 공간 조직, 이용자 경험, 공공적 권위 형성, 참여 구조 구축의 관점에서 분석하였다.
    사례 분석 결과, 세 기관은 구현 방식에는 차이가 있었지만 모두 기록 자산이 이용자의 경험과 결합하여 사회적 신뢰, 공공적 권위, 공공적 정당성을 형성하는 사회적 승인 구조를 구축하고 있었다. 이를 바탕으로 분산형 통합, 공공적 권위 형성, 참여 기반 자산화의 세 가지 아카이브 실천 원리를 도출하였으며, 이를 강원랜드 탄광문화박물관(M650)의 특수한 맥락에 재구성하여 선행적 기록 생산과 참여 구조 구축, 기억의 재맥락화와 경험 설계, 사회적 승인 구조 구축, 기억 거버넌스 구축, 산업유산의 서사적 통합의 다섯 가지 아카이브 브랜딩 전략을 제안하였다.
    본 연구는 산업유산을 단순한 보존 대상이나 관광 자원이 아니라 공동체 기억이 아카이브적 실천과 이용자 경험, 사회적 승인 과정을 거쳐 브랜드 자산과 상징자본으로 발전하는 문화기억 자산으로 재해석하였다. 또한 산업유산 기반 문화기억기관의 가치 형성 과정을 아카이브적 실천–이용자 경험–사회적 승인–브랜드 자산–상징자본으로 연결하는 통합적 설명 틀을 제시하고, 이를 바탕으로 강원랜드 탄광문화박물관(M650)에 적용 가능한 아카이브 브랜딩 전략 모델을 제안하였다는 점에서 학술적 의의를 가진다. 아울러 본 연구는 산업유산 기반 문화기억기관의 정체성 확립과 공공적 가치 제고를 위한 실천적 전략을 제시함으로써, 향후 유사한 산업유산 기반 문화기억기관의 운영과 브랜드 전략 수립을 위한 기초자료로 활용될 수 있을 것으로 기대한다.

    This study proposes an Archival Branding Strategy for the Kangwon Land Coal Mining Museum (M650), scheduled to open in the second half of 2026, with the aim of transforming the records and memories embedded in industrial heritage into public cultural value. Located on the former site of the Dongwon Coal Mine in Sabuk, once the largest private coal mine in Korea, M650 is a cultural memory institution distinguished by its historical authenticity and sense of place. However, recent industrial heritage regeneration projects have tended to emphasize tourism-oriented development and visually driven exhibitions, while the rapid population decline and aging of the Sabuk community have placed the memories of miners' labor, mining village life, and the Sabuk Uprising at risk of disappearing before they can be systematically documented and institutionalized. This study therefore approaches industrial heritage not merely from the perspective of preservation or tourism development, but from the perspective of social approval and public value formation.
    To address this issue, the study develops an Archival Branding Strategy Model by integrating theories of cultural memory, archival practice, brand equity, and symbolic capital. The research employs both literature review and case study methods. Three representative cultural memory institutions—the National Museum of Modern and Contemporary Art, Korea (MMCA), the National Museum of Korea (NMK), and Jeungpyeong Archive—were analyzed with respect to spatial organization, visitor experience, formation of public authority, and participatory structures.
    The findings reveal that, despite differences in their institutional contexts, all three cases established structures of social approval in which archival resources were transformed into public value through visitor experience, resulting in social trust, public authority, and public legitimacy. Based on these findings, the study identifies three archival practice principles: distributed integration, formation of public authority, and participation-based assetization. These principles are subsequently reconfigured into five Archival Branding strategies for M650: (1) proactive archival production and participatory structure building, (2) recontextualization of memory and experience design, (3) establishment of a social approval structure, (4) construction of memory governance, and (5) narrative integration of industrial heritage.
    This study reinterprets industrial heritage not simply as an object of preservation or a tourism resource, but as a cultural memory asset through which community memories are transformed into brand equity and ultimately accumulated as symbolic capital through archival practice, visitor experience, and social approval. Furthermore, it proposes an integrated analytical framework that explains the value formation process of industrial heritage-based cultural memory institutions through the sequence of archival practice–visitor experience–social approval–brand equity–symbolic capital. In doing so, the study presents both a theoretical framework and practical strategies for establishing the identity and public value of industrial heritage-based cultural memory institutions.
