This study proposes a simulation-based evaluation framework for the multi-stage dispatching problem in the grand and middle block assembly processes of shipyards, enabling the comparison of various scheduling policies under identical input data and operational constraints. A discrete-event simulation environment was developed to reflect the process flow consisting of line operations, outbound waiting, shelter operations, and inspection, together with operational constraints such as line capacity, outbound windows, shelter slots, and movement restrictions. Recognizing that a single metric is insufficient to capture the operational efficiency of such a multi-stage process, four key performance indicators (KPIs) were jointly considered: Makespan, the sum of predecessor-successor waiting times (Pred-Wait), the Shelter Balance Index (SBI), and the Sequence Line-load Shaping Index (SLSI). To complement the limitations of single-metric evaluation and to accommodate diverse evaluation perspectives aligned with operational objectives, two objective functions were designed: a Weighted sum formulation that normalizes and aggregates the four KPIs, and an 𝜀-Constraint formulation that treats Makespan as the primary objective while imposing threshold constraints on the remaining indicators. Based on this evaluation framework, experiments were conducted using priority rule-based policies (ESD, SPT, LPT), a random algorithm, a genetic algorithm (GA), and reinforcement learning-based policy search using terminal KPIs (RL-PS) as comparison algorithms. The experimental results showed that GA-based methods exhibited strengths in reducing Makespan and improving line-load smoothness, but tended to increase Pred-Wait, whereas RL-PS-based methods achieved only limited improvements in Makespan yet maintained Pred-Wait at a stable level and reduced SBI, confirming that different search mechanisms yield distinct operational trade-offs. Furthermore, the study demonstrated that the KPI characteristics of resulting schedules can be intentionally adjusted through the weights and constraint parameters of the objective function, indicating that these parameters can serve as practical tuning levers for reflecting field operators' priorities in the schedule. Rather than identifying a single optimal policy that dominates across all KPIs, the contribution of this study lies in providing an analytical basis through which scheduling alternatives can be compared and objective function configurations adjusted according to operational goals, thereby offering practical implications for shipyard block production scheduling.
