Despite increasingly severe penalties, drunk driving continues to occur at high rates of recidivism, indicating that enforcement-centered
policies alone have fundamental limitations in addressing this issue. In fact, about 80% of drunk drivers have reportedly never been
apprehended. This low detection probability fosters a perception among drivers that they are unlikely to be caught, thereby weakening
the deterrent effect of enforcement. Accordingly, enhancing drivers' perceived certainty of enforcement may be more critical than merely expanding the objective scale of enforcement operations. This study, grounded in Ajzen's Theory of Planned Behavior(1991), examined the effects of attitude toward drunk driving, subjective norms, and perceived behavioral control on drunk driving intention, and empirically tested whether perceived certainty of enforcement moderates these relationships. Data were collected through an online survey of 555 self-driving adults aged 19 and older across all 17 metropolitan and provincial regions of South Korea. Moderation analyses were conducted using SPSS 27.0 and the Process Macro 4.1. The results indicated that perception that significant others disapprove of drunk driving were associated with decreased drunk driving intention. Conversely, a greater perceived ability to control one's driving behavior while intoxicated was associated with
increased drunk driving intention. Moderation analyses revealed that perceived certainty of enforcement did not significantly moderate the
relationship between attitude and drunk driving intention. However, it significantly moderated the relationships between subjective norms
and drunk driving intention, as well as between perceived behavioral control and drunk driving intention. Specifically, as perceived certainty of enforcement increased, the inhibitory effect of subjective norms was strengthened, while the positive effect of perceived behavioral
control was weakened. These findings demonstrate that drunk driving intention is not solely determined by individual cognitive factors but is shaped through the interaction between cognitive factors and situational conditions such as enforcement. In particular, when perceived
certainty of enforcement is low, the inhibitory effect of social norms is insufficiently activated, and overconfidence in one's driving ability
exerts a stronger influence on drunk driving intention. This suggests that formal and informal sanctions can operate in an interconnected
manner. From a policy perspective, the findings suggest several key implications. First, high-visibility enforcement strategies combined
with media campaigns are needed to enhance perceived certainty of enforcement. Second, educational interventions should be implemented
to correct cognitive distortions related to attitudes toward drunk driving and perceived behavioral control. Third, prevention policies
based on social norm formation and civic participation need to be strengthened. This study contributes to the literature by integrating
the Theory of Planned Behavior and Deterrence Theory, empirically demonstrating that the two theoretical frameworks interact in shaping
drunk driving intention.
