As modern society enters a hyper-connected era driven by the rapid evolution of information and communication technologies, digital evidence has become the cornerstone of truth-finding in criminal proceedings. Despite its growing importance, digital evidence possesses unique technical vulnerabilities, including non-materiality, ease of replication, and the potential for undetectable alteration, which necessitate strict adherence to the principles of "Sameness" and "Integrity" for legal admissibility. Currently, domestic criminal justice infrastructure, represented by the Criminal Justice Information System (KICS) and the Integrated Digital Evidence Management System (D-net), relies on centralized, siloed architectures. This existing paradigm faces structural limitations, including inefficiencies in
large-scale data transfer, reliance on manual verification processes prone to human error, and a lack of transparency that frequently triggers public skepticism regarding potential unauthorized access or procedural improprieties.

To resolve these critical issues, this study proposes a next-generation integrated operational framework for a Digital Evidence Management System (DEMS) built upon a permissioned consortium blockchain, specifically leveraging the Hyperledger Fabric platform. Recognizing the security and confidentiality requirements of
state criminal justice networks, the framework adopts a hybrid storage model: while voluminous raw digital evidence remains in secure off-chain storage to maintain system performance, only essential cryptographic hash values, transaction metadata, and chain-of-custody logs are anchored onto the blockchain. This
architecture ensures mathematical proof of data integrity without compromising network efficiency. Furthermore, the study establishes a governance model under the central oversight of the Supreme Court, utilizing Smart Contracts to enforce automated, tamper-proof management of the evidence lifecycle—from initial seizure and transfer to final authorized disposal.

The proposed framework introduces several significant advancements. First, it enables secure data isolation through private channels and inter-agency interoperability, ensuring that only authorized participants can access specific case-related evidence, thereby upholding the principles of the chain of custody. Second, the inclusion of a "Defender Node" for legal counsel empowers defense teams to conduct real-time auditing of evidence handling, which serves as a robust mechanism to protect the defendant's rights and prevents the misuse of evidence for unauthorized investigations. Third, by utilizing Blockchain-as-a-Service (BaaS) infrastructure, the framework offers a cost-effective and highly feasible path to integrate these advanced technologies with legacy systems, ensuring compatibility within the existing public cloud ecosystem.

Ultimately, this research demonstrates that transitioning from a manual, human-dependent verification process to a technology-driven, automated management system significantly enhances judicial efficiency and transparency. By mathematically guaranteeing the authenticity of digital evidence and streamlining inter-agency collaboration, this framework not only facilitates the swift administration of justice but also solidifies public trust in the criminal justice system by systemically ensuring the protection of information subjects' fundamental rights.
