In recent years, North Korea has officially adopted the “Hostile Two-State Theory,” fundamentally redefining inter-Korean relations from a relationship aimed at national reunification to one characterized by hostility between two separate states. This shift represents more than a modification of North Korea’s policy toward South Korea; it reflects a broader transformation in its national security strategy and has significantly influenced the evolution of its cyber warfare strategy.
The purpose of this study is to examine the structural changes in North Korea’s strategy toward South Korea and its cyber warfare strategy following the adoption of the “Hostile Two-State Theory.” To achieve this objective, the study analyzes the historical evolution of North Korea’s strategy toward South Korea, examines the background and institutionalization of the “Hostile Two-State Theory,” and investigates how North Korea’s cyber warfare strategy has evolved in terms of objectives, targets, operational methods, and strategic functions.
The findings indicate that the “Hostile Two-State Theory” signifies a transition from a reunification-oriented policy toward a strategy centered on regime security and national survival. Accordingly, North Korea’s cyber operations have expanded beyond military and intelligence collection to include cryptocurrency theft, financial cybercrime, industrial technology theft, critical infrastructure attacks, information warfare, and cognitive warfare. Cyber warfare has become one of North Korea’s most important asymmetric capabilities for achieving national strategic objectives. Furthermore, emerging security issues, including advances in artificial intelligence (AI), the use of overseas IT personnel, and the expansion of military and technological cooperation with Russia, are expected to further enhance North Korea’s cyber warfare capabilities.
This study contributes to the existing literature by demonstrating that the transformation of North Korea’s strategy toward South Korea is structurally linked to changes in its cyber warfare strategy following the adoption of the “Hostile Two-State Theory.” In addition, it argues that North Korea’s cyber threats have evolved into complex security challenges that combine military operations, economic coercion, information warfare, psychological operations, and cognitive warfare. Based on these findings, the study suggests strengthening South Korea’s integrated national cyber security framework through closer cooperation among government agencies, the military, the private sector, and international partners. It is expected that this study will provide useful implications for future research on North Korea’s cyber strategy and for the development of national cyber security policies.
