South Korea became a super-aged society in 2025, when citizens aged 65 and older surpassed 20% of the total population, and this proportion has continued to rise through 2026, the time of this study. Simultaneously, more than 10 million apartment units — approximately 40% of the national housing stock — are classified as aging dwellings, having exceeded 30 years since their construction. At this intersection of two pressing social realities, the deployment of service robots (delivery, care, cleaning, security, and mobility assistance) within residential spaces has emerged as an urgent national agenda for supporting the independent daily lives of elderly residents.
However, the physical environments of aging apartment complexes in South Korea are fundamentally ill-suited for the autonomous operation of service robots. Multiple barriers coexist — including the absence or inadequate dimensions of elevators, insufficient corridor widths, excessive steps and slopes, and deficient communication infrastructure — while current remodeling codes make no provision for robot-operational environments. This study therefore aims to develop a systematic and practically applicable set of Robot-Friendly Design Criteria (RFDC) for realizing robot-friendly environments in the remodeling of aging apartment complexes.
This study adopted a four-stage sequential research methodology. In Stage 1, a systematic review of domestic and international precedents was conducted — including Singapore's IMDA Robot-Friendly Building Technical Reference (TR 93), Japan's MLIT Guidelines for Robot Utilization in Buildings, and ISO 13482 — to establish a three-axis analytical framework covering spatial design, facility systems, and digital infrastructure. In Stage 2, on-site measurement surveys were conducted at 20 apartment complexes of 500 or more units, built before 1990, located in the Seoul metropolitan area and major regional cities, yielding compliance data for 17 physical indicators and a priority matrix of 10 key barriers. In Stage 3, the field survey findings and literature review were synthesized to develop a draft RFDC comprising 44 items across four domains (spatial, facility, digital infrastructure, and safety management), organized in a three-tier hierarchy of M (Mandatory), R (Recommended), and O (Optional), along with a three-phase implementation roadmap differentiated by complex typology (Types A through D). In Stage 4, a 32-member expert panel from six disciplines participated in a three-round Delphi survey, with item-level consensus assessed using CVR, IQR, and Kendall's W. BIM reverse-engineering models were subsequently built for three representative complexes, and six robot operation scenarios were quantitatively evaluated using a ROS 2-based Gazebo simulator to empirically verify the effectiveness of the proposed criteria.
The field survey revealed that all 20 surveyed complexes failed to meet the minimum requirements for robot service operation. Elevator absence or dimensional non-compliance was found in 90% of complexes, insufficient corridor widths in 80%, and inadequate communication infrastructure in 75%. Robot charging stations, elevator-interface ports, and BLE beacon positioning infrastructure were entirely absent across all surveyed sites.
The three-round Delphi survey confirmed strong expert consensus: 43 of the final 45 items (95.6%) satisfied all three consensus thresholds (CVR ≥ 0.33, IQR ≤ 1.5, Kendall's W ≥ 0.70), with an overall Kendall's W of 0.821 (p 〈 0.001). Through the Delphi process, five modifications were made to the draft criteria, including a downgrade of the 5G indoor repeater from Mandatory to Recommended status, relaxation of the corridor protrusion limit from 50 mm to 80 mm, bifurcation of the floor power supply standard into 20 A (M) and 32 A (R), and the addition of one new item (mandatory disclosure of robot operation status to residents), bringing the total from 44 to 45 finalized criteria.
BIM and simulation verification demonstrated substantial performance improvements following the application of the design criteria. Elevator autonomous boarding success rates reached 96.8–98.1% across all complex types; multi-robot corridor-crossing success rates achieved 92.3–96.7%; and the frequency of robot-to-robot collisions decreased by an average of 98.7% per ten operational runs. Notably, the 1/14 ramp slope standard was quantitatively confirmed to be safer than the existing legal standard of 1/12 under wet and frozen surface conditions, providing scientific justification for the more stringent criterion.
This study presents the first RFDC framework specifically tailored to the remodeling of aging apartment complexes in South Korea, comprising 45 items (M: 26, R: 16, O: 3) across four domains(spatial, facility, digital communication, human-robot coexistence) and a three-phase implementation roadmap differentiated by complex type. Based on these findings, the study also outlines implementation directions — including phased application within remodeling review and certification, public disclosure of robot operation status, an open-standard robot–building interface, and public support for embedding robot infrastructure during remodeling — so that the criteria are reflected in actual projects and administration. The design criteria framework developed in this study is expected to serve as a standard guideline and certification benchmark for future remodeling projects targeting aging apartment complexes nationwide.
