This study examines how a shrinking, mid-sized regional city escapes an automobile-dependent urban structure, focusing on the tram-based compact-city transition of Toyama, Japan, and draws urban design lessons from it. It grasps this transition as a phased process of sprawl, transition, downtown regeneration, and spatial integration. It found that: 1. Toyama's tram system was built through the reuse of existing rail infrastructure, converting the financially distressed JR Toyamakō Line into the LRT Portram (2006); 2. the tram hubs concentrated cultural, welfare, and educational functions on idle assets such as closed schools and abandoned rail sites, operated under a public-build, private-operate scheme; and 3. the grade-elevation of Toyama Station (2015–2020) integrated the city's divided northern and southern districts into a single living sphere. These findings show that Toyama's compact-city strategy has been a process of urban structural change that integrally restructured transport, land use, and public services through the tram, while suggesting that the resulting spatial polarization and the fiscal-sustainability constraints of public-build, private-operate hubs pose a challenge for Korea's mid-sized regional cities under similar conditions.
