This study aims to enhance the effectiveness of Privacy Impact Assessment (PIA) by integrating the C/S/O (Classified, Sensitive, Open) classification system of the National Network Security Framework (N2SF) into evaluation indicators, facilitating a transition from system-centric to data-centric security management.
To bridge the gap between N2SF’s system criticality and PIA’s privacy risk assessment, this study proposes a unified data classification model. A key contribution is the introduction of a quantitative risk evaluation model that incorporates a "confidentiality value" (Classified: 3, Sensitive: 2, Open: 1) alongside asset value, threat likelihood, and legal compliance. This formula produces a risk score ranging from 4 to 17, categorizing risks into High, Medium, and Low levels for more granular management.
Based on this framework, the study develops improved access control indicators for PIA that assess security adequacy based on data sensitivity rather than merely verifying the existence of security functions. Furthermore, practical application strategies are presented for both the system design and PIA execution phases to ensure differentiated security controls throughout the system lifecycle.
The significance of this study lies in providing a practical, scalable approach that aligns with evolving national network security policies, enhancing the precision of privacy assessments in modern IT environments. Future research will focus on empirical validation in real-world public sector environments and the development of standardized implementation guidelines.
