    본 연구는 인구 고령화가 지속적으로 심화되고 디지털 경제가 빠르게 발전하는 배경에서 노인빈곤의 형성 원인이 다차원적 특성을 보인다는 점을 탐구하는 데 목적이 있다. 노인빈곤은 소득 부족이라는 단일 요인만으로 발생하는 것이 아니라, 개인의 생애과정에서 축적된 자원 상태, 사회자본 수준, 디지털 사용 능력 및 자원 접근 방식과도 밀접한 관련이 있다. 디지털 사용 능력은 노인이 정보를 획득하고 공공서비스를 이용하며 경제활동에 참여하는 능력에 영향을 미치며, 사회자본 수준은 노인이 사회적 지원을 얻고 기회 자원과 연결되며 생활상의 위험에 대응하는 중요한 통로이다. 따라서 본 연구는 디지털 사용 능력, 사회자본 수준 및 양자의 상호작용이 노인의 소득 수준에 미치는 영향을 분석함으로써, 디지털 경제 배경에서 노인빈곤의 형성 메커니즘과 거버넌스 방향을 보다 심층적으로 설명하고자 한다.
    본 연구는 노인빈곤을 연구 대상으로 삼고, 노인의 소득 수준을 노년기 경제적 빈곤의 조작적 측정 지표로 사용한다. 특히 디지털 사용 능력과 사회자본 수준이 노인의 소득 수준에 미치는 영향 및 양자 간의 상호작용을 중점적으로 검토한다. 이론적으로 본 연구는 누적불리 이론을 전체 분석 틀로 적용한다. 누적불리 이론은 노인빈곤이 교육, 직업, 소득, 가족 지원, 사회적 자원 및 기술 능력 등 여러 측면에서 장기간에 걸쳐 형성된 차이가 지속적으로 축적된 결과라고 본다. 이를 바탕으로 본 연구는 접근가능성 이론과 사회자본 이론을 도입하여 디지털 사용 능력과 사회자본 수준이 노인의 소득 수준에 영향을 미치는 작용 메커니즘을 각각 설명한다. 이에 따라 본 연구는 다음과 같은 연구가설을 제시한다. 디지털 사용 능력과 사회자본 수준은 각각 노인의 소득에 정(+)의 영향을 미치며, 디지털 사용 능력과 사회자본 수준 사이에는 부(-)의 조절효과가 존재할 가능성이 있다. 즉, 사회자본은 디지털 사용 능력이 경제적 수익으로 전환되는 작용 과정을 약화시킬 수 있다.
    연구방법 측면에서 본 연구는 정성분석과 정량분석을 결합한 연구전략을 채택한다. 정성분석 부분은 주로 노년기 경제적 빈곤 문제가 형성되는 구조적 배경과 현실적 기반을 제시하는 데 활용된다. 구체적으로 제4장은 중국의 인구 연령구조 변화, 인구 고령화 과정 및 그 지역적 차이를 중심으로 분석하며, 중국의 고령화가 빠르게 진행되고 지역별 분포가 불균등하며 노년기 경제보장에 대한 압력이 상승하고 있는 현실적 상황을 설명한다. 제5장은 주민소득 변화, 노인집단의 소득 상황, 도시와 농촌 노인의 소득 격차 등을 분석하여, 주민소득이 전반적으로 증가하는 배경 속에서도 일부 노인은 여전히 소득 부족, 낮은 소득 안정성, 높은 경제적 취약성에 직면하고 있음을 밝힌다. 고령화 수준이 지속적으로 심화되고 도시화, 디지털화, 사회보장체계 및 공공서비스체계가 계속 변화함에 따라, 노인의 경제적 처지는 개인의 생애과정, 노동능력 저하 및 사회보장 수준의 차이에 의해서만 영향을 받는 것이 아니라, 정보 획득 능력, 사회적 지원 조건 및 위험 대응 능력과도 밀접하게 관련된다. 따라서 본 연구는 디지털 사용 능력과 사회자본 수준이라는 두 가지 측면에서 노인의 자원 접근 조건의 차이를 추가적으로 검토하고, 정성분석을 바탕으로 정량적 검증을 수행하여 양자가 노인의 소득 수준과 경제적 취약성에 미치는 영향을 분석한다.
    정량분석 부분은 2017년부터 2023년까지 네 차례에 걸쳐 실시된 중국종합사회조사(CGSS) 자료를 기반으로 한다. 본 연구는 노인의 소득 수준을 종속변수로, 디지털 사용 능력과 사회자본 수준을 핵심 설명변수로 설정한 실증모형을 구축하고, 개인 특성, 가구 특성, 도시·농촌 속성, 지역 요인 및 사회보장 요인 등을 통제변수로 포함한다. 또한 본 연구는 강건 표준오차, 상호작용 효과 분석 및 단순기울기 분석을 활용하여, 사회자본 수준에 따라 디지털 사용 능력이 노인의 소득에 미치는 조건부 효과를 검토한다.
    연구 결과는 다음과 같다. 첫째, 디지털 사용 능력은 노인의 소득 수준에 유의한 정(+)의 영향을 미친다. 디지털 사용 능력 수준이 높을수록 노인은 정보 접근 조건을 개선하고, 자원 접촉 범위를 확대하며, 경제활동 참여 능력을 향상시킬 수 있다. 이를 통해 소득 수준을 높이고 경제적 빈곤에 빠질 가능성을 낮출 수 있다. 둘째, 사회자본 수준은 노인의 소득 수준에 유의한 정(+)의 영향을 미친다. 높은 수준의 사회자본은 정보 지원, 경제적 도움, 기회 자원 및 위험 완충을 통해 노인의 경제적 처지를 개선할 수 있다. 셋째, 디지털 사용 능력과 사회자본 수준 사이에는 유의한 부(-)의 상호작용 효과가 나타난다. 사회자본 수준이 낮을 때 디지털 사용 능력이 소득을 촉진하는 효과는 더욱 강하게 나타나며, 사회자본 수준이 높을 때 디지털 사용 능력의 한계적 소득 촉진 효과는 약화된다. 누적불리 이론과 합리적 선택 이론을 결합하여 볼 때, 본 연구는 사회자본 수준이 낮은 노인이 관계적 누적불리에 직면하고 있으며, 취업 기회, 시장 거래, 정책 복지 및 공공서비스와 관련된 신뢰할 수 있는 자원성 정보를 획득할 수 있는 통로가 상대적으로 제한되어 있다고 본다. 디지털 사용 능력은 이들이 디지털 경로를 통해 관련 정보를 탐색, 식별 및 활용하는 비용을 낮추고, 경제적 기회와 제도적 자원에 접근하는 경로를 확장할 수 있으므로 경제적 수익으로 전환될 가능성이 더 크다. 반면, 사회자본 수준이 높은 노인은 이미 비교적 안정적이고 신뢰할 수 있으며 위험이 낮은 사회적 자원 네트워크를 보유하고 있다. 이러한 노인은 친족, 친구, 이웃 및 지역사회 관계를 통해 신뢰도가 높은 자원을 우선적으로 획득할 가능성이 크기 때문에, 디지털 사용 능력이 소득에 미치는 독립적인 촉진 효과는 상대적으로 약화된다. 이는 디지털 사용 능력과 사회자본 수준이 모두 노인소득 향상에 기여하지만, 양자가 단순히 더해지는 관계로 작동하는 것은 아니며, 그 상호작용은 서로 다른 자원 조건 속에서 노인이 선택하는 행동 논리에 의해 영향을 받는다는 점을 보여준다.
    이상의 연구 결과를 바탕으로 본 연구는 노인빈곤 거버넌스가 전통적인 재분배 메커니즘에만 의존해서는 안 되며, 디지털 사용 능력 향상이나 사회자본 강화라는 단일한 정책 경로에만 의존해서도 안 된다고 본다. 노인빈곤 거버넌스는 노인의 자원 조건과 행동 선택 논리에서 출발하여, 디지털 능력 구축, 사회적 지원 네트워크의 개선 및 경제활동 참여 기회의 확대를 통합적으로 추진해야 한다. 거시적 차원에서 정부는 노인의 디지털 사용 능력 개발과 사회자본 강화를 고령정책 체계에 포함하고, 디지털 포용 제도, 고령친화적 공공서비스 기준 및 실버경제 지원정책을 개선해야 한다. 중간적 차원에서 지방정부, 지역사회 및 사회조직은 노인집단의 디지털 사용 능력과 사회관계의 차이에 따라 차별화된 지원을 제공하고, 디지털 교육, 사회참여, 취업정보 및 일자리 연계 간의 연결을 촉진해야 한다. 미시적 차원에서 가족 구성원은 노인의 디지털 학습 비용을 낮추는 데 지원적 역할을 수행해야 하며, 동시에 노인 개인도 능동적으로 디지털 기술을 향상시키고 위험 예방 의식을 강화하며 다양한 사회적 관계를 확장해야 한다. 전반적으로 정책 설계는 자원 요소의 단순한 추가에서 벗어나 자원 구조의 최적화와 행동 경로의 적합화로 전환되어야 하며, 이를 통해 정책 자원 배분의 효율성을 높이고 노인의 소득 획득 경로를 최적화하며, 정밀하고 포용적이며 지속가능한 노인빈곤 거버넌스 체계 구축을 지원해야 한다.

    This dissertation aims to examine the multidimensional features of the causes of poverty among older adults in the context of deepening population ageing and the rapid development of the digital economy. Poverty among older adults is not caused solely by income insufficiency, but is also closely related to individuals’ accumulated resources over the life course, levels of social capital, digital use capability, and modes of resource access. Digital use capability affects older adults’ ability to obtain information, use public services, and participate in economic activities, while social capital serves as an important channel through which older adults obtain social support, connect with opportunity resources, and cope with life risks. Therefore, this study analyzes the effects of digital use capability, social capital level, and their interaction on older adults’ income levels, in order to further explain the formation mechanism and governance direction of poverty among older adults in the context of the digital economy.
    This study takes poverty among older adults as its research object and uses older adults’ income level as the operational measurement indicator of economic poverty in old age. It focuses on examining the effects of digital use capability and social capital level on older adults’ income levels, as well as the interaction between the two. Theoretically, this study adopts the cumulative disadvantage theory as its overall analytical framework. Cumulative disadvantage theory holds that poverty among older adults is the result of the long-term accumulation of differences in education, occupation, income, family support, social resources, and technological capability. On this basis, this study introduces the availability theory and social capital theory to explain the mechanisms through which digital use capability and social capital level affect older adults’ income levels. Accordingly, this study proposes the following research hypotheses: digital use capability and social capital level each have a positive effect on older adults’ income, and there may be a negative moderating effect between digital use capability and social capital level; that is, social capital may weaken the process through which digital use capability is transformed into economic returns.
    In terms of research methods, this study adopts a research strategy that combines qualitative and quantitative analysis. The qualitative analysis is mainly used to present the structural background and empirical foundation for the formation of economic poverty among older adults. Specifically, Chapter Ⅳ focuses on changes in China’s population age structure, the process of population ageing, and regional disparities, illustrating the realities of rapidly advancing ageing, uneven regional distribution, and increasing pressure on economic security in old age. Chapter Ⅴ further analyzes changes in residents’ income, the income status of older adults, and urban–rural income disparities among older adults, revealing that, in spite of the background of overall income growth, some older adults still face insufficient income, weak income stability, and a high level of economic vulnerability. As population ageing continues to deepen, and as urbanization, digital development, the social security system, and the public service system continue to change, older adults’ economic situations are affected not only by the individual life course, declining work capacity, and differences in social security levels, but also by their ability to obtain information, conditions of social support, and capacity to cope with risks. Therefore, this study will deeply examine the differences in older adults’ resource access conditions from the perspectives of digital use capability and social capital level, and conduct quantitative analysis on the basis of qualitative analysis to examine their effects on older adults’ income levels and economic vulnerability.
    The quantitative analysis is based on four waves of data from the Chinese General Social Survey (CGSS) from 2017 to 2023. An empirical model is constructed with older adults’ income level as the dependent variable and digital use capability, together with social capital level, as the core explanatory variables, with individual characteristics, household characteristics, urban–rural status, regional factors, and social security factors being included as controlling variables. This study further employs robust standard errors, interaction effect analysis, and simple slope analysis to examine the conditional effect of digital use capability on older adults’ income across different levels of social capital.
    The findings are as follows. First, digital use capability has a significant positive effect on older adults’ income levels. The higher the level of digital use capability, the more older adults are able to improve their access to information, expand their range of resource contacts, and enhance their capacity for economic participation, thereby increasing their income levels and reducing the likelihood of falling into economic poverty. Second, social capital level has a significant positive effect on older adults’ income levels. A higher level of social capital can improve older adults’ economic situation through information support, economic assistance, opportunity resources, and risk buffering. Third, there is a significant negative interaction effect between digital use capability and social capital level. When the level of social capital is low, the income-promoting effect of digital use capability will be stronger; when the level of social capital is high, the marginal income-promoting effect of digital use capability will be weakened. Drawing on cumulative disadvantage theory and rational choice theory, this study argues that older adults with lower levels of social capital face relational cumulative disadvantage and have relatively limited channels for obtaining reliable resource-related information concerning employment opportunities, market transactions, policy benefits, and public services. Digital use capability can reduce the costs of searching for, identifying, and using relevant information through digital channels, and can expand their pathways to economic opportunities and institutional resources. Therefore, it is more likely to be transformed into economic returns. By contrast, older adults with higher levels of social capital already possess relatively stable, reliable, and low-risk social resource networks. Such older adults are more likely to obtain highly trusted resources through relatives, friends, neighbors, and community relations, and therefore the independent income-promoting effect of digital use capability is relatively weakened. This indicates that although both digital use capability and social capital level contribute to increasing older adults’ income, they do not operate through a simple additive relationship; further more, their interaction is shaped by the logic of older adults’ action choices under different resource conditions.
    Based on these findings, this study argues that the governance of poverty among older adults should neither rely solely on traditional redistributive mechanisms nor should it depend simply on a single policy path of improving digital use capability or strengthening social capital. Instead, poverty governance for older adults should be pushed forward from their resource conditions and action choice logic, and should promote digital capability building, the improvement of social support networks, and the expansion of economic participation opportunities in a coordinated manner. At the micro level, family members should play a supportive role in helping older adults reduce the costs of digital learning, while older individuals themselves should actively improve their digital skills, strengthen risk awareness, and expand diversified social connections. Overall, policy design should shift from the simple addition of resource elements to the optimization of resource structures and the adaptation of action pathways, so as to improve the efficiency of policy resource allocation, optimize older adults’ income acquisition pathways, and provide support for building a precise, inclusive, and sustainable poverty governance system for older adults.

    This dissertation aims to examine the multidimensional features of the causes of poverty among older adults in the context of deepening population ageing and the rapid development of the digital economy. Poverty among older adults is not caused solely by income insufficiency, but is also closely related to individuals’ accumulated resources over the life course, levels of social capital, digital use capability, and modes of resource access. Digital use capability affects older adults’ ability to obtain information, use public services, and participate in economic activities, while social capital serves as an important channel through which older adults obtain social support, connect with opportunity resources, and cope with life risks. Therefore, this study analyzes the effects of digital use capability, social capital level, and their interaction on older adults’ income levels, in order to further explain the formation mechanism and governance direction of poverty among older adults in the context of the digital economy.
    This study takes poverty among older adults as its research object and uses older adults’ income level as the operational measurement indicator of economic poverty in old age. It focuses on examining the effects of digital use capability and social capital level on older adults’ income levels, as well as the interaction between the two. Theoretically, this study adopts the cumulative disadvantage theory as its overall analytical framework. Cumulative disadvantage theory holds that poverty among older adults is the result of the long-term accumulation of differences in education, occupation, income, family support, social resources, and technological capability. On this basis, this study introduces the availability theory and social capital theory to explain the mechanisms through which digital use capability and social capital level affect older adults’ income levels. Accordingly, this study proposes the following research hypotheses: digital use capability and social capital level each have a positive effect on older adults’ income, and there may be a negative moderating effect between digital use capability and social capital level; that is, social capital may weaken the process through which digital use capability is transformed into economic returns.
    In terms of research methods, this study adopts a research strategy that combines qualitative and quantitative analysis. The qualitative analysis is mainly used to present the structural background and empirical foundation for the formation of economic poverty among older adults. Specifically, Chapter Ⅳ focuses on changes in China’s population age structure, the process of population ageing, and regional disparities, illustrating the realities of rapidly advancing ageing, uneven regional distribution, and increasing pressure on economic security in old age. Chapter Ⅴ further analyzes changes in residents’ income, the income status of older adults, and urban–rural income disparities among older adults, revealing that, in spite of the background of overall income growth, some older adults still face insufficient income, weak income stability, and a high level of economic vulnerability. As population ageing continues to deepen, and as urbanization, digital development, the social security system, and the public service system continue to change, older adults’ economic situations are affected not only by the individual life course, declining work capacity, and differences in social security levels, but also by their ability to obtain information, conditions of social support, and capacity to cope with risks. Therefore, this study will deeply examine the differences in older adults’ resource access conditions from the perspectives of digital use capability and social capital level, and conduct quantitative analysis on the basis of qualitative analysis to examine their effects on older adults’ income levels and economic vulnerability.
    The quantitative analysis is based on four waves of data from the Chinese General Social Survey (CGSS) from 2017 to 2023. An empirical model is constructed with older adults’ income level as the dependent variable and digital use capability, together with social capital level, as the core explanatory variables, with individual characteristics, household characteristics, urban–rural status, regional factors, and social security factors being included as controlling variables. This study further employs robust standard errors, interaction effect analysis, and simple slope analysis to examine the conditional effect of digital use capability on older adults’ income across different levels of social capital.
    The findings are as follows. First, digital use capability has a significant positive effect on older adults’ income levels. The higher the level of digital use capability, the more older adults are able to improve their access to information, expand their range of resource contacts, and enhance their capacity for economic participation, thereby increasing their income levels and reducing the likelihood of falling into economic poverty. Second, social capital level has a significant positive effect on older adults’ income levels. A higher level of social capital can improve older adults’ economic situation through information support, economic assistance, opportunity resources, and risk buffering. Third, there is a significant negative interaction effect between digital use capability and social capital level. When the level of social capital is low, the income-promoting effect of digital use capability will be stronger; when the level of social capital is high, the marginal income-promoting effect of digital use capability will be weakened. Drawing on cumulative disadvantage theory and rational choice theory, this study argues that older adults with lower levels of social capital face relational cumulative disadvantage and have relatively limited channels for obtaining reliable resource-related information concerning employment opportunities, market transactions, policy benefits, and public services. Digital use capability can reduce the costs of searching for, identifying, and using relevant information through digital channels, and can expand their pathways to economic opportunities and institutional resources. Therefore, it is more likely to be transformed into economic returns. By contrast, older adults with higher levels of social capital already possess relatively stable, reliable, and low-risk social resource networks. Such older adults are more likely to obtain highly trusted resources through relatives, friends, neighbors, and community relations, and therefore the independent income-promoting effect of digital use capability is relatively weakened. This indicates that although both digital use capability and social capital level contribute to increasing older adults’ income, they do not operate through a simple additive relationship; further more, their interaction is shaped by the logic of older adults’ action choices under different resource conditions.
    Based on these findings, this study argues that the governance of poverty among older adults should neither rely solely on traditional redistributive mechanisms nor should it depend simply on a single policy path of improving digital use capability or strengthening social capital. Instead, poverty governance for older adults should be pushed forward from their resource conditions and action choice logic, and should promote digital capability building, the improvement of social support networks, and the expansion of economic participation opportunities in a coordinated manner.
