ABSTRACT
A Study on the Policy Effect of the Counstruction Worker Skill Rating System : Awareness of Construction Workers
The manpower market in the Korean construction industry is aging and dependence on foreign workers is intensifying. Due to the youth's avoidance of employment, the entry of new workers in their 20s into construction sites continues to decline, and the aging is rapidly progressing, and the severe shortage of manpower is replacing foreign workers. The aging of the technical manpower in the construction site and the rapid replacement of foreign workers can deteriorate the quality of construction products. The skills of technical manpower in the construction industry are completed only through various construction experiences. There is a limitation in that it is difficult to make the construction method uniform only with textbooks or training. In addition, the quality of construction products varies according to individual know-how and construction capabilities. As such, the quality of construction products has limitations in producing products of the same quality with only uniform education and training, and the individual has no choice but to rely on the technology acquired in the face of various situations.
The the counstruction worker skill rating system can be said to be the starting point for systematically establishing construction experiences and skills at the construction site and institutionalizing and utilizing them at the national level. It was introduced in 2021, and as a comprehensive career management system for construction workers, it was promoted with the aim of ensuring the professionalism of construction workers and improving job stability and construction industry efficiency. In order for the counstruction worker skill rating system to achieve its original purpose, the participation of construction workers, who are both targets and beneficiaries, is essential. For this, the components of the counstruction worker skill rating system should meet the needs of construction workers and construction sites.
This study set the elements of the counstruction worker skill rating system as independent variables and analyzed the impact of the policy effects pursued by the construction function rating system. In addition, it was judged that a compensation system that can encourage construction workers to participate in the design of the counstruction worker skill rating system was important, and the moderating effect of the compensation system was analyzed. For empirical analysis, the perception of construction workers on the counstruction worker skill rating system and policy effects is investigated and analyzed. Policy implications and system improvement measures for the counstruction worker skill rating system were presented through the analysis results.
As a result of the empirical analysis, there was a negative (-) influence on the construction and construction quality of the dependent variable by the career and qualification recognition system. This means that the currently designed career and qualification recognition system recognized by construction workers is limited in improving construction quality. Regarding job stability, all the influence relationships of the components of the counstruction worker skill rating system were rejected. It is implied that the single functional grade system alone has limitations in lowering the turnover rate of construction sites and enhancing working conditions, willingness to work, and job satisfaction. For the safety of construction sites, the positive (+) influence relationship between education and training and construction site safety was found. It was confirmed that systematic education and training for construction workers were necessary to improve the safety of construction sites.
Taken together, it was confirmed that the policy effect of the career and qualification recognition system of the counstruction worker skill rating system was somewhat limited, and that education and training were a very important factor. It was also empirically suggested that it is difficult to expect policy effects such as job stability, construction quality, and on-site safety if the construction industry compensation system is not supplemented in conjunction with the counstruction worker skill rating system. Therefore, it is necessary to upgrade the career and qualification recognition system so that it can be linked to practical construction capabilities in order to properly establish the counstruction worker skill rating system of construction workers, and it is important to strengthen the education and training system.
