본 연구는 산업 현장의 중대재해 감축과 이를 위한 효과적인 안전교육 설계를 위해 체계적인 교수설계 방법론을 정립하는 데 목적이 있다. 이를 위해 일반 교수설계 모형인 ADDIE를 기반으로 안전교육 특화 교수설계 모형(Safety-focused ADDIE, 이하 S-ADDIE)을 개발하고, 고위험 작업인 타워크레인 설치·해체 작업자 보수교육 과정에 실제로 적용하여 그 타당성과 효과성을 확인하였다.
본 연구의 주요 수행 과정과 결과는 다음과 같다.
첫째, 문헌 고찰을 통해 S-ADDIE 초기 모형을 개발하고 전문가 의견 수렴을 통해 수정한 후 내용 타당도 조사를 통해 확정하였다. 확정된 S-ADDIE 모형은 분석(Analysis) 단계에서 FMEA(고장모드영향분석)의 RPN(위험 우선순위 지표) 등 정량적 방법을 통한 사고 요인 도출, 설계(Design) 단계에서 교육 목표의 사전 영향력 실증 설문, 평가(Evaluation) 단계에서 교육 목표 달성도와 같은 대안적 성과 지표 도입을 고유한 절차로 가진다. 전문가 패널 검증 결과, 모형의 타당성 및 실무 적합성에 대한 내용타당도 비율(CVR)은 1.00으로 나타나 모형의 적합성을 확보하였다.
둘째, 개발된 모형을 타워크레인 설치·해체 작업자 보수교육 과정 개발에 적용하였다. 분석 단계에서는 4M 분석과 전문가 FMEA를 통해 작업자의 위반, 역량 부족 등 9가지 핵심 사고 요인을 도출하였다. 설계 단계에서는 200명의 종사자를 대상으로 실증 분석을 수행하여, 조직의 안전분위기가 자기효능감, 안전지식, 규제 정당성 인식을 매개로 안전행동에 이르는 경로를 규명하고 이를 교육의 3대 핵심 목표로 설정하였다. 개발 단계에서 참여형 교수 도구 등을 제작하고 교육과정을 전면 개편하였다.
셋째, 모형을 적용한 교육과정의 효과성을 검증한 결과, 학습자의 반응과 성취도 측면에서 유의미한 향상이 확인되었다. Kirkpatrick의 1단계 평가인 교육과정 만족도와 2단계 평가인 교육효과 만족도는 기존 과정 대비 유의하게 상승하였으며, 3단계 현업 적용도 역시 긍정적으로 나타났다. 특히 4단계 성과 평가 측정에서, 사전 역량이 높은 숙련자 집단은 교육 후 자기효능감 등의 수치가 하락하는 현상이 발견되었다. 심층 인터뷰 결과, 이는 교육을 통해 자신의 수준을 자각하는 자기 객관화 과정임이 밝혀졌다.
넷째, 타 교육과정 학습자 요구 분석을 통해 모형의 확대 적용 필요성을 확인하였다. 다른 안전교육 이수자들의 응답 분석 결과, 사고요인 기반의 분석과 증거 기반 설계에 대한 요구가 공통적으로 나타났다. 이는 S-ADDIE 모형이 타워크레인 설치·해체 작업이라는 특수 전문 직무뿐만 아니라 다른 유형의 안전교육 설계에도 적용될 수 있는 가능성을 보여준다.
결론적으로 본 연구는 경험과 관행에 의존하던 안전교육 설계를 과학적 교수설계 모형으로 전환시켰다는 점에서 의의가 있다. 본 연구에서 제안한 S-ADDIE 모형이 산업 현장의 실질적인 재해 예방과 안전교육의 질적 제고에 기여할 것으로 기대된다.

This study aims to establish a systematic instructional design methodology for reducing serious industrial accidents and for designing effective safety education in industrial settings. To this end, a safety education–specialized instructional design model (Safety-focused ADDIE, hereafter S-ADDIE) was developed based on the general instructional design model ADDIE, and its validity and effectiveness were examined through practical application to refresher training courses for tower crane installation and dismantling workers, a high-risk occupation.
The major procedures and findings of this study are as follows.
First, an initial S-ADDIE model was developed through a literature review, revised through expert consultation, and finalized through a content validity assessment. The finalized S-ADDIE model incorporates distinctive procedures, including the identification of accident factors using quantitative methods such as the Risk Priority Number (RPN) of Failure Mode and Effects Analysis (FMEA) in the Analysis phase, empirical surveys on the prior influence of educational objectives in the Design phase, and the adoption of alternative performance indicators such as the achievement level of educational objectives in the Evaluation phase. Expert panel validation yielded a content validity ratio (CVR) of 1.00 for both model validity and practical applicability, thereby confirming the adequacy of the model.
Second, the developed model was applied to the design of a refresher training program for tower crane installation and dismantling workers. In the Analysis phase, nine key accident factors, including worker violations and insufficient competence, were identified through 4M analysis and expert FMEA. In the Design phase, an empirical analysis involving 200 workers was conducted, identifying a pathway from organizational safety climate to safety behavior mediated by self-efficacy, safety knowledge, and perceived legitimacy of regulations; these were established as the three core educational objectives. In the Development phase, participatory instructional tools were produced and the training curriculum was comprehensively revised.
Third, the effectiveness of the training program developed through application of the model was verified, revealing significant improvements in learner reactions and achievement. Satisfaction with the training program (Kirkpatrick Level 1) and satisfaction with training effectiveness (Level 2) increased significantly compared to the previous program, and positive outcomes were also observed in Level 3 workplace application. Notably, in the Level 4 performance evaluation, a decrease in measures such as self-efficacy was observed among highly experienced participants after training. In-depth interviews revealed that this phenomenon reflected a process of self-objectification, whereby participants became more aware of their actual competency levels through the training.
Fourth, the feasibility of extending the model to other training programs was examined through learner needs analysis in different educational contexts. Analysis of responses from participants in other safety training programs consistently indicated demands for accident factor–based analysis and evidence-based design. This finding suggests that the S-ADDIE model is applicable not only to specialized professional tasks but also to safety education across a broad range of industrial sectors.
In conclusion, this study is significant in that it transforms safety education design from an approach dependent on experience and convention into a scientific instructional design model. The S-ADDIE model proposed in this study is expected to contribute to practical accident prevention in industrial settings and to the qualitative enhancement of safety education.
