본 연구는 대학이 지원하는 지역기업 인적자원개발(HRD)이 기업·재직자·지역사회 수준에서 창출하는 사회·경제적 가치를 통합적으로 설명할 수 있는 분석 모형을 제시하고, 한국기술교육대학교(KOREATECH, 한기대) 사례를 통해 그 성과와 함의를 실증적으로 탐색하는 것을 목적으로 한다. 학령인구 감소와 지역소멸 위험, 중소기업 인력난 심화 등 구조적 변화 속에서 지역 기반 대학은 직업능력개발 인프라와 전문성을 바탕으로 지역기업의 인재양성과 재직자 직무역량 개발을 지원하는 핵심 정책 주체로 부상하고 있다. 그러나 기존 성과평가는 교육 이수 인원, 만족도, 취업률 등 단기·양적 지표에 집중되는 경향이 강해, 기업성과 변화와 근로자 역량 향상, 지역 차원의 사회적 가치가 서로 어떻게 연결되는지에 대한 통합적 분석은 제한적이었다.
이를 위해 본 연구는 (1) 선행연구 검토를 통해 대학 지원 지역기업 HRD의 개념과 역할을 정리하고, 사회·경제적 가치의 범주 및 구성요소를 도출하여 분석틀을 설계하였다. (2) 한기대 산학협력단이 수행한 주요 지역기업 지원 사업을 대상으로 사업구조, 운영 특성, 성과 발생 경로를 사례 분석하였다. (3) 참여기업 교육책임자 설문조사(n=80)와 기업·대학 실무자 심층면담(FGI)을 결합한 혼합연구를 수행하여, 프로그램 품질 인식과 기업 차원의 경제적 효과, 재직자 및 지역사회 차원의 사회적 효과를 다각도로 수집·분석하였다. 정량 분석은 기술통계와 일원분산분석(ANOVA)을 중심으로 집단 간 차이와 요인별 특성을 검증하였고, 정성 자료는 주제분석을 통해 핵심 주제와 패턴을 도출하였다.
분석 결과, 대학이 지원하는 지역기업 HRD는 기업 차원에서 생산성 향상, 공정 및 기술 개선, 인력 유지 및 채용 안정성 제고, 현장 리더십 강화 등 경제적 가치로 나타났다. 재직자 차원에서는 직무역량 및 경력개발 기회 확대, 학습경험의 질 향상, 고용안정 및 일·학습 병행 기반 조성 등 사회적 가치가 확인되었다. 또한 지역 차원에서는 양질의 일자리 기반 확대, 기업 간 및 대학–기업 간 학습 네트워크 형성, 지역 HRD 인프라 강화 등 지역사회 기여가 함께 창출되는 것으로 분석되었다. 특히 한기대가 보유한 실습 중심 교육 인프라, 전문 강사진, 그리고 고용노동부 및 지역 유관기관과의 협력 거버넌스가 가치 창출을 뒷받침하는 핵심 조건으로 작동했으며, 기업 규모·참여 횟수·업종/직종 등에 따라 성과 인식의 차이도 확인되었다.
본 연구는 대학 지원 HRD의 성과를 단일 지표로 축소하기보다, 교육 품질과 학습성과가 기업성과 기대와 지역 환류, 대학효과(신뢰·평판, 협력 확대, 취업 및 지역정주 기반 강화)로 연결되는 다층적 가치 구조로 해석해야 함을 제기한다. 또한 이러한 선순환을 제도화하기 위해 산학협력단이 대학과 산업을 연결하는 중추적 매개조직(컨트롤타워)으로서 사업 간 연계, 조정, 수요 기반 포트폴리오 관리, 교육–현장적용–성과환류 체계, 채용 및 현장실습 연계를 통합 운영할 필요가 있음을 시사한다. 정책·실천적으로 (1)대학–지자체–고용노동부 등 협력 거버넌스 상설화, (2)컨설팅–교육–현장적용–성과환류의 연계 강화, (3)사업 간 연계를 통한 지속가능성 제고, (4)SROI 관점의 사회적 가치 계량화와 중장기 성과지표(생산성, 품질향상, 근속, 전환, 지역정주 등) 축적을 제안한다. 다만 단일 대학 사례 및 인식 자료 중심 분석이라는 한계가 있으므로, 후속 연구에서는 다양한 대학 및지역을 포함한 비교연구와 장기 추적연구를 통해 가치 측정을 정교화할 필요가 있다.

This study proposes an integrative model explaining how university-supported human resource development (HRD) for local firms generates social and economic value across multiple levels—firms, incumbent workers, the local community, and the university—and tests its implications through the case of Korea University of Technology and Education (KOREATECH). Amid regional decline risks and worsening SME labor shortages, region-based universities are increasingly expected to function as HRD platforms, yet performance evaluation has remained focused on short-term outputs such as training volume, satisfaction, and employment rates. To address this gap, the study adopts a mixed-method design: it synthesizes prior research to define value categories, conducts a case analysis of six major programs operated by KOREATECH’s Industry–University Cooperation Foundation, administers a survey to training managers/HRD officers in participating firms (n=80), and conducts in-depth interviews/FGIs with firm and university practitioners. Quantitative analyses rely on descriptive statistics and one-way ANOVA, while qualitative evidence is analyzed using thematic analysis.
Findings indicate that university-supported HRD creates firm-level economic value through productivity gains, process/technology upgrades, improved workforce retention and hiring stability, and strengthened shop-floor leadership. At the worker level, social value is reflected in enhanced job competencies, improved learning experiences, expanded career-development opportunities, and conditions supporting employment stability and work–learning balance. At the regional level, value arises from reinforced HRD infrastructure, expanded learning networks among firms and between firms and the university, and broader foundations for quality jobs. KOREATECH’s hands-on training facilities, expert instructors, and governance partnerships with the Ministry of Employment and Labor and local stakeholders function as key enabling conditions. The study argues for a value-chain perspective linking program quality, learning outcomes, firm performance, regional spillovers, and university-level effects (trust, reputation, and stronger employment/retention foundations), and recommends strengthening the university foundation as a coordinating hub while developing SROI-informed, mid- to long-term performance indicators.
