    This study explores how organizational socialization is formed through experience and meaning-making processes as organizational members enter a public international development cooperation organization and construct their career trajectories. Focusing on the Korea International Cooperation Agency (KOICA) as a representative case, the study adopts a qualitative multiple case study approach to examine organizational socialization beyond institutional adaptation or the internalization of prescribed norms.
    Unlike prior organizational socialization research, which has largely concentrated on corporate settings and analyzed the relationships between socialization tactics and performance outcomes, this study situates socialization within the complex organizational context of public international development cooperation. Such organizations operate at the intersection of national policy, international norms, diplomatic demands, and field-oriented practices. In this environment, organizational members are required not merely to perform predefined roles but to interpret and negotiate organizational values while navigating tensions between public accountability and international practice. Despite these contextual characteristics, existing research has provided limited empirical and interpretive insight into how such organizational conditions shape lived socialization experiences.
    To address this gap, the study integrates Stake’s interpretive case study perspective as its central analytical orientation, while methodologically combining Yin’s case study design logic and Creswell’s qualitative research procedures. Three KOICA members with differing entry routes, career backgrounds, and job experiences were purposefully selected as research participants. Each participant possessed distinct career trajectories involving headquarters and overseas office assignments, job transitions, and positional changes, enabling the analysis of variation and commonality in organizational socialization experiences. Data were collected primarily through in-depth interviews, supplemented by relevant organizational documents, and analyzed through within-case and cross-case interpretive analysis.
    The findings reveal that organizational socialization at KOICA cannot be reduced to a linear process of acquiring and internalizing formal rules or institutional norms. Rather, participants continuously interpreted organizational expectations while coping with uncertainty, relational tensions, and contextual constraints encountered in everyday practice. Socialization was not confined to the initial entry phase but recurred across career transitions such as overseas assignments, job rotations, and positional changes, indicating a cyclical and ongoing process of meaning reconstruction throughout organizational life.
    In particular, overseas office assignments functioned as critical turning points in the socialization process. The structural characteristics of small overseas offices simultaneously granted high levels of autonomy and responsibility, requiring members to reinterpret formal organizational norms in light of local contexts. While such experiences deepened practical understanding and judgment, they also entailed relational fragmentation and limitations in organizational learning accumulation, rendering socialization highly dependent on individual interpretive capacity.
    The study further demonstrates that organizational socialization extends beyond post-entry adaptation to include anticipatory socialization formed prior to entry. Participants’ pre-entry experiences and expectations shaped their initial interpretations of organizational values and cultures, which subsequently influenced how later socialization experiences were understood. This finding underscores the need to conceptualize organizational socialization as a continuous and cumulative process across the entire career trajectory rather than as a series of discrete stages.
    Overall, organizational socialization in KOICA emerged as a multilayered process shaped by the interaction of institutional norms, relational dynamics, and individual learning experiences. Organizational members were not passive recipients of organizational culture but active agents who reconstructed their roles and identities through interpretive engagement within relational and institutional contexts. Socialization, therefore, was less about compliance with institutional expectations and more about ongoing learning through the negotiation of tensions between norms and practice.
    By examining organizational socialization as an interpretive process situated in the public international development cooperation context, this study provides empirical and interpretive grounding for rethinking organizational socialization in public organizations characterized by public accountability and international engagement.

    본 연구는 공공 국제개발협력 조직인 한국국제협력단(KOICA)을 사례로 하여, 구성원이 조직에 진입하고 경력을 형성해 가는 과정에서 조직사회화가 어떠한 경험과 의미 구조를 통해 형성되는지를 질적 다중사례연구로 탐구하였다. 기존 조직사회화 연구가 주로 기업조직을 중심으로 사회화 전략과 성과 간의 관계를 규명해 온 데 비해, 본 연구는 공공성과 국제성이 결합된 조직 맥락 속에서 사회화를 제도적 적응이나 규범 내면화의 문제로 환원하지 않고, 구성원이 자신의 경험을 해석하며 조직의 의미를 구성해 가는 과정으로 이해하고자 하였다.

    공공 국제개발협력 조직은 국가 정책, 국제 규범, 외교적 요구, 현장 중심의 업무 특성이 중첩된 복합적 환경 속에서 운영된다. 이러한 환경에서 구성원은 단일한 직무 수행자라기보다, 공공성의 요구와 국제적 실천 사이에서 역할을 조정하며 조직의 가치를 해석해야 하는 위치에 놓인다. 그럼에도 불구하고, 기존 조직사회화 연구에서는 이러한 조직 맥락이 구성원의 사회화 경험에 어떠한 방식으로 작동하는지에 대한 경험적·해석적 분석이 충분히 이루어지지 않았다. 이에 본 연구는 KOICA를 사례로 하여 공공 국제개발협력 조직에서 조직사회화가 실제로 어떻게 경험되고 의미화되는지를 심층적으로 탐색하고자 하였다.
    이를 위해 본 연구는 Stake의 해석적 사례연구 관점을 이론적 중심으로 삼되, Yin의 사례연구 설계 논리와 Creswell의 질적 연구 절차를 방법론적으로 통합하여 질적 다중사례연구를 수행하였다. 연구 참여자는 입사 유형, 경력 배경, 직무 경험이 상이한 KOICA 구성원 3인으로 선정하였다. 각 참여자는 본부와 해외사무소 근무 경험, 직무 전환과 보직 변화 등 서로 다른 경력 경로를 지니고 있으며, 이러한 차이는 조직사회화 경험의 다양성과 변이를 분석하는 데 중요한 단서를 제공하였다. 자료 수집은 심층 인터뷰를 중심으로 이루어졌으며, 참여자의 진술과 조직 맥락에 대한 이해를 보완하기 위해 관련 기록 자료를 함께 활용하였다. 수집된 자료는 사례 내 분석과 사례 간 비교 분석을 거쳐, 조직사회화 경험의 공통 구조와 차별적 양상을 해석적으로 도출하였다.

    연구 결과, KOICA 구성원의 조직사회화는 공식 제도나 규범을 일방적으로 습득하고 내면화하는 과정으로 환원되지 않았다. 구성원들은 조직이 요구하는 규정과 절차를 접하면서도, 실제 업무 수행 과정에서 발생하는 불확실성, 관계적 긴장, 현장 맥락의 제약을 해석적으로 조정해 나갔다.
    이러한 사회화 경험은 입사 초기의 적응 국면에 국한되지 않고, 해외 사무소 근무, 직무 전환, 순환보직, 보직 변화 등 조직 경력의 전환 국면마다 반복적으로 작동하였다. 즉, 사회화는 일회적 과정이 아니라 조직 경험 전반에 걸쳐 순환적으로 재구성되는 과정으로 나타났다.
    특히 해외사무소 근무 경험은 조직사회화의 중요한 전환점으로 작용하였다. 해외사무소는 소규모 조직이라는 구조적 특성으로 인해 개인에게 높은 자율성과 책임을 동시에 부여하며, 이는 구성원으로 하여금 조직의 공식 규범을 현장 맥락에 맞게 해석하고 적용하도록 요구하였다. 이 과정에서 구성원은 조직의 기대와 자신의 판단을 직접적으로 연결하며, 사회화를 추상적 규범의 문제가 아니라 실제 수행과 판단의 문제로 경험하였다. 그러나 이러한 경험은 동시에 관계의 분절과 조직적 학습의 축적 한계를 동반하였으며, 사회화가 개인의 해석 역량에 크게 의존하게 되는 구조적 조건으로 작용하기도 하였다.
    또한 본 연구에서는 사회화가 입사 초기 적응에 국한되지 않고, 예기적 사회화를 포함하여 조직 경력 전반에 걸쳐 연속적이고 순환적으로 재구성되는 과정으로 나타났다. 구체적으로, 연구 참여자들은 입직 이전의 경험과 기대를 통해 조직의 가치와 문화에 대한 초기 인식을 형성하였으며, 이러한 인식은 입사 이후의 사회화 경험을 해석하는 기준으로 작용하였다. 이는 조직사회화를 단절된 단계로 구분하기보다, 경력 전반에 걸쳐 축적되고 재구성되는 연속적 경험으로 이해할 필요성을 보여준다.

    종합하면, KOICA 구성원의 조직사회화는 제도적 규범, 관계적 상호작용, 개인의 학습 경험이 상호작용하는 다층적 구조 속에서 이루어졌다. 이러한 결과는 조직의 가치 학습 과정, 경력 배경에 따른 사회화 경험의 차이, 그리고 제도적·문화적 맥락이 사회화에 미치는 영향을 통합적으로 보여준다.
