초고령사회로 빠르게 진입하고 있는 한국 사회에서, 시니어의 디지털 리터러시 역량 확보는 경제적·사회적 참여 확대 및 삶의 질 향상을 위한 필수 과제가 되었다. 현재 시니어 세대는 스마트 기기에 대한 높은 접근성(보유율)에 비해 역량 및 활용 수준이 현저히 낮아 디지털 정보 격차가 심화되고 있다. 한편, 기존의 시니어 대상 디지털 교육은 주로 대면 중심의 단기간만 운영되어 지속성과 반복 학습에 한계가 있으며, 시니어 개개인의 디지털 역량 차이를 반영한 맞춤형 교육제공이 미흡하다는 지적이 제기되어 왔다. 이에 본 연구는 시니어의 디지털 리터러시 수준 및 학습 요구를 반영한 맞춤형 온라인 교육 콘텐츠 서비스 설계 방향을 제안하고, 그 실천적 모델로서 프로토타입을 제작하는 것을 목적으로 한다.연구는 문헌 조사를 통해 시니어의 디지털 리터러시 유형을 '저역량·저활용형(중간 활용 수준)'과 '적극활용형(높은 활용 수준)'으로 구분하고, 각 유형의 특성과 학습 니즈를 반영한 페르소나 2종을 도출하였다. 이 페르소나를 기반으로 시니어 학습자에게 적합한 온라인 학습 환경 설계를 위해 다음의 주요 설계 방향을 적용하였다. 1) 시니어의 인지적 특성(단기 기억력 저하, 시력 저하 등)을 고려하여 정보 구조의 깊이를 3단계 이하로 최소화하기 2) 신체적 다양성을 고려해 텍스트 크기, 색상 대비 변경, 텍스트 읽어주기(Text-to-Speech)등 접근성 기능을 제공하기 3) 콘텐츠를 시니어 대상 교육의 효과성을 높이는 시각적 시연과 단계 별 학습을 돕는 포맷으로 제공하기 콘텐츠 주제는 '저역량·저활용형'에게는 수요가 높은 일상, 금융, 의료, 공공기관 앱 활용 교육을, '적극활용형'에게는 첨단 기술(AI, 코딩, 사물인터넷 등) 교육을 병행 제공하도록 기획하였다. 이러한 설계 방향을 종합한 프로토타입을 제작함으로써, 시공간 제약 없이 자신의 속도에 맞춰 반복 학습이 가능하고 개인별 역량 수준에 따른 맞춤형 학습을 지원하는 온라인 기반 시니어 디지털 리터러시 교육 서비스의 실증적 모델을 제시하고자 했다.

In rapidly aging Korean society, enhancing older adults’ digital literacy competencies has become essential for expanding their economic and social participation and improving their quality of life. Although the current older generation shows high levels of access to smart devices (ownership), their competence and utilization levels remain relatively low, thereby deepening the digital information divide. Meanwhile, existing digital education programs for older adults are mostly short-term and face-to-face, which limits continuity and opportunities for repeated learning, and they have been criticized for failing to provide personalized instruction that reflects individual differences in digital competence. Against this backdrop, this study aims to propose design directions for a customized online educational content service that reflects older adults’ digital literacy levels and learning needs, and to develop a prototype as a practical model. Through a literature review, the study classifies older adults’ digital literacy into a “low-competence/low-use type (with a moderate level of actual use)” and an “active-use type (high level of use),” and derives two personas that reflect the characteristics and learning needs of each type. Based on these personas, the following key design directions were applied to create an online learning environment suitable for older learners: (1) minimizing the depth of the information structure to three levels or fewer, in consideration of older adults’ cognitive characteristics such as declining short-term memory and visual acuity; (2) providing accessibility features, such as adjustable text size, color contrast, and text-to-speech functions, to accommodate physical diversity; and (3) offering content in formats that enhance the effectiveness of education for older adults, including visual demonstrations and step-by-step learning support. In terms of content topics, the service is planned to provide, for the “low-competence/low-use type,” high-demand education on everyday life, finance, healthcare, and public service app usage, while for the “active-use type” it offers parallel education on next-generation technologies such as artificial intelligence, coding, and the Internet of Things. By developing a prototype that integrates these design directions, this study seeks to present an empirical model of an online, senior-focused digital literacy education service that enables repeated learning at any time and place, at one’s own pace, and supports personalized learning tailored to individual competence levels.
