본 연구는 현대 문화정책 논의에서 반복적으로 제기되어 온 문화민주화와 문화민주주의라는 두 정책가치 간의 긴장과 갈등 구조가 한국 지역문화예술회관의 공연 운영정책에서 어떻게 구체화되고 제도화되는지를 분석한다. 기존의 문화정책 연구가 두 개념을 주로 이념적 대비나 규범적 논쟁의 차원에서 다루어 왔다면, 본 연구는 이러한 이중의 정책가치가 동일한 제도 공간 내에서 동시에 지향되는 과정에서 발생하는 구조적 딜레마에 주목하고, 이를 지역문화예술회관의 기획공연과 대관공연이라는 이중 운영 전략을 통해 실증적으로 규명하고자 하였다.
이를 위해 본 연구는 지역문화예술회관 운영정책을 형식적 행정 체계가 아니라 상이한 정책가치와 이해관계가 충돌하는 ‘정책 텍스트’로 설정하고, 랑스테드의 문화정책 이중전략 이론과 맥기건의 비판적 문화정책 해석 관점을 분석의 핵심 틀로 채택하였다. 특히 문화민주화와 문화민주주의를 어느 한쪽이 선택되어야 할 대립적 가치로 보지 않고, 본질적으로 긴장과 조정을 전제로 병존하는 정책 목표로 파악함으로써, 기획공연과 대관공연이 행정 체계상의 단편적인 구분을 넘어, 서로 다른 정책 논리와 공공적 정당성을 내포한 실행 단위임을 전제하였다.
실증 분석 결과, 한국의 지역문화예술회관은 제도상으로는 문화 향유 확대와 창작 지원이라는 이중의 공공적 목표를 동시에 지향하고 있으나, 실제 운영과 성과관리 체계에서는 관객 수와 접근성 중심의 문화민주화 가치가 제도적으로 우위를 점하고 있음이 확인되었다. 그 결과 기획공연은 공공성·효율성·성과를 가시적으로 입증할 수 있는 핵심 정책 수단으로 기능하는 반면, 민간 제작단체와 시민 창작 주체에 의해 이루어지는 대관공연은 문화민주주의적 가치를 실현하는 핵심 메커니즘임에도 불구하고 정책적 주변 영역으로 밀려나는 구조가 고착화되었다. 이러한 불균형은 예산 배분, 홍보 플랫폼 접근, 무대 기술 지원, 성과평가 체계 전반에서 비대칭적으로 나타났으며, 이는 단순한 운영상의 미비가 아니라 제도적으로 구조화된 정책충돌의 결과로 해석된다.
본 연구는 이러한 딜레마가 신공공관리론적 성과주의 환경 속에서 전문예술경영 논리가 도입되는 과정에서 강화되었으며, 보몰과 보웬의 비용 질병 이론이 기획공연 중심으로 선택적으로 수용됨으로써 정책적 정당성을 확보하는 담론으로 작동했음을 확인하였다. 즉, 동일한 공연예술의 제작 조건을 공유함에도 불구하고 기획공연은 공공적 보호의 대상이 되고, 대관공연은 시장 논리에 맡겨지는 이중적 구조가 제도적으로 정당화되어 온 것이다.
이에 본 연구는 기획공연과 대관공연 간의 갈등을 운영 실패나 제도적 오류가 아닌, 서로 다른 정책가치를 동시에 지향하는 과정에서 발생한 정책충돌로 해석하고, 그 해법을 일방적 선택이 아닌 조정과 재배치의 문제로 제시한다. 일본과 영국의 공공문화시설 사례분석을 통해 이러한 정책충돌이 제도 설계와 운영 방식에 따라 완화·조정될 수 있음을 확인하였으며, 이를 바탕으로 지역문화예술회관이 지표 중심의 성과 창출 주체를 넘어 지역 문화생태계의 자산을 공유하는 ‘공공의 장’이자 플랫폼으로 전환하기 위한 단계적 정책 로드맵을 제안하였다.
본 연구의 학문적 의의는 문화민주화와 문화민주주의의 관계를 추상적 이념 대립이 아닌 정책실행 과정에서의 구조적 충돌로 실증적으로 규명하고, 문화정책을 조정 가능한 정치적·제도적 과정으로 재개념화하였다는 데 있다. 이를 통해 본고는 지역문화예술회관 공연 운영정책의 질적 전환과 향후 문화정책 설계를 위한 분석적 근거를 제공하고자 한다.

This study examines how the long-standing tension between two paradigms in contemporary cultural policy—the democratization of culture and cultural democracy—materializes and becomes institutionalized within the performance operating policies of local culture and arts centers in South Korea. While previous cultural policy research has primarily addressed this duality at the level of ideological opposition or normative debate, this study focuses on the structural dilemma that emerges when these two policy values are pursued simultaneously within a single institutional framework. Specifically, it analyzes how this dilemma is enacted through the double strategies of self-produced performances and venue rental performances in local culture and arts centers.
Conceptually, this research approaches the operating policies of local culture and arts centers not as neutral administrative arrangements, but as a ‘policy text’ in which competing values, interests, and power relations intersect. Drawing on Langsted’s theory of double strategies in cultural policy and McGuigan’s critical cultural policy analysis, the study treats the democratization of culture and cultural democracy not as mutually exclusive or competing ideals, but as coexisting policy goals that inherently generate tension and require ongoing negotiation. From this perspective, self-produced performances and venue rental performances are understood not merely as different program types, but as distinct policy instruments that embody divergent policy logics and forms of public justification.
The empirical analysis reveals that although local culture and arts centers ostensibly pursue both expanded cultural access and support for artistic creation, their actual operating and evaluation systems privilege the values of the democratization of culture, particularly through indicators centered on audience size, accessibility, and visibility. As a result, self-produced performances have become the dominant policy tool for demonstrating publicness, efficiency, and measurable outcomes, while venue rental performances—despite their central role in enabling artistic diversity and creative autonomy—have been relegated to a peripheral policy position. This imbalance manifests across multiple dimensions, including budget allocation, access to promotional platforms, technical support, and performance evaluation, indicating not an incidental operational flaw but a structurally embedded policy clash.
The study further demonstrates that this dilemma has been intensified by the introduction of New Public Management–based professional arts management and by the selective application of Baumol and Bowen’s cost disease theory. While cost disease has been invoked to legitimize public subsidies for self-produced performances, venue rental performances—despite sharing the same structural production constraints—have been treated as ordinary market goods, thereby transferring financial risk entirely to private producers. In this way, economic and managerial discourses have functioned as justificatory mechanisms that reinforce asymmetric policy priorities.
Rather than framing the tension between self-produced performances and venue rental performances as a matter of operational failure or policy error, this study interprets it as a policy clash arising from the simultaneous pursuit of heterogeneous policy values. Accordingly, the solution is not conceived as a matter of choosing one value over the other, but of institutional adjustment and coordination. Through comparative analysis of public cultural facilities in Japan and arts centres in the United Kingdom, the study illustrates that such policy clashes are not inevitable and can be mitigated through alternative institutional designs and operating models. Based on these findings, it proposes a staged policy roadmap for transforming local culture and arts centers from
performance-centered outcome generators into shared public platforms that support local cultural ecosystems.
The primary contribution of this study lies in empirically demonstrating that the tension between the democratization of culture and cultural democracy in local culture and arts centers is a structurally produced policy clash rather than an accidental imbalance, and in reframing cultural policy as a dynamic process of negotiation and adjustment. In doing so, the study provides an analytical foundation for the qualitative transformation of performance operating policies and for the future design of public cultural institutions.
