현대의 도시계획은 오랫동안 ‘생산성’과 ‘효율성’을 최우선 가치로 삼아왔으며, 도시 모빌리티 연구는 그동안 통근과 같은 ‘생산 영역’의 이동에 집중해 왔다. 이로 인해 도시 공간 내에서 가정을 유지하고 가족을 돌보는 재생산 노동과 돌봄 노동을 위한 이동은 정책적 고려 대상에서 배제되거나, 사적인 영역으로 축소되어 왔다. 그러나 저출산·고령화로 인해 돌봄이 사회적 위기로 부상하고, 도시 내에서 ‘나이 듦(Aging in Place)’이 보편적 과제가 된 오늘날, 도시는 더 이상 생산의 공간에 머물 수 없다. 이제 도시는 시민의 일상을 지탱하는 ‘돌봄의 공간’으로 재정의되어야 한다.
본 연구는 이러한 문제의식 하에, 기존의 도시·교통 계획 및 지리학 분야에서 간과되었던 돌봄 노동을 이동의 관점에서 재해석한 ‘돌봄 통행(Mobility of Care)’ 개념에 주목하였다. 특히 베이비부머 세대로 대변되고, 연구의 시점에서 60대인 ‘신노년층’의 일상 중 가장 필수적이고 빈번한 ‘식품구매 통행’을 핵심적인 돌봄 통행으로 규정하고, 도시의 공간 구조와 젠더가 교차하는 지점에서 나타나는 돌봄 통행의 특성을 포착하는 것을 목적으로 한다. 이를 위해 세종특별자치시의 조치원읍(구도심)과 고운동(계획신도시)을 대상지로 선정하여, 두 지역에 거주하고 있는 신노년층의 통행 데이터를 수집하고 정량적인 분석을 진행하였으며, 심층 인터뷰를 통해 통행의 특성을 실증적으로 해석하였다.
연구의 주요 결과는 다음과 같다. 첫째, 지역적 환경 차이에도 불구하고 신노년 여성의 식품구매 통행 빈도는 남성보다 일관되게 높았으며, 이는 가구 내 식품 조달이라는 ‘음식노동’의 책임이 여전히 여성에게 구조적으로 귀속되어 있음을 보여준다. 둘째, 계획신도시 거주 여성에게서 나타난 이례적으로 높은 통행 빈도와 광범위한 이동 범위는 단순한 여가 통행의 산물이 아니라, 가족의 건강을 위해 신선한 식재료를 직접 선별하고 요리를 하고자 하는 ‘내면화된 젠더 규범’이 신도시의 풍부한 시간·물리적 환경과 결합하여 나타난 역설적인 ‘하이퍼 모빌리티’ 현상으로 해석된다. 셋째, 신노년 남성의 경우 은퇴 후 식품구매 통행 참여가 증가하는 양상을 확인했으나, 그 질적 속성은 아내의 ‘운전기사’나 ‘짐꾼’과 같은 보조적 역할에 국한되어 있었다. 이는 노년기에도 젠더 분업이 해체되기보다 ‘여성 주도-남성 보조’의 형태로 돌봄 통행이 재구조화되고 있음을 시사한다.
본 연구는 자녀 양육기에 편중되었던 돌봄 통행의 연구 대상을 신노년층이라는 새로운 생애주기로 확장하여, 노년기 돌봄 통행의 특성을 새롭게 밝혀냈다. 나아가 ‘식품구매’를 단순 소비가 아닌 ‘가구 유지를 위한 필수적 돌봄 노동’으로 재정의하고, 이 구체적인 노동 행위가 도시 공간 속에서 어떻게 수행되고 굴절되는지를 미시적으로 추적하였다. 이를 통해 본 연구는, 보이지 않던 식탁 위의 돌봄 노동이 도시의 거리 위에서 어떻게 젠더화된 이동성으로 가시화되는지를 실증하였다. 이는 도시 공간이 돌봄 노동을 담아내는 그릇으로서 어떻게 작동하고 있는지를 밝혀낸 것으로, 향후 돌봄 도시 계획에 있어 구체적이고 실질적인 근거를 마련했다는 점에서 그 의의가 있다.

Modern urban planning has long prioritized ‘productivity’ and ‘efficiency,’ with urban mobility research predominantly focusing on ‘productive’ movements such as commuting. Consequently, mobility for reproductive and care work—essential for maintaining households and caring for families—has been marginalized or relegated to the private sphere. However, as the care crisis intensifies due to low birth rates and an aging population, and as ‘Aging in Place’ becomes a universal challenge, cities must be redefined as ‘spaces of care’ that sustain the daily lives of their citizens.
Against this backdrop, this study focuses on the concept of ‘Mobility of Care,’ reinterpreting care work through the lens of mobility, a perspective often overlooked in traditional urban and transport planning and geography. Specifically, it defines ‘food shopping trips’—the most essential and frequent daily activity for the ‘young-old’ (the baby boomer generation in their 60s)—as a core component of care mobility. The study aims to capture the characteristics of care mobility at the intersection of urban spatial structure and gender. To this end, Jochiwon-eup (old town) and Goun-dong (planned new town) in Sejong City were selected as case studies. Quantitative trip data and in-depth interviews were conducted to empirically analyze and interpret the mobility patterns of the young-old residents.
The key findings are as follows: First, regardless of the regional environment, the frequency of food shopping trips for young-old women was consistently higher than that of men, indicating that the responsibility for ‘food work’ remains structurally attributed to women. Second, the exceptionally high frequency and extensive range of movement observed among women in the planned new town are not merely products of leisure. Rather, they represent a paradoxical ‘hyper-mobility’ phenomenon, where ‘internalized gender norms’—the desire to personally select fresh ingredients for family health—intersect with the abundant temporal and physical resources of the new town. Third, while young-old men showed an increase in food shopping participation after retirement, their role was qualitatively limited to a supportive capacity, acting as ‘drivers’ or ‘porters’ for their wives. This suggests that rather than dismantling gendered divisions of labor, care mobility in old age is being restructured into a ‘female-led, male-assisted’ model.
This study extends the discourse on care mobility, previously centered on the child-rearing stage, to the new life stage of the young-old. Furthermore, by redefining food shopping as ‘essential care work for household maintenance’ rather than simple consumption, it microscopically traces how this specific labor is performed and refracted within urban spaces. Ultimately, this research demonstrates how the ‘invisible care work at the dinner table’ is visualized as gendered mobility on urban streets. By revealing how urban space functions as a vessel for care work, this study provides a concrete and practical foundation for future care-centered urban planning.
